เรื่อง แนวทางการบริหารจัดการแรงงานต่างด้าวเพื่อความมั่นคงแห่งชาติทางทะเล

งานวิจัยนี้น าเสนอแนวทางการบริหารจัดการแรงงานต่างด้าวเพื่อความมั่นคงแห่งชาติ
ทางทะเล โดยมีวัตถุประสงค์เพื่อ ๑.ศึกษาสภาพการบริหารจัดการแรงงานต่างด้าวที่ปรากฏในอดีต
จนถึงปัจจุบัน ๒.ศึกษาปัญหาการบริหารจัดการแรงงานต่างด้าวที่มีผลกระทบต่อความมั่นคงแห่งชาติ
ทางทะเล ๓.ก าหนดแนวทางที่เหมาะสมของการบริหารจัดการแรงงานต่างด้าวที่จะน ามาใช้กับหน่วยงาน
ที่เกี่ยวข้องกับความมั่นคงแห่งชาติทางทะเลในอนาคต การวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ
กลุ่มเป้าหมาย ได้แก่ ๑.ผู้ทรงคุณวุฒิกองทัพเรือ ๒. หน่วยงานระดับนโยบายที่เกี่ยวข้องกับความมั่นคง
แห่งชาติทางทะเล ๓.ผู้รับผิดชอบด้านการบริหารจัดการแรงงานต่างด้าว ๔. นายจ้างและผู้ประกอบการ
๕. ผู้เชี่ยวชาญด้านความมั่นคงแห่งชาติทางทะเล และ ๖. ผู้เชี่ยวชาญด้านการบริหารจัดการแรงงานต่างด้าว
รวมกลุ่มเป้าหมายทั้งสิ้น ๖๘ คน การเลือกกลุ่มเป้าหมายที่ให้ข้อมูลเป็นไปในลักษณะจ าเพาะเจาะจง
เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบไม่มีโครงสร้าง การวิเคราะห์และสังเคราะห์ข้อมูล
ตามหลักการวิจัยเชิงคุณภาพโดยวิธีพรรณนาเชิงวิเคราะห์ ตรวจสอบข้อมูลโดยใช้วิธีการสามเส้า
ด้านข้อมูล และยืนยันร่างแนวทางโดยใช้การสัมมนาอิงผู้เชี่ยวชาญ ผลการวิจัยพบว่า รูปแบบ
ที่เหมาะสมของการบริหารจัดการแรงงานต่างด้าวที่มีผลกระทบต่อความมั่นคงและผลประโยชน์ของชาติ
ทางทะเลมี ๔ องค์ประกอบ ได้แก่ ๑. นโยบายเกี่ยวกับแรงงานต่างด้าว ๒. กฎหมายและระเบียบ
ที่ก ากับดูแลแรงงานต่างด้าว ๓.การจัดองค์กรบริหารจัดการแรงงานต่างด้าว และ ๔.กระบวนการ
บริหารจัดการแรงงานต่างด้าว ส่วนแนวทางการบริหารจัดการแรงงานต่างด้าวเพื่อความมั่นคงแห่งชาติ
ทางทะเลประกอบด้วยประเด็นต่อไปนี้ ๑.การก าหนดนโยบายและมาตรการด้านแรงงานต่างด้าว
๒. แนวทางการขับเคลื่อนนโยบายเกี่ยวกับแรงงานต่างด้าวสู่การปฏิบัติให้เป็นรูปธรรม ๓.การติดตาม
ประเมินผลด้านการบริหารจัดการแรงงานต่างด้าว ๔. ปัจจัยแห่งความส าเร็จในการบริหารจัดการแรงงาน
ต่างด้าว และ ๕. โครงการที่เกี่ยวข้องกับการบริหารจัดการแรงงานต่างด้าว แนวทางนี้สามารถน าไป
ประยุกต์ใช้ในการบริหารจัดการแรงงานต่างด้าวเพื่อความมั่นคงแห่งชาติทางทะเลอย่างเป็นระบบ
ซึ่งจะท าให้การบริหารจัดการแรงงานต่างด้าวในประเทศไทยมีประสิทธิภาพเพิ่มขึ้นได้ในอนาคต

ABSTRACT
Title : Guidelines for the Management of Foreign Workers for National Security of
theSea.

This research presents the guidelines for managing foreign workers for national
maritime security, with the following objectives : 1. study the status of migrant workers in the past to the
present; 2. study the problems of managing foreign workers affecting the national security of the
sea; and 3. determine appropriate ways of labor management, the aliens will be deployed to
agencies related to national maritime security in the future. This research uses qualitative research
methodology, focusing on the specific issues that lead to the definition of a foreign worker
management approach for national security. Target groups include : 1. 6 members of the Royal
Thai Navy; 2. 12 national security policy organizations involved in marine security; 3. 16 responsible
for managing foreign workers; 4. 18 employers, households, enterprises, agricultural enterprises,
fisheries and industries; 5. 6 contractors; 6. 5 national security experts; and 7. 5 foreign workers
management specialists. The total target groups of 68 people came from a specific selection. The
research tools were unstructured interviews. Analysis and synthesis of qualitative research data by
means of analytical descriptive method, Validate data using data triangulation technique and
confirm the strategy by using connoisseurship approach. The research found that the appropriate
forms of management of foreign workers affecting the stability and the interests of the national
marine are four elements : 1. the policy on foreign workers; 2. the laws and regulations governing
foreign workers; 3. organization; management of foreign workers; and 4. create a database of
migrant workers. The guidelines for managing foreign migrant workers for national security in
Thailand consist of the following issues : 1. the determination of policies and measures on foreign
workers; 2. the guidelines for the implementation of policies on migrant workers for concrete
practice; 3. monitor and evaluate the management of foreign workers. 4. success factors in the
management of migrant workers. 5. projects related to the management of foreign workers. This 2
approach can be applied in the management of foreign workers for national security. This will
make the management of foreign workers in Thailand more effective in the future.
