การศึกษาวิจัย เรื่อง แนวทางการปรับปรุงกระบวนการจัดท าแผนพัฒนาจังหวัด เพื่อศึกษา
กระบวนการ รูปแบบ และวิธีการจัดท าแผนพัฒนาจังหวัดที่ใช้ในอดีตมาจนถึงปัจจุบัน รวมทั้งศึกษา
และวิเคราะห์ข้อบกพร่องของการจัดท าแผนพัฒนาจังหวัดในปัจจุบันเพื่อให้ได้ข้อมูลเพื่อใช้เป็นรูปแบบ
และวิธีการจัดท าแผนพัฒนาจังหวัดที่ถูกต้องต่อไป พร้อมทั้งเสนอแนะแนวทางในการปรับปรุงกระบวนการ
จัดท าแผนพัฒนาจังหวัดเพื่อให้สอดคล้องกับบริบทของแต่ละพื้นที่และนโยบายที่ก าหนดได้อย่างมี
ประสิทธิภาพ โดยเน้นการวิจัยเฉพาะรูปแบบและวิธีการจัดท าแผนพัฒนาจังหวัดที่ก าหนดขึ้นตาม
นโยบายของคณะกรรมการบูรณาการนโยบายพัฒนาภาค(ก.บ.ภ.) ภายใต้ความเห็นชอบของคณะรัฐมนตรี
และยกตัวอย่างการจัดท าแผนพัฒนาจังหวัดนนทบุรี ซึ่งด าเนินการช่วงช่วงปี พ.ศ.๒๕๖๑-๒๕๖๔
เพื่อเป็นตัวแบบ (Model) ในการจัดท าแผนพัฒนาจังหวัดที่ถูกต้องต่อไป ส าหรับวิธีการด าเนินการวิจัย
ประกอบด้วยการศึกษาวิจัยแบบพรรณาและการวิเคราะห์เชิงคุณภาพ โดยใช้ข้อมูลทุติยภูมิ ได้แก่
เอกสาร ต าราวิชาการ หนังสือราชการต่างๆ ระเบียบกฎหมาย และงานวิจัยที่เกี่ยวข้องและน ามา
วิเคราะห์ถึงแนวคิด รูปแบบ กระบวนการ แนวทาง และวิธีการด าเนินงานการจัดท าแผนพัฒนาจังหวัด
ตั้งแต่อดีตจนถึงปัจจุบัน และการศึกษาวิจัยแบบมีส่วนร่วม โดยใช้ข้อมูลปฐมภูมิ โดยการสัมภาษณ์
สอบถามผู้ที่เกี่ยวข้องกับการจัดท าแผนพัฒนาจังหวัด อาทิ หัวหน้าส่วนราชการ นายอ าเภอ ผู้บริหาร
องค์การปกครองส่วนท้องถิ่น ภาคเอกชน ภาคประชาสังคม เพื่อให้ทราบข้อจ ากัด และข้อเสนอแนะใน
กระบวนการจัดท าแผนพัฒนาจังหวัดน าไปสู่การปรับปรุงให้มีความสมบูรณ์มากยิ่งขึ้น
จากการศึกษาวิจัย พบว่า “จังหวัด” เป็นรูปแบบการบริหารราชการส่วนภูมิภาค ซึ่งแบ่ง
อ านาจหรือปันอ านาจจากราชการบริหารส่วนกลาง ได้แก่ กระทรวง ทบวง กรม เพื่อไปด าเนินการใน
พื้นที่ (Area Base) โดยมีแผนพัฒนาจังหวัดเป็นเครื่องมือในการน านโยบายของรัฐบาล และทิศทาง
การพัฒนาประเทศไปสู่การปฏิบัติในพื้นที่ให้สอดคล้องกับศักยภาพของพื้นที่และปัญหาความต้องการ
ของประชาชน ทั้งนี้ การจัดท าแผนพัฒนาจังหวัดที่ผ่านมาไม่ค่อยประสบความส าเร็จเนื่องจากขาดการ
มีส่วนร่วมของประชาชนในการเสนอปัญหาและพัฒนาพื้นที่หมู่บ้านชนบทของตน โดยเฉพาะการ
บูรณาการปัญหาความต้องการระดับพื้นที่ รวมทั้งขาดการเชื่อมโยงระหว่างท้องที่ ท้องถิ่น กลับกลาย
เป็นภาครัฐชี้น าว่าพื้นที่จะต้องท าอะไรเพื่อให้สอดคล้องกับนโยบายหรือที่กฎหมายก าหนด ส าหรับการ
จัดท าแผนพัฒนาจังหวัดรูปแบบใหม่ที่เกิดขึ้นตามนโยบายการกระจายอ านาจการบริหารในระดับภูมิภาค
ซึ่งเป็นการด าเนินการโดยคณะบุคคลที่ประกอบครบทุกภาคส่วนในจังหวัด และในการจัดท าจะต้อง
ด าเนินการให้ครบทุกขั้นตอน ทั้งแต่การรวบรวมและวิเคราะห์ข้อมูลที่เกี่ยวข้อง การวิเคราะห์สถานการณ์
สภาพแวดล้อม ศักยภาพและความต้องการของพื้นที่ การจัดท าร่างแผนพัฒนาจังหวัด การจัดประชุม
หารือแสดงความเห็นต่อร่างแผนพัฒนาจังหวัด และการปรับปรุงแผนพัฒนาจังหวัดให้สมบูรณ์ตามผลข
การประชุม ในขณะที่การวิเคราะห์การจัดท าแผนพัฒนาจังหวัดนนทบุรี เพื่อเป็นตัวแบบ (Model)
ในการจัดท าแผนพัฒนาจังหวัดที่ถูกต้อง พบว่า มีการน านโยบายที่ส่วนกลางก าหนดมาเป็นกรอบใน
การด าเนินการ ร่วมกับการใช้กระบวนการประชาคมแบบมีส่วนร่วมของทุกภาคส่วนระดมความคิดเห็น
เพื่อให้ได้มาซึ่งปัญหาและความต้องการของประชาชนในพื้นที่ รวมทั้งการประสานแผนในระดับพื้นที่
ผ่านกลไกการจัดท าแผนพัฒนาหมู่บ้าน แผนพัฒนาท้องถิ่น และแผนความต้องการของอ าเภอ เพื่อให้
แผนมีความเชื่อมโยงสอดคล้องกันในทุกระดับเป็นแผนเดียวกัน (One Plan)
จากผลการวิจัยข้อเสนอแนะทั้งกระบวนการท างาน การพัฒนาทรัพยากรบุคคล การบริหาร
งบประมาณ และการพัฒนาระบบเทคโนโลยีสารสนเทศ จังหวัดและส่วนราชการที่เกี่ยวข้องสามารถ
น าไปสู่การปรับปรุงและบริหารจัดการเพื่อให้การจัดท าแผนพัฒนาจังหวัดมีความสมบูรณ์มากยิ่งขึ้น

Abstract
Title : Guideline for Improving the Method of Formulating the Provincial
Development Plan

This research explores about the procedures, patterns, and formulating
methods of the provincial development plans from the past to the present. It also
analyzes some errors and weaknesses, therefore, to get the information to develop
the right and effective method in formulating the provincial development plan. As
well provides suggestions to improve the old one to be more efficient and conform
to policies specified in each area. This research studies only the formulating methods
specified by Integration Policy Development Sector Committee (P.D.S.C.) under the
cabinet’s approval. In addition, the development plan of Nonthaburi proivince which
currently implemented during year 2018 to 2021isused as a modelfor the right and
effective formulating method. This thesis consists of descriptive research and
qualitative research by using secondary datain cluding documents, books,
government documents, policies, and related thesis to analyze the concepts,
patterns, and methods of the provincial development plans formulation used from
the past to the present. Furthermore, there is a participatory researchby using the
primary data derived from interviewing related people who have developed the
provincial development plans such as Head of government, sheriff, the director of
provincial administrative organization, private sector, and civil society sector to study
of the conditions and also suggestions in developing the provincial development plan
to be more efficient.
From the study, Province is a principle administrative division which has
essentially delegated power from a country or state to cooperate with municipalities.
The provincial development plans was used as a tool to govern the province to
conform with the government policy and national development direction, and also to
serve people’s demand in their area. The study; however, reveals that the previous
provincial development plans rarely became successful because they lack of
cooperation from people in the area to discuss about problems, local demand and
to help develop their own municipalities. Instead, those plans usually based upon
the government suggestion; therefore, the province conforms to related policies and
regulations. Currently, according to the policy of delegation of administrative power in
the regional-level, to formulate the provincial development plan, the related people
from all divisions in the province must work cooperatively and do all procedures ข
including collecting and analyzing related information, circumstances, potential of the
province and demand of community in the area. In addition, to search for the most
efficient model in formulating the provincial development plans, the researcher
selected the development plan of Nonthaburi province to analyze its formulating
procedures and methods. The researcher found that the plan was formulated
according to the policy specified by The central government together with the public
opinion, village development plan, local development plan and district demand plan,
thus, all plans are related and work cooperatively as one plan.
To conclude, the research found that suggestions such as human resource
development, budget management, information technology development of related
province and government sector can lead to the improvement of provincial
development plan to be more efficient.
