การวิจยัครÊังนีÊมีวตัถุประสงคเพื ์ Éอศึกษาและวิเคราะห์รูปแบบการดาํ เนินการกิจการเพÉือ
สังคมจากแนวคิด ทฤษฎีและการดาํ เนินการขององค์กรในรูปแบบของกิจการเพÉือสังคม และเพืÉอ
เสนอแนะแนวทางและรูปแบบของกิจการเพÉือสังคมทีÉสามารถนาํ มาใชเ้ป็นส่วนหนÉึงในการพฒั นา
ยุทธศาสตร์เพืÉอเสริมสร้างความมันคงของประเทศ โดยใช้ É สารสนเทศและแหล่งขอ้ มูลหลักในการ
วิจัย คือ เอกสารหลักฐานการดําเนินการกิจการเพÉือสังคมทีÉสามารถเป็นแบบอย่างทÉีดีจาก
ต่างประเทศ 4 ประเทศ ในประเทศ ŝ หน่วยงาน การสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิหรื อผู้มี
ประสบการณ์ เอกสารหลักฐานและงานวิจยัทีÉเกีÉยวข้องกับกิจการเพÉือสังคม การวิจัยครัÊงนีÊใช้
กระบวนการวิจยัเชิงคุณภาพประกอบดว้ยการวิจยัเอกสารและกรณีศึกษา การศึกษาดูงาน และการ
สัมภาษณ์เชิงลึก นาํขอ้มูลทีÉไดม้ าสร้างรูปแบบและแนวทางการดาํ เนินการกิจการเพÉอสังคม จากนั ื Êน
นาํไปจดั ประชุมวิพากษ์และสร้างขอ้ สรุปแนวทางทÉีเหมาะสม จดั ทาํร่างยุทธศาสตร์และนาํ เข้าสู่
กระบวนการวิพากษ์เพืÉอสร้างข้อสรุป ก่อนนํามาปรับปรุงเป็นร่างงานวิจยัและตรวจสอบโดย

ผลการวจิยั พบวา่ การนาํแนวคิดกิจการเพÉอสังคมมาใช้ ื เป็ นยุทธศาสตร์เพืÉอเสริมสร้าง
ความมันคงเป็ นแนวทางที É ÉเหมาะสมเนืÉองจากสามารถขจดั ปัญหาความเหลืÉอมลํÊาทางสังคมซึÉงมี
ผลกระทบต่อความมนคง Éั โดยผลจากการศึกษา พบวา่ รูปแบบของการดาํ เนินการกิจการเพÉอสังคมมี ื
ทัÊงทีÉเกิดจากนโยบายภาครัฐสนับสนุน และรูปแบบทÉีดําเนินการจากภาคเอกชนโดยเกิดจาก
นวตักรรมทีÉบุคคลหรือกลุ่มบุคคลคิดคน้ ขÊึนเพืÉอช่วยเหลือสังคม ซÉึงในกลุ่มนÊีพบวา่ มีแหล่งเงินทุน
ในสองลักษณะคือจากภาคธุรกิจและจากการบริจาค สําหรับกิจการเพÉือสังคมทีÉเหมาะสมกับ
ประเทศไทยนัÊนควรมีการพฒั นาไปพร้อมกนั ทÊงัจากการสนบั สนุนของภาครัฐและจากการกระตุน้
ให้เกิดการสร้างสรรค์นวตักรรมทางสังคมของภาคเอกชน โดยมีขอ้ เสนอแนะจากการวิจยัให้เร่ง
สร้างแรงบนัดาลใจ องคค์วามรู้แหล่งทุน สร้างความเขม้แข็งให้หน่วยงานทีÉมีอยู่ สร้างเครือข่าย
พฒั นากฎหมายเพÉิม และใช้กระบวนการสมชั ชาในการสนบั สนุนแนวคิดนÊีโดยประเทศไทยยงัมี
โอกาสในการสร้างกิจการเพÉอืสังคมไดอ้ีกจาํนวนมาก สําหรับการวิจยัครÊังต่อไปสมควรเร่งส่งเสริม

ABSTRACT
Title Social Enterprise to Strengthen National Security
Field Strategy

The aim of this research was to study and analyze the operation patterns of social
enterprise from the concept, theory, and the organization in the Social Enterprise. The objective is to
suggest guidelines and patterns of the Social Enterprise which can be applied as a part of strategy
development to strengthen the national security. The researcher studied and analyzed the good typical
documents of the Social Enterprise operations from four foreign countries and five local organizations.
The study also conducted in-depth interviews with the distinguished persons or experts concerning
documents, and researches related to the Social Enterprise.
The research methodology is a qualitative research that combined document researches, case
studies, study visits, and in-depth interviews and then analyzed all collective data in order to set the
formation and the implementing ways of the Social Enterprise. The next step required the meeting for a
summary report and practical guidelines for drafting the strategy. Afterwards, the draft of strategy will be
discussed and summarized as a draft research that was verified by the distinguished persons.
The finding research was found that the Social Enterprise concept properly applied to strengthen
in the National Security Strategy due to the elimination of the social inequity which effected to the
National Security. The other finding research was found that the formation of the Social Enterprise
operations supported by both the public policy and private sector. The private sector created the
innovation by individual or personnel. This group was found that its’ sources of funding can be divided
into two aspects; private sector, and donation. The Social Enterprise that is appropriate to the
implementation in Thailand should be developed and also supported by the public sector as well as by
encouraging creatively social innovation by the private sector. It was recommended that it should create
the aspiration, body of knowledge, source of funding by strengthening the existing organizations,
extending the network, developing the legislation, and using the public assembly to support this concept.
Thailand has many chances to develop the Social Enterprise. Therefore, it was recommended to conduct
the future study by urgently promoting the research related to the synthesis of the body of knowledge and
the good practice.
