การศึกษาวิจัยนี/มีวัตถุประสงค์เพือศึกษากรอบความร่วมมือด้านความมันคงทางทะเลของ
ประชาคมอาเซียน ศึกษาการกาหนดนโยบายความมั ํ นคงแห ่งชาติ นโยบายกองทัพเรือ ศึกษาสถานภาพ
ปัจจุบันและบทบาทของกองทัพเรือ ในการเข้าสู่ประชาคมอาเซียน ในประเด็นความร่วมมือด้านความ
มันคงทางทะเลและเสนอแนวทางในการก าหนดนโยบายด้านความมั ํ นคงทางทะเลของกองทัพเรือ ใน
กรอบความร่วมมือประชาคมอาเซียน ดําเนินการวิจัยโดยใช้ระเบียบวิธีเชิงคุณภาพ จากการรวบรวม
ข้อมูล เอกสาร บทความ ตํารา เอกสารทางราชการ ระเบียบข้อบังคับ กฎหมายทีเกียวข้องและจาก
เครือข่ายอินเตอร์เน็ต รวมทั/งการสัมภาษณ์ผู้ทรงคุณวุฒิ เปรียบเทียบทฤษฎี หลักการและเหตุผลเพือ
วิเคราะห์หาข้อยุติ รวมทั/งข้อคิดเห็นและข้อเสนอแนะทีเป็ นประโยชน์
ผลการศึกษาทําให้ทราบว่ากองทัพเรือ จะมีบทบาทและภารกิจทีจะต้องปฏิบัติเพิมมากขึ/น
จากกรอบความร่วมมือด้านความมันคงทางทะเลของประชาคมอาเซียน ซึ งในปัจจุบันการก าหนด ํ
นโยบายกองทัพเรื อในเรื องดังกล่าวยังขาดความเชือมโยงกับนโยบายความมันคงแห่งชาติและ
ยุทธศาสตร์ความมันคงแห่งชาติทางทะเล การแบ่งมอบนโยบายตามกรมฝ่ ายอํานวยการทีเกียวข้อง
ทําให้ขาดการบูรณาการในงานทีมีความสําคัญเฉพาะเรือง สุดท้ายได้ทราบบทบาทและแนวทางในการ
กาหนดนโยบายด้านความมั ํ นคงทางทะเลในกรอบประชาคมอาเซียนทีถูกต้องเหมาะสม เพีย งพอที

ียวข้องสามารถนําไปจัดทําแผนงานหรือโครงการรองรับได้
ข้อเสนอแนะให้มีการติดตามสถานการณ์และประเมินแนวโน้มของสภาวะแวดล้อมที
เปลียนแปลงอยางสมําเสมอ ควรศึกษาเพิ ่ มเติมว่า กองทัพเรือควรมีลักษณะกาลังรบอย ํ างไร วิจัยบทบาท ่
ของศูนย์ประสานงานการปฏิบัติในการรักษาผลประโยชน์ของชาติทางทะเล (ศรชล.) และข้อเสนอแนะ
สุดท้ายคือกองทัพเรือควรนํากรอบแนวคิดและแนวทางการกาหนดนโยบายกองทัพเรือทีได้จากการวิจัย ํ
ครั/งนี/ไปทดลองใช้เป็ นต้นแบบในการกาหนดนโยบายกองทัพเรือเฉพาะเรืองทีมีความสําคัญในเรือง ํ
อืนๆ ต่อไป

ABSTRACT
Title Navy Policy on Maritime Security under ASEAN Community Framework

The purpose of this research is to study the collaboration framework in maritime security
of ASEAN Community, to study how to outline the national security policy and the navy policy,
explore the current role and positioning of the Navy in relation to the ASEAN Integration in term of
maritime security as well as suggesting a guideline in establishing the maritime security of the Navy
under ASEAN Integration Framework. The research methodology applied is qualitative method. The
compilation of information from various sources namely documents, articles, textbooks, official
government papers, regulations and related laws, data obtained from internet as well as interview of
the expert, comparison of theory, logics, principles, analysis and beneficial comments were examined.
The finding shows that the Navy will play more role and responsibilities from the APSC
blueprint in maritime security across the ASEAN Community. Currently, establishment of the Navy
policy is irrelevant with both the national security policy and maritime security strategy. The
assignment of the policy to related Staff Departments still lack of integration in core particular
agenda. Finally, the role and guideline of establishment of an adequate and appropriate maritime
security policy to be in line with the ASEAN Community Framework is being specified. The related
units can further define the supporting action plans for further execution.
It is recommended that the monitoring of situation and evaluation of changing of
environment trends should be regularly executed. Further study should be explored are characteristics
of force and role of the Thai Maritime Enforcement Coordinating Center (THAI - MECC). Finally,
the framework and establishing guideline of the Navy policy found from this study should be applied
as an ideal example in future defining the Navy policy in particular important matters.
