เรื่อง การขับเคลื่อนแผนพัฒนาก าลังผลิตไฟฟ้าของประเทศไทยกับการมีส่วน
ร่วมของประชาชน

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสถานภาพความมั่นคงทางพลังงานไฟฟ้าของประเทศ
สภาพปัญหาการขับเคลื่อนแผนพัฒนาก าลังผลิตไฟฟ้าที่มีผลกระทบกับประชาชน เพื่อหาแนวทางการ
ขับเคลื่อนแผนพัฒนาก าลังผลิตไฟฟ้าของประเทศไทยโดยการมีส่วนร่วมของประชาชน ซึ่งการวิจัยนี้
เป็นการวิจัยเชิงคุณภาพ ท าการศึกษาและประเมินสถานการณ์ปัจจุบันในการด าเนินการของ
แผนพัฒนาก าลังผลิตไฟฟ้าของประเทศไทยเฉพาะกรณีโรงไฟฟ้าถ่านหินและนิวเคลียร์ ในพื้นที่ 3
จังหวัด คือ ประจวบคีรีขันธ์ นครศรีธรรมราช และสงขลา จากข้อมูลสถานการณ์การใช้พลังงาน
ภายในประเทศ นโยบายและยุทธศาสตร์พลังงานไฟฟ้า แผนพัฒนาก าลังผลิตไฟฟ้าของประเทศไทย
การทบทวนวรรณกรรม การรวบรวมข้อมูลทุติยภูมิ และการประมวลองค์ความรู้ของผู้วิจัยเพื่อท าการ
วิเคราะห์และน าเสนอแนวทางการขับเคลื่อนแผนพัฒนาก าลังผลิตไฟฟ้าของประเทศไทย จาก
การศึกษาพบว่า ประเทศไทยไม่มีความมั่นคงทางพลังงานไฟฟ้าเนื่องจากการพึ่งพาเชื้อเพลิงก๊าซ
ธรรมชาติในกระบวนการผลิตกระแสไฟฟ้ามากเกินไป จ าเป็นต้องเสริมสร้างความมั่นคงทางพลังงาน
ไฟฟ้าของประเทศโดยการกระจายชนิดของเชื้อเพลิงที่ใช้ในการผลิตไฟฟ้า ซึ่งโรงไฟฟ้าถ่านหินสะอาด
มีความส าคัญในแง่ยุทธศาสตร์ความมั่นคงของระบบผลิตกระแสไฟฟ้า เนื่องจากถ่านหินมีปริมาณ
ส ารองอยู่ในระดับสูง ราคามีเสถียรภาพ มีต้นทุนในการผลิตไฟฟ้าต่ ากว่าเชื้อเพลิงฟอสซิลชนิดอื่น ๆ
ส่วนปัจจัยที่เป็นปัญหาหรืออุปสรรคที่กระทบต่อการขับเคลื่อนแผนพัฒนาก าลังผลิตไฟฟ้า คือ ปัญหา
ด้านการเปลี่ยนแปลงวิถีชีวิตประชาชนในพื้นที่, วิถีชุมชน ปัญหาด้านสิทธิชุมชน (สิทธิในการก าหนด
อนาคตและเจตจ านงของตนเอง สิทธิในการพัฒนา สิทธิในมาตรฐานการครองชีพ สิทธิชุมชนในการ
รับรู้ข้อมูลข่าวสาร สิทธิชุมชนในการใช้ประโยชน์จากทรัพยากรธรรมชาติและสิทธิชุมชนในการมีส่วน
ร่วมแสดงความคิดเห็น) ปัญหาด้านผลกระทบต่อสุขภาพของประชาชน ปัญหาด้านผลกระทบต่อ
สิ่งแวดล้อม และปัญหาการมีส่วนร่วมของประชาชน อันเป็นเงื่อนไขส าคัญที่ส่งผลกระทบต่ออนาคต
ของการพัฒนาโครงการด้านความมั่นคงทางพลังงาน ซึ่งปัจจุบันยังไม่ได้รับการยอมรับจากภาค
ประชาชน แนวทางการขับเคลื่อนแผนพัฒนาก าลังผลิตไฟฟ้าของประเทศไทยโดยการมีส่วนร่วมของ
ประชาชน สามารถด าเนินการโดยการจัดท าขั้นตอนกระบวนการในการจัดท าแผนพัฒนาโครงการ
ด้านความมั่นคงทางพลังงานที่ชัดเจน และประกาศให้ทุกภาคส่วนทราบก่อนเริ่มกระบวนการ / การ
ระบุกลุ่มผู้มีส่วนได้ส่วนเสียที่ชัดเจนในการรับฟังความคิดเห็น / การแต่งตั้งตัวแทนภาคประชาชนใน
คณะท างานเข้าร่วมอยู่ในกระบวนการจัดท าแผนพัฒนาโครงการด้านความมั่นคงทางพลังงาน / การ
เพิ่มช่องทางการสื่อสารกับประชาชน และการจัดท าข้อตกลงด้านสิทธิประโยชน์

Title Operating the power generation development plan of
Thailand with public participation

This research aims to study the state of electric power security of the country
and the problem of propelling the power development plan affecting the people, in order
to find out the way to operate the power development plan of Thailand with public
participation. This is a qualitative research. Study and evaluate the current situation in the
implementation of the power development plan of Thailand in the case of coal and
nuclear power in 3 provinces: Prachuap Khiri Khan, Nakhon Si Thammarat and Songkhla.
According to domestic energy situation data, Energy policy and strategy Power
Development Plan of Thailand, Literary review, Secondary data gathering, and the
knowledge processing the researcher analyze and present the guidelines for the
development of electricity security projects in Thailand. According to studies, it has been
found that Thailand lacks electricity security due to its dependence on natural gas fuels in
the process of producing electricity. It is necessary to strengthen the country's electricity
security by diversifying the types of fuel used to produce electricity. Coal is important in
terms of strategic security of power generation because of the high reserve level. The price
is stable and the cost of electricity is lower than other types of fossil fuels. Factors that
affect and interfere with the propulsion of the power development plan are the problems
in changing the way people live in the area, community way, community rights issue. (The
right to determine the future and their will, Development rights, Right to standard of living,
Community rights to information, Community rights to utilize natural resources and
Community participation in commenting) the impact of public health and environmental
problems including public participation that is the most important condition that affects
the future of the development of electricity security project which is currently not
recognized by the public sector. The guideline for the electricity generation capacity
development of Thailand with public participation can be implemented by the process of
developing an obvious development plan for energy security and clarify all sectors before
the process begins / Identification of clear stakeholder groups in public hearings /
Nomination public sector representative to participate in the development of energy
security projects / Increase communication with the public and Preparation of benefits
agreements.
