การวิจัยเรื่อง บทบาทของกองทัพในการขับเคลื่อนยุทธศาสตร์ชาติ ๒๐ ปี มีวัตถุประสงค์ของการ
วิจัย เพื่อศึกษาบทบาทของกองทัพในอดีต และบทบาทของกองทัพในการขับเคลื่อนยุทธศาสตร์ชาติ ๒๐ ปี
(๒๕๖๑-๒๕๘๐) ศึกษาปัจจัยแห่งความส าเร็จของกองทัพ (Key Success Factors) ในการขับเคลื่อนยุทธศาสตร์
ชาติ ๒๐ ปี และสังเคราะห์ตัวแบบ (Model) การขับเคลื่อนยุทธศาสตร์ชาติ ๒๐ ปี การวิจัยเป็นการวิจัยเชิง
คุณภาพ (Qualitative Research) และการวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา (Content Analysis)
ผลการวิจัยพบว่า บทบาทของกองทัพในอดีตก่อนประเทศไทยมียุทธศาสตร์ชาติ ๒๐ ปีกองทัพมี
บทบาทเกี่ยวข้องกับการเมืองการปกครองมาโดยตลอด เป็นบทบาททางการเมืองของกองทัพด้วยการ
“รัฐประหาร” ท าให้เกิดการเปลี่ยนแปลงทางการเมือง และแก้ปัญหาบ้านเมืองให้เดินหน้าต่อไปได้ ส าหรับ
บทบาทของกองทัพด้วยการ “รัฐประหาร” ในวันที่ ๒๒ พฤษภาคม พ.ศ.๒๕๕๗ มีความแตกต่างจากในอดีตที่
ผ่านมา คือ นอกจากการเข้าไปแก้ไขปัญหาภาวะวิกฤตทางการเมืองแล้ว กองทัพยังมีบทบาทส าคัญในการ
ผลักดันให้มีการพัฒนาประเทศอย่างยั่งยืนด้วยยุทธศาสตร์ชาติ ๒๐ ปี นั่นคือ “จุดเปลี่ยนประเทศไทย” ที่จะได้
มีการปฏิรูปประเทศโดยทุกภาคส่วนของประเทศ และกองทัพมีบทบาทส าคัญในการขับเคลื่อนยุทธศาสตร์ชาติ
๒๐ ปีไปสู่การปฏิบัติ (Strategic Execution) โดยจัดท าร่างแผนยุทธศาสตร์ ๒๐ ปีของกองทัพรองรับแผน
ยุทธศาสตร์ระดับชาติอย่างเป็นระบบ ซึ่งมีความสอดคล้องและเป็นไปในแนวทางเดียวกัน นอกจากนี้ กองทัพ
ยังมีการจัดท าเป็นแผนแม่บทการพัฒนากองทัพด้านต่างๆ เพื่อใช้เป็นกรอบทิศทางในการจัดท าแผนปฏิบัติ
ราชการ ๔ ปี แผนปฏิบัติราชการประจ าปี และการจัดท างบประมาณรายจ่ายประจ าปีต่อไป ส าหรับปัจจัยแห่ง
ความส าเร็จของกองทัพ (Key Success Factors) ในการขับเคลื่อนยุทธศาสตร์ชาติ ๒๐ ปี ไปสู่การปฏิบัติ
ได้แก่ การจัดท าแผนยุทธศาสตร์ ๒๐ ปี ของกองทัพรองรับที่ชัดเจนและเข้าใจง่าย การสร้างความรู้ความเข้าใจ
ถึงยุทธศาสตร์ชาติ ๒๐ ปีและยุทธศาสตร์ทุกระดับให้ก าลังพล การแปลงยุทธศาสตร์เป็นแผนงาน/โครงการที่
สามารถปฏิบัติงานให้เกิดผลอย่างเป็นรูปธรรม และการวางระบบการติดตาม การตรวจสอบ และการประเมินผล
การขับเคลื่อนยุทธศาสตร์ของกองทัพอย่างเป็นกระบวนการ การวิจัยในครั้งนี้พบข้อสังเคราะห์ที่ส าคัญ ได้แก่
กองทัพมีบทบาทส าคัญในการผลักดันให้มีการพัฒนาประเทศอย่างยั่งยืน ด้วยการจัดท ายุทธศาสตร์ชาติ๒๐ ปี การ
ปฏิรูปประเทศ และการพัฒนาประเทศไปสู่ไทยแลนด์ ๔.๐ (Thailand 4.0)
ข้อเสนอแนะ กองทัพควรปรับรูปแบบ องค์ประกอบ และสาระส าคัญของร่างแผนยุทธศาสตร์ของ
กองทัพให้เป็นไปในแนวทางเดียวกัน ควรสร้างความรู้ความเข้าใจถึงยุทธศาสตร์ชาติ ๒๐ ปี และยุทธศาสตร์ทุก
ระดับให้กับก าลังพล ควรก าหนดแนวทางการแปลงยุทธศาสตร์เป็นแผนงาน/โครงการที่สามารถปฏิบัติงานให้
เกิดผลอย่างเป็นรูปธรรม และควรวางระบบการติดตาม การตรวจสอบ และการประเมินผลการขับเคลื่อน
ยุทธศาสตร์ของกองทัพให้สอดคล้องกับระบบ EMENSCR ของรัฐบาล

Title: The Role of the Royal Thai Armed Forcesin executingthe 20-Year National Strategy

The research aims to study the Royal Thai Armed Forces’ role in history and in executing the
20-Year National Strategy, as well as to study the RTARF’s key success factors in executing the 20-
Year National Strategy (2018-2038) and to synthesis the model for executing the 20-Year National
Strategy. The research is a qualitative research where data are analyzed by content analysis.
The research reveals that prior to the 20-Year National Strategy, the Royal Thai Armed
Forces has had political roles in Thailand’s history by staging ‘coups d’états’ causing changes in
Thailand’s politics and solving ongoing problems. However, the RTARF’s role in the coup d’état on
22 May 2014 was different from the previous ones as the RTARF not only tackled the political crisis,
but also instigated sustainable development of the country with the 20-Year National Strategy. That
was a ‘Turning Point of Thailand’ to commence the national reform with all sectors of the country.
The RTARF has played a significant role in propelling the 20-Year National Strategy to strategic
execution by drafting its 20-Year Strategy in comply with the 20-Year National Strategy. In addition,
the RTARF has set master plans as the guidelines for setting the 4-year operating plans, annual
operating plans, and annual expense budget. The RTARF’s key success factors in propelling the 20-
Year National Strategy into strategic execution include setting clear and comprehensible RTARF’s 20-
Year Strategy, providing personnel with good understanding of the 20-Year National Strategy and
every level of the Strategy, changing the Strategy into practical procedures/projects, planning the
systems of follow up, checking and evaluating the acceleration of the RTARF Strategy. The research’s
synthesis suggests that the RTARF has an important role in the country’s sustainable development by
instigating the National Strategy, reforming the country, and advancing the country toward Thailand
4.0.
Recommendations: The RTARF should accordingly adjust patterns, components and
main points of the RTARF’s Strategy. The RTARF should also provide its personnel with good
understanding of the 20-Year National Strategy and every level of the Strategy, set guidelines on
changing the Strategy to plans/projects in a concrete manner and set the systems of follow up,
check and evaluate launching the RTARF Strategy to be in line with the EMENSCR of the government.
