การวิจัยครั งนี มีวัตถุประสงค์ เพือศึกษาถึงการปฏิบัติการทางทหารทีนอกเหนือจาก
สงคราม ภารกิจหน่วยงานราชการนอกกระทรวงกลาโหม และรัฐวิสาหกิจทีสามารถใช้อากาศยาน
ไร้นักบินเพือการสนับสนุนหรือปฏิบัติภารกิจ รวมทั งประเภทคุณลักษณะและขีดความสามารถ
ของอากาศยานไร้นักบิน ตลอดจนอุปกรณ์ตรวจจับทีเหมาะสมต่อการใช้งาน การวิจัยนี เป็ นการวิจัย
เชิงคุณภาพ โดยรวบรวมข้อมูลจากเอกสาร แนวคิด ทฤษฎี หลักการ และเอกสารวิจัย การสัมภาษณ์
และอืน ๆ ทีเกียวข้อง เพือนํามาศึกษาวิเคราะห์และบรรลุตามวัตถุประสงค์ทีกาหนดไว้ และทราบถึง ํ
อากาศยานไร้นักบินทีเหมาะสมเพือความมันคงและการพัฒนาประเทศ โดย ผลการวิจัยสรุ ปได้ว ่า
อากาศยานไร้นักบินสามารถนําไปสนับสนุนหรื อปฏิบัติการทางทหารทีนอกเหนือจากสงคราม
ได้เกือบทุกปฏิบัติการ เว้นเฉพาะการปฏิบัติการอพยพพลเรือน และการสนับสนุนการก่อความไม่สงบ
ขีดความสามารถของอากาศยานไร้นักบินในการปฏิบัติภารกิจการข่าวกรอง (Intelligence) การ
ลาดตระเวน (Reconnaissance) การเฝ้ าตรวจ (Surveillance) การค้นหาเป้ าหมาย (Target Acquisition)
สามารถนําไปสนับสนุนหรือปฏิบัติงานด้านความมันคงและการพัฒนาประเทศได้หลากหลาย
ภารกิจให้กบหน ั ่วยงานนอกกระทรวงกลาโหม อากาศยานไร้นักบินประเภทยุทธวิธีระยะกลาง
ระยะใกล้ และระยะประชิด ตามการแบ่งประเภทอากาศยานไร้นักบินของกองทัพอากาศ มีความ
เหมาะสมต่อการนําไปใช้งานเพือความมันคงและการพัฒนาประเทศ โดยติดตั งอุปกรณ์ทีเหมาะสม
ต่อการปฏิบัติภารกิจ ข้อเสนอแนะจากผลการวิจัย ประกอบด้วย การใช้ประโยชน์จากสนามบินของ
ประเทศกบการใช้งานอากาศยานไร้นักบิน การส ั ่งเสริมการใช้งานอากาศยานไร้นักบิน และการ
ควบคุมและกากํ บดูแลการใช้งานและการจราจรทางอากาศ รวมทั ั งการบูรณาการและความร่วมมือ
ในการใช้งานอากาศยานไร้นักบินระหวางหน ่ ่วยงาน

ABSTRACT
Title Proper Unmanned Aerial Vehicle (UAV) for Security and Country
Development

The objective of this research is to study the Military Operations Other Than War
(MOOTW), the missions of government sectors outside the Ministry of Defense and the State
Enterprises that can use an Unmanned Aerial Vehicle (UAV) to support or operate the mission.
Additionally, the proper types, characters, and performances of UAV, including the sensors
suitable for operations are studied. This research is the Qualitative Research, gathering the data
from documents, concepts, theories, principles, theses, interviews and other related information,
to study and analyze in order to meet the objectives and the requirements of proper UAV for
Security and Country Development. The results of this research are: UAV can support or operate
almost the missions of Military Operations Other Than War (MOOTW), except Noncombatant
Evacuation Operation (NEO) and Insurgency support. The performance of UAV to operate the
missions of Intelligence, Surveillance, Reconnaissance, and Target Acquisition, can apply to
support or operate various missions of Security and Country Development for the government
sectors outside the Ministry of Defense. Medium-Range, Short-Range, and Closed-Range UAVs
according to the Royal Thai Air Force's UAV Classification are suitable for supporting the
missions of Security and Country Development by using the proper sensors. The suggestions
from this research are: the utilization of the countries’ airports to support the operation of the
UAVs, the permission for UAV's operation, the control and limitation for the UAV's operation
and the air traffic, and the integration and cooperation between the government sectors to use the
UAVs.
