“ผู้สูงอายุ” ถือเป็นกลุ่มประชากรที่รัฐบาลให้ความส าคัญกับการดูแลและพัฒนา
คุณภาพชีวิต โดยนโยบายของคณะรัฐมนตรีที่แถลงต่อสภานิติบัญญัติแห่งชาติ 11 ข้อ เมื่อวันที่ 12
กันยายน 2557 นโยบายข้อ 3. การลดความเหลื่อมล้ าของสังคม และการสร้างโอกาสการเข้าถึง
บริการของรัฐ ได้ระบุถึงการเตรียมความพร้อมเข้าสู่สังคมสูงวัย
คาดการณ์ว่าในปี พ.ศ.2564 ประเทศไทยจะกลายเป็น “สังคมสูงวัยโดยสมบูรณ์”
(Completed Aged Society) คือ มีประชากรที่เป็นผู้สูงอายุมากกว่าร้อยละ 20 ของจ านวนประชากร
ทั้งหมด การก้าวเข้าสู่สังคมสูงวัย ส่งผลให้เกิดปัญหาหลายๆ ด้าน อาทิ ทรัพยากรแรงงานการผลิต
ลดลง งบค่าใช้จ่ายด้านสาธารณสุขที่เพิ่มมากขึ้น ปัญหาคุณภาพชีวิตผู้สูงอายุอันเกิดจากรายได้เลี้ยง
ชีพหลังเกษียณไม่เพียงพอ ฯลฯ เป็นต้น
ส าหรับจังหวัดนครนายกก าลังจะก้าวเข้าสู่สังคมสูงวัยโดยสมบูรณ์ (Completed Aged
Society) ผู้วิจัยจึงเห็นความจ าเป็นที่จะต้องมีการก าหนดนโยบายและมาตรการด้านสวัสดิการสังคม
เพื่อรองรับการเข้าสู่สังคมสูงวัยของจังหวัดให้มีประสิทธิภาพและครอบคลุมทั่วถึงผู้สูงอายุ
ทุกกลุ่มเป้าหมาย เพื่อให้ผู้สูงอายุได้รับการดูแล ช่วยเหลือและพัฒนาคุณภาพชีวิตที่ดี มีศักดิ์ศรี
และความมั่นคงของชีวิต ตอบสนองกับปัญหาและความต้องการของผู้สูงอายุในจังหวัดนครนายก
เพื่อเป็นแนวทางในการจัดรูปแบบสวัสดิการสังคมของผู้สูงอายุในประเทศไทยตลอดจนรองรับ
การก้าวเข้าสู่สังคมสูงวัย

“Seniors” are the group of population that The Royal Thai Government has put
special attention in looking after and improving their quality of life. The preparation for an aging
Thai society has been laid out in the Policy No. 3 - Reducing Social Inequality and Creating
Opportunities to Access Public Services - of the Cabinet’s 11 - point Policy Statement addressed
to the National Legislative Assembly on 12 September 2014.
Thailand is expected to reach the “Completed Aged Society”, namely 20 or more
per cent of the entire population are seniors, by 2021. An aging society brings with it many
challenges, such as decrease in national workforce, increase in public health spending and limited
quality of life as a result of inadequate earnings after retirement, among others.
Likewise, it is forecasted that the province of Nakhon Nayok would join the
aforesaid trend. The researcher recognizes the importance of developing proper social welfare
policies and measures to ensure efficiency and quality of service for all seniors so they could be
taken care of, assisted and could live a good, dignified and secured life. This research is intended
to fulfil the need and respond to the challenges facing the seniors living in the province with the
aim to be a case study for Thailand’s management of social welfare ina new aging society.
