เรื่อง ความคุ้มค่าในการใช้งบประมาณเพื่อการพัฒนาอากาศยานไร้คนขับเพื่อความมั่นคง
และการพัฒนาประเทศ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1. เปรียบเทียบผลสัมฤทธิ์และความคุ้มค่าของ
งบประมาณระหว่างการด าเนินการวิจัยและพัฒนา กับการจัดหาจากต่างประเทศ 2. วิเคราะห์
ผลสัมฤทธิ์และความคุ้มค่าของงบประมาณในการพัฒนาอากาศยานไร้คนขับเพื่อความมั่นคงและการ
พัฒนาประเทศ ของหน่วยงานทางการทหารของไทย 3. เสนอแนะแนวทางความคุ้มค่าการพัฒนา
อากาศยานไร้คนขับเพื่อความมั่นคงและการพัฒนาประเทศ ของหน่วยงานทางการทหารของไทย
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ด้วยวิธีการรวบรวมข้อมูลเอกสาร แนวคิด ทฤษฎีที่เกี่ยวข้อง
และผู้ท าวิจัยได้จัดท าแบบสอบถามเรื่อง ความคุ้มค่าในการใช้งบประมาณเพื่อการพัฒนาอากาศยาน
ไร้คนขับเพื่อความมั่นคงและการพัฒนาประเทศ เพื่อให้ผู้ปฏิบัติงานในหน่วยงานกระทรวงกลาโหม
แสดงความคิดเห็น ในประเด็นที่เกี่ยวข้อง จ านวน 20 คน ผลการวิจัยพบว่า 1. ในช่วงปีงบประมาณ
พ.ศ. 2556 – 2561 กระทรวงกลาโหม มีการใช้งบประมาณเพื่อการวิจัยอากาศยานไร้คนขับ จ านวน
701.8 ล้านบาท และงบประมาณเพื่อการจัดหาอากาศยานไร้คนขับ จ านวน 1,537.7 ล้านบาท
คิดเป็นสัดส่วนประมาณ 1 ใน 3 ของงบประมาณที่ได้รับในการด าเนินการเรื่องอากาศยานไร้นักบิน
โดยหากเป็นอากาศยานไร้นักบินประเภทเดียวกัน ผู้ปฏิบัติมีความเห็นว่าสมรรถนะในการปฏิบัติ
ภารกิจไม่แตกต่างกัน 2. ปัจจัยที่ส่งผลต่อผลสัมฤทธิ์และความคุ้มค่าของงบประมาณในการพัฒนา
อากาศยานไร้คนขับเพื่อความมั่นคงและการพัฒนาประเทศ ของหน่วยงานทางการทหารของไทย
เกิดจากความต้องการในภารกิจที่มีความซับซ้อนและใช้เทคโนโลยีในระดับสูง ซึ่งในปัจจุบันยังต้อง
ด าเนินการจัดหาจากต่างประเทศ เนื่องจากข้อจ ากัดทางด้านเทคโนโลยี และการด าเนินการภายใน
ประเทศนั้น ยังอยู่ในขั้นตอนของการวิจัยและพัฒนา 3. ควรสนับสนุนให้มีการวางแผนและคิดพัฒนา
เทคโนโลยีที่รองรับความต้องการในอนาคต เพื่อการพัฒนาอากาศยานไร้คนขับเพื่อความมั่นคง
และการพัฒนาประเทศ ของหน่วยงานทางการทหารของไทยประเทศไทย
