ข Abstract Title Employment of Foreign Workers in Thailand: Impacts and Appropriate Approach Subject Strategic Studies Researcher Mr. Damrong Kraikruan Course NDC - JSPS Class 26 Since 1992, the Thai Government has allowed the use of foreign workers in the country, in response to the private sector’s demand. The use of foreign workers was intended then to be “temporary”. Nevertheless, the “temporary” measure has been in place for 22 years now, as it has been extended annually since then. Furthermore, they incrementally expanded its scope to the point that foreign workers from three neighbouring countries (Myanmar, Laos and Cambodia) are allowed in all sectors, all kinds of jobs and all areas of the country. As a result, Thailand is home to some three millions workers. This research has reaffirmed the assumption that Thailand’s foreign workers employment regime has caused far and wide impacts. The policy constituted increase of the labour supply, thereby making it easier for employers to recruit workers, increase their leverage, lower their labour costs and gain huge profits. On the other hand, it has become harder for Thai workers to get (and stay secure in) their jobs, weakened their bargaining power and their efforts to raise their wages (and their standard of living). It also impedes Thailand’s mechanization, innovation and productivity increase. It also creates huge burden on the nation’s healthcare and other public services. Lastly, it also gave rise to potential racial tensions in the future. As such, there is a need to find the right approach to the employment of foreign workers. The author believes that the use of foreign workers should be based on the principles of genuine needs, being temporary in nature, and with effective control.
