เรื่อง แนวทางการส่งเสริมความร่วมมือระหว่างภาครัฐและเอกชนในการเพิ่มศักยภาพของ
วิสาหกิจขนาดกลางและขนาดย่อม (SMEs) ในประเทศไทย

การวิจัยเรื่อง “แนวทางการส่งเสริมความร่วมมือระหว่างภาครัฐและเอกชนในการเพิ่ม
ศักยภาพของวิสาหกิจขนาดกลางและขนาดย่อม (SMEs) ในประเทศไทย” มีวัตถุประสงค์ในการวิจัย ดังนี้
1. เพื่อศึกษารูปแบบและปัจจัยความร่วมมือของภาครัฐและเอกชนในการเพิ่มศักยภาพของวิสาหกิจ
ขนาดกลางและขนาดย่อม (SMEs) ในปัจจุบัน 2. เพื่อวิเคราะห์ปัจจัยที่มีผลกระทบต่อความร่วมมือ
ของภาครัฐและเอกชน รวมทั้งปัญหาและอุปสรรคในการเพิ่มศักยภาพของวิสาหกิจขนาดกลางและ
ขนาดย่อม (SMEs) 3. เพื่อเสนอแนะแนวทางส่งเสริมความร่วมมือของภาครัฐและเอกชนในการเพิ่ม
ศักยภาพของขนาดกลางและขนาดย่อม (SMEs) โดยเป็นการวิจัยเชิงคุณภาพ (Qualitative Research)
เก็บข้อมูลจากการค้นคว้าจากเอกสาร แผนงาน นโยบายที่เกี่ยวข้อง และการสัมภาษณ์กลุ่มตัวอย่างที่
ก าหนด คือ ผู้บริหารองค์กรภาคเอกชนในคณะกรรมการภาคเอกชน 3 สถาบัน ได้แก่ สภาหอการค้าไทย
สภาอุตสาหกรรมแห่งประเทศไทย และสมาคมธนาคารไทย ผลการวิจัยพบว่าปัญหาและอุปสรรค
ของความร่วมมือระหว่างภาครัฐและเอกชนในด้านแผนงานการส่งเสริมและพัฒนาธุรกิจถูกจัดท าขึ้น
โดยนโยบายภาครัฐ โดยที่ภาครัฐที่เป็นหน่วยงานสนับสนุนและส่งเสริม SMEsโดยตรงมีมุมมองต่าง
จากภาคเอกชน ขาดการประสานงานบูรณาการร่วมกัน และควรพิจารณาการจัดท าแผนการปฏิบัติที่เด่นชัด
ควรมีการก าหนดระยะเวลาในการด าเนินการอย่างชัดเจนเนื่องจากการพัฒนาผู้ประกอบการ SMEs
จะใช้ระยะเวลาต่อเนื่องนาน 5 ปีขึ้นไป รวมไปถึงการประเมินผลการท างาน ภาคเอกชนจะประเมินผล
การท างานโดยใช้ผลลัพธ์สุดท้าย (Outcome)แต่ภาครัฐจะประเมินผลจากผลผลิตเชิงปริมาณ (Output)
ที่ได้รับจากโครงการ ส าหรับแนวทางการส่งเสริมความร่วมมือเพื่อเพิ่มศักยภาพของวิสาหกิจขนาดกลาง
และขนาดย่อมจะต้องเสริมสร้างความร่วมมือในการปฏิบัติงานระหว่างภาครัฐและเอกชน โดยเป็น
การท างานในรูปแบบใหม่ที่เรียกว่าประชารัฐโดยมุ่งเน้นให้มีความร่วมมือกันระหว่าง หน่วยงานภาครัฐ
และเอกชน โดยภาครัฐควรจะเปิดโอกาสให้กับภาคเอกชนในการร่วมกันแก้ไขปัญหาต่างๆ เนื่องจาก
ภาคเอกชนจะมีความรู้ความเข้าใจในแง่ของการบริหารธุรกิจ เศรษฐกิจ และผู้ประกอบการ โดยมีภาครัฐ
เป็นผู้ให้การสนับสนุน ซึ่งแนวทางการพัฒนาขีดความสามารถในการแข่งขันของผู้ประกอบการ SMEs
จะต้องมีการสร้างกระบวนการปฏิบัติงาน การแก้ปัญหา และการตัดสินใจร่วมกันระหว่างภาครัฐข
และภาคเอกชน พร้อมทั้งจัดตั้งศูนย์บ่มเพาะและพัฒนาผู้ประกอบการ SMEs เพื่อที่จะสารมารถ
แก้ปัญหาและพัฒนาให้บรรลุวัตถุประสงค์และเป้าหมายที่ตั้งไว้ และเมื่อเกิดปัญหาจะต้องมีการให้
ความช่วยเหลือดูแลโดยมีการจัดตั้งศูนย์บริการ SMEs แบบเบ็ดเสร็จ (One Stop Service) ส าหรับให้ข้อมูล
และค าปรึกษาเพื่อให้ตรงกับสาเหตุของปัญหา ซึ่งจากที่กล่าวมาข้างต้นนั้นจะเห็นได้ว่าแนวทางการ
เพิ่มศักยภาพของ SMEsจะต้องได้รับความร่วมมือเป็นอย่างดีจากทั้งภาครัฐและภาคเอกชน เพื่อให้
ผู้ประกอบกิจการด าเนินธุรกิจอย่างมีประสิทธิภาพและประสิทธิผล

ABSTRACT
Title : Way to Support the Cooperation between Government Sector and Private
Sector to Boost the Effectiveness of Small and Medium-Sized Enterprises
in Thailand

The research ‘Way to Support the Cooperation between Government Sector and
Private Sector to Boost the Effectiveness of Small and Medium-Sized Enterprises in Thailand’
was aimed to 1. Study the formats and factors of the cooperation between the government sector
and private sector to improve the effectiveness of the Small and Medium Sized Enterprises at
present, 2. to analyze factors affecting the cooperation between the government factor and private
sector, and also problems and obstacles, 3. to suggest ways to support ways of the cooperation
between the government sector and private sector to improve the effectiveness of the Small and
Medium Sized Enterprises. This is a qualitative research collecting information by documents,
plans, policy concerned, and the interviews with sample groups, three executives from private
organizations: the Thai Chamber of Commerce, Federation of Thai Industries, and the Thai
Bankers Association. The result revealed that problems and obstacles of the cooperation between
government sector and private sector in plans of supporting business run by the government’s
policy which was support by the government had different visions from what the private factor
had. It caused the lack of cooperation. There should be accurate operation plans. There should be
specified duration of the process as the enterprisers need at least five years to be developed
including the working measuring. Private sector measures the working by the outcome while
government sector does it by output from projects. For guidelines to promote cooperation to
increase the potential of small and medium sized enterprises, they need to strengthen the
cooperation between public and private sectors by working in a new form called civil state. It
focuses on cooperation between government and private sector. The government should provide
private sector with opportunities to solve the problems. The private sector has abilities in terms of
administration, economy and entrepreneurship. The government can be a sponsor. The 2
development of the competitiveness of SMEs requires the development of operational processes,
solutions and joint decision-making between the public and private sectors. And there also should
be establishment of a center for incubation and development of SMEs to solve problems and
develop to achieve the objectives and goals. When problems arise, care needs to be taken, with
the establishment of an integrated SME service center (One Stop Service) to provide with
counseling to match the cause of the problem. As mentioned above, it was shown that the way to
increase the potential. SMEs need to be well cooperated with both the public and private sectors
to build the potential business operating.
