เรื่อง การใช้การสืบสวนทางนิติวิทยาศาสตร์โดยใช้โปรแกรมอ่านใบหน้า
(Facial Recognition) ในงานด้านความมั่นคงแบบบูรณาการ

ประชาคมโลกผ่านภัยคุกคามส าคัญต่างๆ มามากมาย ส าหรับในปัจจุบัน ภัยคุกคามมี
การปรับเปลี่ยนรูปแบบจากสงครามทางตรง มาอยู่ในรูปของ ‘การก่อการร้าย’ ซึ่งหมายถึงการใช้
ความรุนแรงในรูปแบบต่างๆ เพื่อสร้างความกลัวให้กับสังคมและประชาชน เป็นภัยที่น่าหวาดกลัวและ
ก าลังคุกคามสันติภาพของโลก ปัจจุบันมีการพัฒนวิธีในกรสืบสวนทางนิติวิทยาศาสตร์เพื่อยืนยันตัว
บุคคลหลายแบบ ทั้งนี้ ใบหน้า คือส่วนหนึ่งของข้อมูลชีวภาพของมนุษย์ ซึ่งโปรแกรม “ระบบ
วิเคราะห์ใบหน้า” ที่มีการพัฒนาขึ้นมาใช้กับงานด้านความปลอดภัย โดยใช้คุณลักษณะจ าเพาะทาง
สรีระ (BIOMETRIC) ท างานเปรียบเทียบใบหน้าจากภาพถ่ายดิจิตอลหรือภาพจากกล้องวิดีโอของ
บุคคลที่เราสนใจกับฐานข้อมูลใบหน้าที่มีอยู่ด้วยสมองกลหรือ Facial Recognition ด้วย Artificial
Intelligence (AI) ดังนั้น การศึกษาการใช้การสืบสวนทางนิติวิทยาศาสตร์โดนใช้โปรแกรมอ่านใบหน้า
(Facial Recognition) ในงานด้านความมั่นคงแบบบูรณาการเชื่อมโยงฐานข้อมูลบุคคลต่างๆ ให้เป็น
ฐานข้อมูลเดียว (BIG-DATA) จะเป็นปัจจัยเกื้อหนุนในทางยุทธศาสตร์ด้านความมั่นคง
ผลการศึกษา แสดงให้เห็นว่า รัฐบาลให้ความส าคัญต่อการสืบสวนทางนิติวิทยาศาสตร์
สนับสนุนกระบวนการยุติธรรมและงานด้านความมั่นคง ปัจจุบันประเทศไทยมีความพร้อมด้าน
โครงสร้างพื้นฐานมาก ระบบเครือข่ายที่มีความเร็วเพียงพอในการรองรับการถ่ายโอนข้อมูลขนาดใหญ่
โดยไม่จ าเป็นต้องลงทุนเพิ่มเติม มีเทคโนโลยีสนับสนุนด้านโปรแกรมที่ใช้ในการสืบสวนนิติวิยาศาสตร์
โดยใช้โปรแกรมอ่านใบหน้า (Facial Recognition) และการพัฒนาปัญญาประดิษฐ์หรือ AI (Artificial
Intelligence) เริ่มทดลองใช้ในบางหน่วยงานแล้ว แต่ยังอาจติดขัดด้านระเบียบและแนวทางปฏิบัติ
แต่ยังมีกฎหมายด้านความมั่นคงที่อาจน ามาปรับบังคับใช้ได้ แต่ยังไม่มีการบูรณาการร่วมกันระหว่าง
หน่วยงานอย่างเหมาะสม หากรัฐบาลแก้ไขกฎหมายด้านความมั่นคงให้ครอบคลุมการใช้ฐานข้อมูล
เกี่ยวกับการพิสูจน์อัตลักษณ์อัตลักษณ์บุคคลอย่างเป็นระบบ เร่งรัดให้ทุกหน่วยงานของรัฐที่มี
ฐานข้อมูล (Data Base) ด าเนินการเชื่อมโยงข้อมูลบุคคล ข้อมูลไบโอเมตริกซ์ (Bio Metric) และ
ข้อมูลด้านอื่นๆ ที่สนับสนุนการสืบสวนเกี่ยวกับด้านความมั่นคงและตั้งหน่วยงานกลางมาบริหาร
จัดการการใช้โปรแกรมอ่านใบหน้า (Facial Recognition) ในงานด้านความมั่นคง ด าเนินการ
วิเคราะห์ข้อมูล เชื่อมโยงข้อมูล โดยใช้เครื่องมือ ทรัพยากรต่างๆ ที่ทันสมัย บุคลากรที่เชี่ยวชาญ จะ
เกิดประโยชน์ต่อการสืบสวนขยายผลในรูปแบบ Home Land Security ได้

field of integrated security.

The world has gone through many major threats. For now Threats are
transformed from direct warfare to the form of 'terrorism', which refers to the use of
violence in various forms to create fear for society and the people. It is a terror that
threatens and threatens world peace. Currently, there are many forensic investigative
methods developed to identify individuals. Faces are part of human biological data.
The "face analysis" program has been developed for security. Using Biomedical
Features (BIOMETRIC) face-to-face comparison from digital photos or video footage of
individuals who are interested by Facial Recognition with Artificial Intelligence (AI), so
the use of forensic investigations using facial analysis ( Facial Recognition) In the field
of integrated security linking people database as a single database (BIG-DATA), it is a
supportive factor in the security strategy.
The study shows that The government attaches importance to the use of
forensic investigations support justice and security. Thailand is very ready for
infrastructure. Networking is fast enough to support large data transfers. No additional
investment required. There are many technology support programs for forensic
investigations using Facial Recognition and AI (Artificial Intelligence) in this field. There
are Thai companies that have developed facial recognition programs and trial started
in some organizations. It may also interfere with regulations and guidelines. There are
also security laws that may apply. But there is no proper integration between agencies.
If the government revises the security law, it will cover the use of a database on
identity verification systematically. Accelerate all government agencies that have a
database, Biometric data and other Information Facilitates security investigations and
sets up central agencies to manage Facial Recognition in security. Conduct data
analysis, link data, using tools, advanced resources will be beneficial to investigate the
extension of the Home Land Security model.
