เรื่อง แนวทางการพัฒนา โครงการพัฒนาลุ่มน ้าปิงของหน่วยบัญชาการ
ทหารพัฒนา กรณีศึกษา แม่น ้าลี และล้าน ้าแม่ทา

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความพึงพอใจของประชาชนที่มีต่อโครงการพัฒนาลุ่มน้้าปิง
ตอนบนของ นทพ. และข้อเสนอแนะแนวทางการพัฒนาโครงการ โดยศึกษาเฉพาะผลของการพัฒนา
ที่ก่อให้ประชาชนเกิดความรักและศรัทธาต่อกองทัพไทย เก็บข้อมูลเฉพาะในพื้นที่แม่น้้าลี้ และลุ่มน้้าแม่ทา
ในส่วนที่หน่วยด้าเนินการพัฒนา โดยสอบถามด้วยแบบสอบถามต่อผู้ที่มีส่วนได้ส่วนเสียจากการ
ปฏิบัติงาน จ้านวน 400 คน หลังจากนั้นใช้ในการประชุมกลุ่มผู้ให้ข้อมูลส้าคัญ ประกอบด้วย ผบ.
นพค. ผู้ใหญ่บ้าน (หรือผู้แทน) จ้านวน 33 ท่าน ผลการวิจัยสรุปได้ว่า ระดับความพึงพอใจในภาพรวม มี
ค่าเฉลี่ยอยู่ในระดับสูงมากเท่ากับ 4.48 ข้อเสนอในการปรับปรุงการด้าเนินงาน ที่มีความถี่จ้านวนมาก
ที่สุดได้แก่ ต้องการให้เจ้าหน้าที่มาติดตามผลการด้าเนินงานอย่างต่อเนื่อง รองลงมาได้แก่ ควร
ด้าเนินการพัฒนาปรับปรุงแนวป้องกันตลิ่งไม่ให้พังในช่วงน้้าหลาก ส้าหรับผลการประชุมกลุ่มสรุปได้
ดังนี้1) พื้นที่มีปัญหาภัยแล้งอยู่ในขั้นวิกฤติส่งผลให้ราษฎร แก้ปัญหาด้วยการดักน้้าเข้าสถานีสูบน้้า
พลังงานไฟฟ้าจนเกิดปัญหาแย่งชิงน้้า 2) ควรปรับปรุงให้ชุดปฏิบัติการ มีชุดมวลชนสัมพันธ์ และให้
ประชาชนในพื้นที่มีส่วนร่วมด้วย 3) การปฏิบัติงานของ นทพ. ควรสนับสนุนตามลักษณะปัญหาได้แก่
ปัญหาการขาดแคลนน้้า ปัญหาอุทกภัย และปัญหาคุณภาพน้้า โดยก้าหนดข้อเน้นย้้าและเงื่อนไขให้
ชัดเจน โดยเฉพาะ เน้นในการสร้างมวลชน 4) การจัดท้าโครงการ ให้หน่วยน้าเสนอข้อมูลแหล่ง
น้้าและเสนอแนวความคิดในการบริหารจัดการน้้าทั้งระบบเพื่อให้ราษฎรมีน้้ากินน้้าใช้ และการป้องกัน
น้้าท่วม เน้นในการตรวจสอบโครงการได้อย่างโปร่งใส ข้อเสนอแนะในการวิจัยมีดังนี้ 1) นทพ. ควร
ขยายผลโดยสร้างกิจกรรมเพื่อปฏิสัมพันธ์กับประชาชนต่อเนื่อง 2) ควรเพิ่มเติมการส้ารวจแนวตลิ่งใน
พื้นที่ล่อแหลม ต่อการพังทลายและรณรงค์ให้ปลูกวัชพืชคลุมดิน 3) ควรที่จะเข้าด้าเนินการซ้้าเพื่อรักษา
สภาพของท้องน้้าสม่้าเสมอ ควรจะมีการตั้งงบประมาณรองรับ และจัดกิจกรมบูรณะทุกปีในช่วงน้้าลด
และฝนทิ้งช่วง 4) ควรน้าข้อจ้ากัดที่ได้จากงานวิจัยไปประกอบการพิจารณาจัดสรรหรือเปลี่ยน
พฤติกรรมการใช้น้้าของประชาชนเพื่อให้ใช้น้้าได้อย่างพอเพียง 5) ควรมีการประชุมจัดระบบของพื้นที่
และการป้องกันอุทกภัยใหม่ เพื่อจัดสรรพื้นที่ให้มวลน้้าไหลผ่านในทิศทางที่ไม่สร้างความเสียหายให้กับ
ส่วนรวม 6) ควรที่จะส่งเสริมความรู้ให้กับประชาชนในการป้องกันและแก้ไขปัญหาคุณภาพน้้า 7) ควร
น้ากรอบการจัดท้าโครงการจัดหาน้้ากินน้้าใช้ที่ได้จากงานวิจัยนี้ไปใช้เป็นข้อมูลเพิ่มในรายละเอียดของ

This research aims to study the satisfaction of the people. The Upper Ping River
Basin Development Project and the Project Development Guideline Study of the effects of
development. The people love and believe in the Thai army. Data are collected only in the Mae
