งานวิจัยเรื่อง “การพัฒนาบทบาทของหน่วยทหารช่างของกองทัพบกในการสนับสนุน
การพัฒนาประเทศและช่วยเหลือประชาชน” มีวัตถุประสงค์เพื่อศึกษาบทบาทของหน่วยทหารช่าง
ของกองทัพบกในการพัฒนาประเทศและช่วยเหลือประชาชน โดยศึกษาปัจจัยที่มีผลต่อบทบาทของ
หน่วยทหารช่างในการปฏิบัติภารกิจ ตลอดจนความพึงพอใจของประชาชนที่มีต่อการปฏิบัติภารกิจ
ของหน่วยทหารช่าง และเสนอแนะการพัฒนาบทบาทและการปฏิบัติภารกิจของหน่วยทหารช่าง
ของกองทัพบกให้มีความเหมาะสมและมีประสิทธิภาพมากยิ่งขึ้น ซึ่งงานวิจัยนี้ได้ศึกษาบทบาท
หน้าที่ ภารกิจ และหลักนิยมของทหารช่าง โดยค้นคว้าข้อมูลจากเอกสารส าคัญ ต ารา และงานวิจัย
ที่เกี่ยวข้อง รวมถึงได้ท าการวิเคราะห์ความพึงพอใจของประชาชนที่มีต่อหน่วยทหารช่างของ
กองทัพบกโดยใช้การท าแบบสอบถามและการสัมภาษณ์ประชาชนในพื้นที่ที่หน่วยทหารช่างเข้า
ไปปฏิบัติภารกิจ
ผลการวิเคราะห์พบว่า หน่วยทหารช่างสามารถปฏิบัติภารกิจได้ทั้งภารกิจช่วยเหลือ
ประชาชน และการพัฒนาประเทศอย่างมีประสิทธิภาพ และมีเอกภาพในการท างาน เพราะ
มีบุคลากร และเครื่องมือที่มีลักษณะเฉพาะทั้งในด้านการพัฒนาประเทศ และการช่วยเหลือ
ประชาชน ซึ่งแต่ละภารกิจถือว่าประสบความส าเร็จตามที่ได้รับมอบหมายอย่างรวดเร็วและ
มีประสิทธิภาพ แต่ยังมีข้อจ ากัดบางประการในด้านกฎหมาย การประชาสัมพันธ์ และ
การประสานงานที่ท าให้การปฏิบัติภารกิจหรือเหตุการณ์ต่างๆ เกิดปัญหาอุปสรรคบางประการ
ส่งผลต่อประสิทธิภาพการท างาน และการตอบสนองต่อเหตุการณ์ได้อย่างทันท่วงที
ในภาพรวมแล้ว ประชาชนส่วนใหญ่มีความพึงพอใจอย่างมากต่อการปฏิบัติภารกิจ
ของหน่วยทหารช่างของกองทัพบก มีความเชื่อมั่นในขีดความสามารถและความมีระเบียบวินัยของทหาร
ทั้งนี้จ าเป็นต้องน างานด้านกิจการพลเรือน โดยเฉพาะการประชาสัมพันธ์ให้ประชาชนได้รับรู้ถึง
บทบาท หน้าที่ และภารกิจของทหาร รวมทั้งความรู้ในด้านต่างๆ เพื่อให้ประชาชนได้รับรู้ข้อมูล
และมีส่วนร่วมในการพัฒนาท้องถิ่นของตนเอง ก่อให้เกิดการพัฒนาอย่างยั่งยืน ร่วมกันในทุกภาคส่วน
เกิดเป็นพลังประชารัฐต่อไป

Title Role Development of the Royal Thai Army Engineer Unit in Supporting
Country Development and Civilian Assistance

The purpose of this research, “Role Development of the Royal Thai Army Engineer
Unit in Supporting Country Development and Civilian Assistance,” was to study the role of the
engineer unit of the Royal Thai Army in country development and civilian assistance by studying
factors affecting the role of the engineer unit in the mission as well as people’s satisfaction with
the engineer unit including suggestions of role development and operation of the engineer unit to
be more suitable and efficient. This research studied role, duty, mission, and doctrine of the
engineer unit by searching information from documents, texts, and related researches including
analysis of contentment with the engineer unit using survey form and interviewing people in the
mission area.
The result of the analysis indicated that the engineer unit can effectively conduct
mission of both country development and civilian assistance with unity because of having skilled
and experienced personnel and unique equipment for both country development and civilian
assistance. Therefore, the engineer unit can accomplish the mission rapidly and efficiently.
However, there are some limitations in the field of legislation, public relations, and coordination,
which causes some difficulties and affects competence of the mission as well as instant response
to situation.
Generally, the majority of the people are highly satisfied with the engineer unit of
the Royal Thai Army and people are confident in the capability and discipline of the military.
However, civil operations, especially publicizing role, duty, mission of the military as well as
other necessary knowledge, need to be conducted in order that people are able to acknowledge
information and participate in developing their own community, consequently, sustainable
development is built with cooperation from all government sectors and becomes civil state power
in the future.
