การวิจัยเรื่ อง “โครงการศิลปาชีพกับการพัฒนาคุณภาพชีวิตของประชาชนในภาค
ตะวันออกเฉียงเหนือตอนบน” น้ีมีวตัถุประสงค์เพื่อศึกษาการดา เนินงานโครงการศิลปาชีพ เพื่อ
การพัฒนาคุณภาพชีวิตของประชาชนในภาคตะวันออกเฉียงเหนือตอนบน และเพื่อศึกษาแนว
ทางการส่งเสริม สนับสนุนให้โครงการศิลปาชีพมีความมนั่ คงและดา รงอย่ตูลอดไป โดยใชว้ิธีวิจยั
เชิงคุณภาพ ศึกษาผลการด าเนินงานของแต่ละศูนย์ฯ/โครงการศิลปาชีพ ในภาคตะวันออกเฉียงเหนือ
ตอนบน จ านวน ๑๘ แห่ง และสัมภาษณ์เชิงลึกผู้ที่เกี่ยวข้อง ได้แก่ ผู้บริหาร ผู้ปฏิบัติงาน สมาชิก
โครงการฯ และผู้สนับสนุน
ผลการวิจัย ท าให้ทราบว่าโครงการส่งเสริมศิลปาชีพที่สมเด็จพระนางเจ้าฯ พระบรม
ราชินีนาถไดท้รงพระกรุณาโปรดเกลา้ฯ ให้จดั ต้งัเป็น “มูลนิธิส่งเสริมศิลปาชีพ” น้ัน เพื่ออนุรักษ์
ฟ้ืนฟศิลป ู หตัถกรรมแบบไทยโบราณ ที่มีอย่ใูนลกั ษณะภูมิปัญญาทอ้งถิ่น แตกต่างกนั ไปในแต่ละ
พ้ืนที่ เป็นการแสดงท้ังวฒั นธรรม ประเพณีด้งัเดิมของทอ้งถิ่นน้ันๆ ซ่ึงกา ลงัจะเสื่อมสูญไปตาม
กาลเวลา ให้กลับมาแพร่หลาย การด าเนินการตามโครงการส่งเสริมศิลปาชีพ ท าให้ราษฎรได้มีการ
พฒั นาอาชีพที่ตนถนดั และนา ไปประกอบอาชีพได้สามารถยกระดบั รายไดข้องประชาชนเพิ่มข้ึน
และพึ่งตนเองได้ มีผลท าให้ประชาชนในภาคตะวันออกเฉียงเหนือตอนบน ที่มีโครงการศิลปาชีพ
อยู่จ านวนมาก มีการพฒั นาคุณภาพชีวิตที่ดีข้ึน
ปัจจุบัน สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ มิได้เสด็จแปรพระราชฐาน ที่พระ
ตา หนกั ภูพานราชนิเวศน์ดงัน้นั การดา เนินงานและข้นั ตอนต่างๆ ของศนู ยศ์ิลปาชีพ และการรับซ้ือ
ผลิตภัณฑ์ศิลปาชีพ จ าเป็ นต้องปรับเปลี่ยนไปด้วย โดยได้เสนอแนวทางที่จะท าให้โครงการศิลปา
ชีพมีความมนั่ คงและดา รงอยตู่ลอดไป คือการใหห้ น่วยงานราชการและโดยเฉพาะองค์กรปกครอง
ส่วนทอ้งถิ่นในพ้ืนที่ เขา้มามีบทบาทมากข้ึน ท้งัการบริหาร และการสนับสนุน ปรับรูปแบบการ
บริหารศูนย์ฯ แบบพึ่งตนเองตามแนวทางเศรษฐกิจพอเพียง เป็ นต้น

Abstract
Title: The Arts and Crafts Project and the Development Quality ofLife of People in
the UpperNortheast Region of Thailand

This research aims to study the operation of the arts and craftsproject and the
development quality of life of people in the uppernortheast region of Thailand and find the
approach to promote andsupport the project for stability and existence forever. The
researchmethodology was used quality research to study the operation in each 18 centers/ project
arts and crafts projects in the upper northeast region of Thailand. In-depth Interview were used for
the person who were involved in the project such as administration, operation, member and
supporter.
The results demonstrated that the arts and crafts project established by Her Majesty the
Queen took to be gracious “TheFoundation for the Promotion of Supplementary Occupations and
Related Techniques under the Royal Patronage of Her Majesty the Queen" for restore and conserve
Thai traditional from the Thai folkwisdom which different in each area. The arts and crafts
projectrepresented the culture and original tradition in each local area whichdisappear gradually
from the time. Therefore, it took the effort top remote the local wisdom widespread again. The
operation of this project supported by the people develop the aptitude occupation and contribute to
their career, increase the level of income and self-reliance. Consequently, this project can develop
the quality of life for people in the upper northeast region of Thailand.
The present condition, Her Majesty the Queen did not go to take up residence at
Phu Phan Rajaniwet Palace. Therefore, the operation and procedure in each center should change
the method of buying ofthe products. In addition, the researcher proposes approaches in order to
create sustainable of the project. Especially, the localadministration in each area should play the
important role to manageand support. Including, the center should adjust the managerial operation
and self-reliance follow the guideline of sufficiency economy.
