จากการปฏิบัติงานตามโครงการรณรงค์สร้างฝายต้นน้ าขนาดเล็ก อันเนื่องมาจาก
พระราชด าริของกองทัพภาคที่ 3ในห้วงที่ผ่านมา ยังมีปัญหา อุปสรรค และข้อที่ควรพัฒนาปรับปรุง
หลายประการ จึงจ าเป็ นต้องมีการศึกษาอย่างเป็ นระบบถึงวิธีการด าเนินงาน ผลการด าเนินงาน และ
ปัญหา อุปสรรคในการปฏิบัติงาน เพื่อหาแนวทางการแก้ปัญหาและพัฒนาการด าเนินงานตาม
โครงการฯใหม้ีประสิทธิภาพมากข้ึน โดยท าการศึกษาวิจัยแบบเชิงคุณภาพ เฉพาะในพ้ืนที่ตามแนว
ชายแดนจังหวัดเชียงใหม่ซึ่งจากผลการศึกษาวิจัย พบว่าข้นั ตอนการดา เนินโครงการฯได้ก าหนด
ไว้ 5 ข้นั แต่ไม่มีรายละเอียดการปฏิบัติในแต่ละข้นั ในส่วนของการด าเนินงานตามโครงการฯ
เจ้าหน้าที่ทุกหน่วยงานและประชาชนที่เข้าร่วมโครงการฯ ส่วนใหญ่มีความรู้ความเข้าใจแต่ระดับ
ความรู้ความเข้าใจจะไม่เท่ากัน การมีส่วนร่ วมในแต่ละพ้ืนที่จะแตกต่างกัน ข้ึนอยู่กบั ปัจจยัที่มี
ผลกระทบ ส าหรับผลการด าเนินงานในภาพรวม มีผลสา เร็จตรงตามเป้าหมายที่ต้งัไว้โดยมีปัญหา
อุปสรรคในการปฏิบัติงานที่ส าคัญคือ ทหารไม่ได้ก าหนดโครงสร้างการจัดหน่วยที่แน่ชัด ความรู้
ความเข้าใจของผู้ร่วมโครงการฯไม่ดีพอจึงส่งผลต่อการมีส่วนร่วม ขาดแคลนงบประมาณ รวมท้งั
ไม่มีการกา หนดยทุ ธศาสตร์การสร้างฝายในพ้ืนที่ภาคเหนือ ทา ให้ไม่มีความชดั เจนในการกา หนด
เป้าหมาย พ้ืนที่และผรู้ับผิดชอบ สรุปได้ว่า ปัจจัยที่มีผลต่อความส าเร็จ คือ ความรู้ความเข้าใจใน
โครงการฯ และการมีส่วนร่วมของประชาชนและหน่วยงานต่างๆ ส่วนปัจจัยที่เป็ นปัญหาหลักของ
การด าเนินงานตามโครงการฯคืองบประมาณ โดยมีแนวทางแก้ปัญหาและพัฒนาการด าเนินงาน
ตามโครงการฯ ได้แก่รัฐบาลควรก าหนดยุทธศาสตร์การสร้างฝายในพ้ืนที่ภาคเหนือจัดท าแผนงาน
และจัดสรรงบประมาณประจ าปีให้ทหารควรก าหนดโครงสร้างการจัดหน่วยและภารกิจโดยแน่ชัด
ก าหนดรายละเอียดการปฏิบัติในแต่ละข้นั ตอนให้ชัดเจน มีการจัดก าลังพลให้รับผิดชอบโครงการฯ
เป็ นการเฉพาะและจัดให้มีการอบรมเพิ่มเติมความรู้ส าหรับการด าเนิ นงานควรเน้นการ
ประชาสัมพันธ์ให้หน่วยงานและประชาชน มีความเข้าใจถึงวัตถุประสงค์เป้ าหมาย วิธีด าเนินการ
และประโยชน์ที่จะได้รับจากการสร้างฝาย เพื่อสร้างความรู้ความเข้าใจ สร้างการยอมรับ และการมี
ส่วนร่วม ของหน่วยงานและชุมชน หรืออาจกล่าวว่า “ต้องสร้างฝายในใจคนให้ได้ก่อน”

ABSTRACT
Title The Effective Operation for a Check Dam Campaign of The Third Army Area
under The Royal Department Project.

The check dam campaign of the Third Army Area under the Royal Department
project in the preceding period still have some problems, obstacles, and developments that
need to be improved. Therefore, there is a need to have a systematic approach about a
procedure, an outcome, and difficulties for an effective solution. For the research, they have
applied a Qualitative Research Method in a specific area, Chiang Mai border. Moreover, the
outcome of the research shown that there are 5 stages of the procedure of this project,
however, there is no detail in each stage. In terms of operating the project, every staff from
every department and all the people who have participated in this campaign have gained some
understanding but in different level. And the co-operation in any area is also different
depending upon various factors. For the overall outcome, it is a successful project and it
reaches the goal. However, there are 4 main problems in this operation. First, the army does
not have a clear structure, participant’s understanding is no good enough, hence, it affects
participation, lack of budget, and last there is no fixed-strategy for building a check dam in
the North of Thailand. Therefore, there is no clear picture in order to define a scope of
objectives, areas, and responsible person for the project. In conclusion, the 2 factors affecting
a success for a campaign are the participant’s understanding and the co-operation among the
people and departments. Furthermore, the key factor for a project operation is the budget.
The recommendations for this project are first, the government should define the check dam
strategy in the North, create an action plan and annual budget allocation. Second, the army
should have a clear structure of army’s operations and details in every procedure of the
project, assign troops who will take responsibilities for the project and also provide a training
course. And the project operation should focus on public relations among the people and
departments so that they could understand the purposes, procedure, and benefits that they
would achieve from the check dam and could build up some understandings, acceptance, and
co-operation in a community as well. Or it can be said that “Have to build a check dam in
people’s mind first”.
