จัดการทีดินของรัฐโดยเจ้าหน้าทีของรัฐ ตลอดจนแนวทางแกไขปัญหาดังกล ้ ่าว
การวิจัยนี2เป็ นการวิจัยเชิงคุณภาพ ศึกษาปัจจัยทีทําให้เกิดการบุกรุกทีดินของรัฐใน
มณฑลทหารบกที $% การบริ หารจัดการอํานาจหน้าทีของหน่วยทหาร ซึ งรวบรวมข้อมูลจาก
กฎหมาย เอกสารวิชาการ หนังสือราชการ เอกสารการประชุม รายงานเอกสารต่างๆ ทีเกียวข้อง
ร่วมกบการสัมภาษณ์บุคคลทีเก ั ียวข้องกบการบุกรุกทีดินของรัฐ > กลุ ั ่ม ได้แก่ เจ้าหน้าทีของรัฐ
และผู้บุกรุ กทีดิน เพือนําข้อมูลทีได้มาวิเคราะห์ข้อมูลแบบ Content Analysis โดยศึกษาเป็ น
ระยะเวลา , เดือน
จากการสัมภาษณ์พบว่าผู้บุกรุ กทีดินทราบว่าทีดินทีตนบุกรุ กนั2นเป็ นทีดินของรัฐ
เนืองจากตนเองไม่มีเอกสารสิทธิOทีถูกต้อง แต่ผู้บุกรุกมีความยากจนมีรายได้น้อย (เฉลีย ./,??? –
$??,???.- บาทต่อปี ต่อครัวเรื อน) อีกทั2งไม่มีทีอยู่อาศัยหรื อไม่มีทีดินทํากินเป็ นของตนเอง
จึงไม่สามารถทีจะเช่าทีดินหรือออกจากทีดินบุกรุกเพือไปหาทีดินทํากินแห่งใหม่ได้ ขณะทีการ
สัมภาษณ์เจ้าหน้าทีของรัฐพบว่า ขาดงบประมาณในการดําเนินงาน จํานวนเจ้าหน้าทีทีปฏิบัติงาน
ไม่สอดคล้องกบปริมาณงาน อีกทั ั 2งมีการโยกย้ายตําแหน่งทําให้เป็ นอุปสรรคในการปฏิบัติงานเพิม
มากยิงขึ 2น
อย่างไรก็ตามการวิจัยนี2ยังคงมีข้อจํากัดในด้านต่างๆ อาทิ ระยะเวลา ข้อมูล
จากหน่วยงานอืนๆ ทีจะครอบคลุมการศึกษาในเชิงลึกถึงปัจจัยเชิงสาเหตุทีส่งผลต่อการบุกรุกทีดิน
ของรัฐ จึงเป็ นข้อเสนอสําหรับผู้ทีสนใจทีจะดําเนินการวิจัยอืนๆ ต่อไป

ABSTRACT
Title A Study solutions of the problems caused from public land
encroachment. A Case Study of 13rd Military Circle

The land of Royal Thai Army, with over 4.8 million Rais their use as a military unit, location
for Training and many are mostly an empty space, such as forests, mountains, and have not
thoroughly thus resulting invasion. 13 Military Circle Lopburi has an area 153,620 Rais of
responsibility. The problem invasion of public lands, the intrusion to the residential and invasion
to the skin. This research aims to study the issues about which the public land encroachment. And
problems of public lands managed by state authorities. As well as the solutions to such problems.
This research studies the factors that contribute to the invasion of the state in the 13 Military
Circle. Study the management Authority of the military units. The data were collected from legal
paper, letters meeting, and the related report documents. Also interviews with people involved
with the invasion of two groups: government officials and invasion The data was analyzed by a
Content Analysis Studying for the period of 6 months.
The interview indicates that the invaders know that the land they invaded is the land of
public, because they do not have the correct documents. But due to invaders are poor, low income
(average of 48,000 - 100,000 baht per year per household) with no housing or no arable land as
their own. Thus cannot afford to lease land or leave from the public land to find the new arable
land. The government officials were interviewed, Operating budget and number of government
staff who work not in accordance with the workload. The migration position is hinders the
performance even more.
However, research is still limited in duration including information from other departments.
To cover the in-depth study of the causal factors that affect land encroachment. It is an offer for
those who are interested to do more research next.
