การวิจัยเชิงปริมาณ ทีมุ่งเน้นศึกษาผลกระทบของนโยบายภาครัฐทีมีต่อเกษตรกรผู้ปลูกข้าว เพือ
ศึกษาการรับรู้ของเกษตรกรทีมีต่อนโยบายภาครัฐทีเข้าไปช่วยเหลือเกษตรกรในรูปแบบต่างๆ ทั!ง
ในเรืองของการลดต้นทุนการผลิต และการยกระดับราคาผลผลิตของเกษตรกร นอกจากนั!นจะ
ศึกษาจุดบกพร่อง จุดรัวไหลของโครงการเหล่านั!น พร้อมทั!งเสนอแนะในการปรับนโยบายให้ตรง
ตามความต้องการเกษตรกรทีแท้จริง ซึ งผลการวิจัยพบว่าเกษตรกรผู้ปลูกข้าวได้รับรู้ถึงนโยบาย
ของรัฐทีเข้าช่วยเหลือพวกตน และมีความพึงพอใจแต่เกษตรกรยังเรียกร้องให้ช่วยเหลือตลอดเวลา
ทั!งในเรืองของการยกระดับราคาผลผลิต และช่วยเหลือด้านลดต้นทุนการผลิต ซึงภาครัฐควรลด
ระดับการช่วยเหลือลง แล้วหันไปให้ความรู้ด้านการผลิต การตลาดสินค้าเกษตรแก่เกษตรกร
พร้อมทั!งนํากลุ่มทีมีส่วนได้ส่วนเสียกบเกษตรกรให้เข้ามามีส ั ่วนร่วมด้วย ทั!งโรงสี พ่อค้าคนกลาง
ผู้รวบรวม ผู้แปรรูป และผู้ส่งออก เพือกาหนดเป้ าหมายให้ชัดเจน แล้วร ํ ่วมมือกนดําเนินการจะทํา ั

ABSTRACT
Title The Impact of Government Policy on Farmers
Field Economics

This research paper on “The Impact of Government Policy on Farmers” is a
quantitative study aims at analyzing the impact of government policy to rice farmers. It focuses
on identifying the rice farmer’s awareness level regarding different policies that target on
helping them, including cost reduction and productivity improvement. In addition, this paper
will identify the weak spots of these policies and provide recommendations to improve future
policies in response to actual needs of the farmers. This study finds that rice farmers are aware
of government policies which are aimed at helping them and are relatively satisfied with these
policies. They also request the government to continue supporting them on various policy
measures, particularly in cost reduction and productivity improvement. For long term benefits
of the country, the study recommends that the government should reduce its supports and focus
on providing knowledge to the farmers about production and marketing of agricultural
products. The government should also involve all stakeholders, including rice mill owners,
middlemen, procurers, processors and exporters to help defines the right policies. Most
importantly, the involvement of key stakeholders will lead to effective implementation of these
policies and subsequently result in achievement of their desired objectives.
