เรื่อง การปฏิบัติงานเชิงรุกเพื่อการป้องกันอาชญากรรม ต ารวจภูธรภาค 7

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและหาแนวทางในการปฏิบัติงานเชิงรุกเพื่อการ
ป้องกันอาชญากรรมของต ารวจภูธรภาค 7 ตลอดจนน าเสนอนโยบายและข้อเสนอแนะในการ
ปฏิบัติงานเชิงรุกเพื่อการป้องกันอาชญากรรมของต ารวจภูธรภาค 7 ซึ่งเป็นการวิจัยเชิงคุณภาพ
ที่ศึกษาเฉพาะการปฏิบัติงานเชิงรุกเพื่อการป้องกันอาชญากรรมในพื้นที่ต ารวจภูธรภาค 7 เท่านั้น
โดยใช้วิธีการศึกษาเชิงเอกสาร การสัมภาษณ์เชิงลึก และการจัดเสวนากลุ่มย่อย กลุ่มตัวอย่างที่ใช้
ในการวิจัย ได้แก่ ตัวแทนผู้บริหารของต ารวจภูธรจังหวัดและสถานีต ารวจในสังกัดต ารวจภูธรภาค 7
ตัวแทนเจ้าหน้าที่ต ารวจผู้ปฏิบัติงานชุมชนสัมพันธ์และตัวแทนภาคประชาชนในพื้นที่ต ารวจภูธร
ภาค 7 วิเคราะห์ข้อมูลโดยการวิเคราะห์เอกสาร วิเคราะห์บทสัมภาษณ์และวิเคราะห์บทสนทนากลุ่มย่อย
ผลการวิจัยพบว่าดการปฏิบัติงานเชิงรุกเพื่อการป้องกันอาชญากรรมของต ารวจภูธรภาค 7ในภารกิจหลัก
4 ด้าน ได้แก่ ด้านการสื่อสาร ท าโดยการใช้ต ารวจชุมชนสัมพันธ์เป็นหลักในการสื่อสาร และรับข่าวสาร
เชิงลึกจากประชาชนเกี่ยวกับปัญหาอาชญากรรมในพื้นที่ รวมถึงด าเนินโครงการป้องกัน
อาชญากรรมต่างๆในชุมชน ด้านงานสายตรวจ ท าโดยการจัดสายตรวจให้กระจายอยู่ในทุกพื้นที่
เพื่อการปรากฏกายอย่างต่อเนื่อง.โดยมีการวิเคราะห์อาชญากรรมทั้งพื้นที่และช่วงเวลาที่เกิดเหตุ
แล้วน ามาก าหนดแผนการออกตรวจและปรับแผนการตรวจใหม่อยู่เสมอ ด้านการรักษาความ
ปลอดภัย ท าโดยการใช้มาตรการตรวจท้องที่ควบคู่ไปกับมาตรการอื่นๆในหลากหลายมิติfเช่น
ตั้งจุดตรวจ จุดสกัด การเฝ้าระวังด้วยระบบกล้องวงจรปิด เป็นต้น โดยมีการก าหนดมาตรการและ
วางแผนการปฏิบัติให้เจ้าหน้าที่ต ารวจทุกฝ่ายรวมถึงภาคส่วนต่างๆ เข้ามามีส่วนร่วมบูรณาการ
ไปพร้อมๆกัน ด้านการเผชิญเหตุท าโดยการจัดท าแผนเผชิญเหตุไว้พร้อมใช้ในทุกสถานการณ์
มีการซักซ้อมแผนทุกๆเดือน และน าแผนมาปรับปรุงแก้ไขให้ทันต่อเหตุการณ์ในปัจจุบันอยู่เสมอ
ส าหรับแนวทางการปฏิบัติงานเชิงรุกเพื่อป้องกันอาชญากรรมของต ารวจภูธรภาค 7 ได้แก่ การสร้าง
ความร่วมมือกับประชาชนและชุมชนในการป้องกันอาชญากรรม โดยการเข้าไปในชุมชนเพื่อสร้าง
ความใกล้ชิดและเป็นมิตรกับประชาชนให้มากที่สุด การเพิ่มประสิทธิภาพการท างานทั้งด้านก าลังพล
เครื่องมือที่ทันสมัย งบประมาณ และวิธีการการท างานใหม่ๆ และมีการปฏิบัติการข่าวสารในเชิงรุก
เพื่อใช้ประโยชน์ข้อมูลข่าวสารจากกลุ่มอาชญากรหรือคนในชุมชนให้มากที่สุด อีกทั้งมีการส ารวจ
และวิเคราะห์อาชญากรรมในพื้นที่แล้วน าข้อมูลมาก าหนด วางแผน และด าเนินโครงการ กิจกรรม
หรือมาตรการต่างๆ เพื่อปิดช่องว่างการก่ออาชญากรรมทั้ง 3 ด้าน ตามทฤษฎีสามเหลี่ยม
อาชญากรรมfอย่างเป็นรูปธรรม ตลอดจนน าเทคโนโลยีสมัยใหม่มาประยุกต์ใช้เพื่อให้เกิดความ
รวดเร็วและมีประสิทธิภาพในการท างาน โดยเฉพาะการใช้งานแอพพลิเคชั่นในสมาร์ทโฟน

ABSTRACT

This research aims to study and find out guideline throughout the present policies
and recommendations for proactive work behavior for crime prevention by the 7th Provincial
Police. This is a qualitative research for study of proactive prevention of crime in Provincial Police
Area 7 only by using the documentary study method, in-depth interview and the sub-group
discussion. The samples used in the study are the representatives of the administrators of the
provincial police and the police stations in the 7th provincial police, the representatives of
community relation police officers and people's representatives in the regional police area. The
results of the research show that there are four main tasks for the proactive work behavior for
crime prevention of the 7th the provincial police which are 1) communication which is done by
using community police as a primary, by means of communication and get insights from people
about crime in the area including crime prevention in the community. 2) The patrol which is done
by arranging the line to spread in all areas for continuous appearance with the analysis of both the
area and the time of the incident. The plan also needs to revise afterwards. 3) Security which is
done by taking local measures alongside other measures in various dimensions such as set-point,
check-points, extraction-points and CCTV surveillance etc. These have to establish the measures
and plans for all police officers and sectors to get involved in the integration at the same time.
4) Response made by making a response plan available in all situations and rehearsal every month.
Also, the plan needs to be updated to keep up with current events. The guidelines for proactive
work behavior for crime prevention of the 7th Provincial Police include creating partnerships with
the public and communities in crime prevention by entering into the community to create closely
and friendly to the people as possible, optimizing performance for tools, budgets, new ways of
working and having proactive action for news to use the information from criminals or people in
the community as much as possible. In order to close the crime gap according the crime triangle
theory, there are also surveys and analyzes the information for planning and implementation of
activities or measures of crime in such an area. Modern technology, especially the application on
the smartphone, is also applied to make it faster and more efficient for proactive action.
