เรื่อง แนวทางการจัดท าแนวเขตที่ดินด้วยการประมวลผลและ
แสดงผลแนวเขตที่ดินของรัฐเป็นข้อมูลสาธารณะ

ผู้วิจัยได้จัดท ำเอกสำรวิจัยส่วนบุคคล เรื่อง แนวทำงกำรจัดท ำแนวเขตที่ดินด้วยกำร
ประมวลผลและแสดงผลแนวเขตที่ดินของรัฐ เป็นข้อมูลสำธำรณะ ในครั้งนี้
๑. เพื่อวิเครำะห์สภำพปัญหำและแนวทำงในกำรจัดท ำแนวเขตที่ดิน เพื่อให้เกิดควำม
ชัดเจนในกำรก ำหนดแผนที่แนวเขตที่ดินของรัฐ
๒. เพื่อเสนอวิธีกำรประมวลผลและกำรแสดงผลของแผนที่แนวเขตที่ดินของรัฐ
เพื่อน ำเสนอให้ผู้เกี่ยวข้องเป็นข้อมูลในกำรก ำหนดแนวเขตที่ดินที่ถูกต้องตรงตำมสภำพควำมจริง
กำรวิจัยนี้เป็นกำรวิจัยเชิงคุณภำพ โดยท ำกำรศึกษำแนวทำงในกำรแก้ไขปัญหำกำรทับ
ซ้อนแนวเขตที่ดินของรัฐ แนวทำงกำรปรับปรุงหรือก ำหนดแนวเขตที่ดิน โดยกำรแสดงผลแนวเขต
ที่ดินเป็นข้อมูลสำธำรณะ เพื่อให้ผู้เกี่ยวข้องมีส่วนร่วมในกำรก ำหนดแนวเขตที่ดินของรัฐที่ถูกต้อง
ตรงตำมสภำพควำมเป็นจริง
ผลของกำรวิจัยครั้งนี้พบว่ำ สภำพปัญหำกำรท ำจัดแนวเขตที่ดินของทุกหน่วยงำนที่
เกี่ยวข้อง ต้องมีกำรจัดท ำฐำนข้อมูลของแผนที่แนวเขตที่ดินที่มีควำมถูกต้อง ภำยใต้มำตรฐำนเดียวกัน
โดยยึดถือและอ้ำงอิงจำกข้อมูล เอกสำรหลักฐำนต่ำง ๆ ภำพถ่ำยทำงอำกำศ ย้อนหลังน ำมำเป็นข้อมูล
ในกำรส ำรวจเพื่อจัดท ำเป็นแผนที่ดิจิตอล มำตรำหน่วย ๑ : ๔๐๐๐ โดยหน่วยงำนของรัฐที่ถือครอง
พื้นที่ เพื่อน ำข้อมูลแผนที่แนวเขตที่ดินระบบดิจิตอลของทุกหน่วยงำนที่เกี่ยวข้อง มำน ำเสนอเป็น
ข้อมูลสำธำรณะ เพื่อให้ผู้เกี่ยวข้อง ผู้มีส่วนได้เสีย ประชำชน เกิดกำรรับรู้ เพื่อน ำมำสู่กำรพิสูจน์สิทธิ์ที่
ถูกต้องต่อไป และกำรป้องปรำมและป้องกันกำรบุกรุกที่ดินของรัฐแบบมีเจตนำและแบบไม่มีเจตนำ
รวมทั้งกำรก ำหนดหลักเกณฑ์กำรบริหำรจัดกำรกำรใช้ประโยชน์ที่ดินร่วมกัน น ำไปสู่ขั้นตอนกำร
บริหำรจัดกำรที่ดินของรัฐ โดยปรับแนวเขตที่ดินให้ตรงตำมสภำพควำมเป็นจริง

ABSTRACT
Title Guidelines for the formation of land boundaries by processing and
displaying land boundaries of the government is public information.

Researchers have making research projects, the title is “Guidelines for the
formation of land boundaries by processing and displaying land boundaries of the
government is public information.”
1. To analyze the problem and solution guidelines for the preparation of
the land to be clear in the target of the land of the state.
2. To be presented to the processing and displaying land boundaries of
the map of the government to offer to the information in order to determine the
land on the situation.
This research is the qualitative. The study in solving the problems of
conflict of the land of the government, improving and the land. Also, the land is a
public information to be involved in the making of the state with reality.
The results of the research found that the management held the land of
all agencies related to the database of the map of the land that is accurate under
the same standard criteria by the evidence, aerial photos of the collection of Survey
maps, digital section unit : 1 : 4000. The survey of the land of government agencies,
held in the area to a map of the digital safety systems of all relevant agencies to
provide public information to the relevant stakeholders, public awareness in order to
prove to the right for use in the raid, and prevent intrusion of government, intentions
and has no intention, as well as the use of land, jointly to the management of land
with the Government's adjustment of the land to meet the actual situation.
