ความมั่นคง จากการด าเนินงานของเครือข่ายเฝ้าระวังวิทยุเครื่องแดง

แนวทางพัฒนาประสิทธิภาพของเครือข่ายภาคประชาชนในการดูแลความมั่นคงจาก
การด าเนินงานของเครือข่ายเฝ้าระวังวิทยุเครื่องแดง อ าเภอหาดใหญ่ จังหวัดสงขลา มีวัตถุประสงค์
เพื่อศึกษาแนวทางการด าเนินงานและพฤติกรรมการมีส่วนร่วมและเพื่อศึกษาปัญหา/อุปสรรค
ที่ผ่านมา และข้อเสนอแนะแนวทางการด าเนินงานของเครือข่ายภาคประชาชนในพื้นที่อ าเภอ
หาดใหญ่ จังหวัดสงขลา ซึ่งเป็นงานวิจัยเชิงคุณภาพ โดยใช้ข้อมูลที่ได้จากการสัมภาษณ์
ผู้ที่เกี่ยวข้องในการด าเนินงานเครือข่ายเฝ้าระวังวิทยุเครื่องแดง และเอกสารวิชาการ แนวคิด ทฤษฎี
จากการการศึกษา พบว่า ตั้งแต่เริ่มมีการจัดตั้งโครงการเครือข่ายเฝ้าระวังวิทยุเครื่องแดง อ าเภอ
หาดใหญ่ จังหวัดสงขลา จากการศึกษายังพบว่า เหตุการณ์ความไม่สงบหรือเหตุร้ายต่างๆ ในพื้นที่
อ าเภอหาดใหญ่จังหวัดสงขลา ยังถูกตรวจสอบและระงับเหตุได้ทันอีกหลายครั้ง เพราะสมาชิก
เฝ้าระวังวิทยุเครื่องแดงได้รายงานว่า สังเกตพบวัตถุ บุคคล และยานพาหนะต้องสงสัย จึงแจ้งให้
เจ้าหน้าที่เข้าไปตรวจสอบ จนสามารถป้องกันไม่มีเหตุการณ์ความไม่สงบและเหตุการณ์อื่นๆ ที่จะ
ส่งผลต่อความปลอดภัยในชีวิตทรัพย์สินของประชาชนและนักท่องเที่ยวในพื้นที่อ าเภอหาดใหญ่
จังหวัดสงขลา อีกด้วยข้อเสนอแนะมีดังนี้1. ภาครัฐต้องเข้าไปมีส่วนร่วมกับภาคประชาชนในการ
ท ากิจกรรมต่างๆ ในพื้นที่อ าเภอหาดใหญ่ จังหวัดสงขลา เพื่อให้ประชาชนรู้สึกว่า ภาครัฐนั้น
เป็นส่วนหนึ่งของประชาชน และประชาชนเป็นส่วนหนึ่งของภาครัฐ จึงจะก่อให้เกิดการมีส่วนร่วม
ซึ่งกันและกันอย่างมีประสิทธิภาพ 2.แต่งตั้งแกนน าเครือข่ายวิทยุเครื่องแดง เช่น แกนน าสมาชิก
เครือข่ายวิทยุเครื่องแดงกลุ่มธุรกิจโรงแรม กลุ่มธุรกิจสถานบันเทิง กลุ่มห้างสรรพสินค้าหรือกลุ่ม
ที่ประกอบอาชีพขับรถรับจ้างสาธารณะอาจแบ่งตามพื้นที่ส่วนต่างๆ ของอ าเภอหาดใหญ่ จังหวัด
สงขลา เป็นต้น เพื่อเป็นการขยายเครือข่ายให้ครอบคลุมในพื้นที่มากยิ่งขึ้น 3.การขยายเครือข่าย
เฝ้าระวังวิทยุเครื่องแดงไปยังพื้นที่อ าเภอหรือจังหวัดอื่นๆ เพื่อให้ครอบคลุมพื้นที่ทุกส่วนและ
เป็นการส่งเสริมการมีส่วนร่วมกับภาครัฐให้กับประชาชนอีกด้วย

Title Guidelines for effectiveness development of people networks for
overseeing security via the 245 MHz CB radio (red CB radio) surveillance
networks in Hat Yai District, Songkhla Province

The objectives of this study on guidelines for effectiveness development of
people networks for overseeing security via the 245 MHz CB radio (red CB radio)
surveillance networks in Hat Yai District, Songkhla Province were to explore
operational guidelines, participation behaviors, problems or obstacles, and
recommendations from people networks in Hat Yai Distict, Songkhla Province. The
data for this qualitative research were collected through interviews with people involved
in the 245 MHz CB radio (red CB radio) surveillance networks, and from related
documents, concepts and theories. The study found that from the beginning of the 245
MHz CB radio (red CB radio) surveillance networks project in Hat Yai District,
Songkhla Province, many unrest situations and bad incidents were inspected and
prevented in time because members of the surveillance networks reported that they
noticed or found suspected objects, individuals, and vehicle. As a result, safety and
security in property of people and tourists in the area of Hat Yai District, Songkhla
Province could be maintained. Recommendations are asfollows. 1. The government
sectorshould participate in activities organized by the people sector in Hat Yai
District, Songkhla Province to make people feel that the government sector is part of
people and people are part of the government sector, and that will enhance the
effectiveness of participation. 2. Core leaders should be appointed for the 245 MHz
CB radio (red CB radio) surveillance networks such as core leaders of members who
are in the hotel business group, entertainment business group, department store group,
or public transportation group, etc. and they can also be further divided according to
the locational zones in Hat Yai District, Songkhla Province to expand the network to
cover more areas. 3. The 245 MHz CB radio (red CB radio) surveillance networks
should be expanded to other districts and provinces to cover all parts and to promote
participation of the government sector and the people sector.
