เรื่อง แนวทางการขับเคลื่อนยุทธศาสตร์การป้องกันและแก้ไขปัญหายาเสพติด
กองทัพอากาศ พ.ศ.๒๕๕๘-๒๕๖๒ ไปสู่แผนปฏิบัติการ

การวิจัยครั้งนี้ มุ่งเน้นการแก้ไขปัญหายาเสพติดในระดับยุทธศาสตร์ ซึ่งเป็นปัญหาความ
มั่นคงปลอดภัยของมนุษยชาติ (Human security) และเป็นตัวการส าคัญในการบ่อนท าลายก าลัง
ทรัพยากรบุคคลของชาติโดยมีวัตถุประสงค์เพื่อศึกษาการขับเคลื่อนยุทธศาสตร์การป้องกันและแก้ไข
ปัญหายาเสพติดกองทัพอากาศ พ.ศ.๒๕๕๘-๒๕๖๒ ไปสู่แผนปฏิบัติการ เพื่อศึกษาปัญหาและ
ข้อขัดข้องการขับเคลื่อนยุทธศาสตร์การป้องกันและแก้ไขปัญหายาเสพติดกองทัพอากาศ พ.ศ.๒๕๕๘-
๒๕๖๒ ไปสู่แผนปฏิบัติการ และเพื่อก าหนดแนวทางที่เหมาะสมในการขับเคลื่อนยุทธศาสตร์การ
ป้องกันและแก้ไขปัญหายาเสพติดกองทัพอากาศ พ.ศ.๒๕๕๘-๒๕๖๒ ไปสู่แผนปฏิบัติการ ระเบียบวิธี
วิจัยใช้วิธีวิจัยเชิงคุณภาพ ด้วยการใช้แบบสัมภาษณ์แบบกึ่งโครงสร้าง สัมภาษณ์ผู้เชี่ยวชาญระดับ
ยุทธศาสตร์และนโยบาย สัมภาษณ์ผู้บริหารระดับผู้น ายุทธศาสตร์ไปสู่การปฏิบัติ และวิเคราะห์ข้อมูล
เชิงพรรณนา ผลการวิจัยพบว่า การขับเคลื่อนยุทธศาสตร์กองทัพอากาศ พ.ศ.๒๕๕๘-๒๕๖๒
มีวัตถุประสงค์สอดคล้องกับแผนยุทธศาสตร์การป้องกัน และแก้ไขปัญหายาเสพติดของชาติ โดย
น าไปสู่แผนปฏิบัติการ ประกอบด้วย ๔ กิจกรรมหลัก ได้แก่ กิจกรรมป้องกันและประชาสัมพันธ์
กิจกรรมการปราบปรามและการข่าว กิจกรรมบ าบัดรักษาผู้ติดยาเสพติด และกิจกรรมประเมินผลและ
บริหารจัดการ กองทัพอากาศมุ่งเน้นกิจกรรมด้านการป้องกันยาเสพติดเพื่อให้ก าลังพลที่มี
ขีดความสามารถในการปฏิบัติงาน ด้วยการจัดกิจกรรมน าร่องด้านการป้องกันและประชาสัมพันธ์
พร้อมทั้งการจัดท าชุดความรู้การบริหารจัดการชุมชนในการแก้ไขปัญหายาเสพติด บูรณาการและ
สร้างเครือข่ายด้านการปราบปรามยาเสพติด จากผลการวิจัย ผู้วิจัยได้สร้างแนวทางการขับเคลื่อน
“ยุทธศาสตร์” ให้เป็นศูนย์กลางของระบบการบริหารจัดการและกระบวนการปฏิบัติงาน ๕ ประการ
ประกอบด้วย รวมพลังการเปลี่ยนแปลงจากผู้บริหารระดับสูง น ายุทธศาสตร์แปลงเป็นแผนงาน/
โครงการที่เป็นรูปธรรม สร้างความเชื่อมโยงและบูรณาการการปฏิบัติงานของฝ่ายต่าง ๆ ในองค์การ
ให้สอดรับกับยุทธศาสตร์ สร้างแรงจูงใจให้บุคลากรมีความรับผิดชอบในการด าเนินงานตามแผนงาน/
โครงการ และวางระบบการปฏิบัติงานตามยุทธศาสตร์ รวมทั้งเสริมด้วยแนวคิดการบริหารจัดการ
แบบยุคหลังสมัยใหม่ เน้นการมีส่วนร่วมในการด าเนินงานจากหน่วยผู้ปฏิบัติ ให้หน่วยผู้ปฏิบัติ
สามารถริเริ่มและก าหนดแนวทางการปฏิบัติเพิ่มเติมได้ และน าเสนอปัญหาข้อขัดข้อง เพื่อปรับ
รูปแบบการปฏิบัติให้สอดคล้องตามสถานการณ์ปัญหาของหน่วยให้กองทัพอากาศด าเนินการต่อไป

ABSTRACT
Title The guidance of mobilization of the strategic plan for preventing
and solving drugs problem, Royal Thai Air Force, 2015 - 2019 to
action plan

This research focuses on narcoticsproblem solving at the strategic level. This
problem effects human security and is an important factor in undermining human
resources. The objectives are to study the implementation of the strategic plan for
preventing and solving drug problem, Royal Thai Air Force, 2015-2019, to study the
problems and obstacles of the strategic plan for preventing and solving drug problem,
Royal Thai Air Force, 2015-2019 and to set appropriate guidelines for the implementation
of the strategic plan for preventing and solving drug problem, Royal Thai Air Force,
2015-2019. This leads to an action plan which consists of four main activities: 1) drug
preventing and public relationsactivities, 2) narcotics suppression and intelligence
activities, 3) drug treatment activities for addicted persons and 4) assessment and
management activities. The Royal Thai Air Force is focused on drug prevention
activities for its capable personnel. With the prevention and publicity pilot activities,
in addition, knowledge management, community management in drug problem
solving, integration and networking of narcotics suppression must be implemented.
Moreover, the Royal Thai Air Force's therapeutic knowledge management and
therapeutic And the rehabilitation of drug addicts are considered.
As the results of the research, researcher has developed a strategy-driven
approach to the center of management and purposes 5 operational processes as following
1) Induce the power of change from top management 2) Conduct a strategic plan as a
concrete plan/project 3) Make the connection and integrate the performance of the various
departments in the organization to match the strategy 4) Motivate the personnel to
be responsible for the implementation of the plan/project and5) Strategic planning
and implementation. In addition, it also includes the concept of postmodern management
and engages in the implementation of the unit. The unit can initiate and set additional
guidelinesin order to adjust the operation pattern to suit the situation of the unit to
achieve the goals, eventually.
