เรื่อง แนวทางการจัดท ายุทธศาสตร์ด้านความมั่นคงสนับสนุนโครงการระเบียงเศรษฐกิจ
ภาคตะวันออก

การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาความเป็นมาและการด าเนินการโครงการระเบียง
เศรษฐกิจภาคตะวันออก (Eastern Economic Corridor : EEC) ศึกษาปัญหาด้านความมั่นคง
ที่เกิดขึ้น และผลกระทบที่อาจเกิดขึ้นต่อการด าเนินโครงการระเบียงเศรษฐกิจภาคตะวันออก
ทั้งในปัจจุบันและอนาคต เพื่อก าหนดแนวทางการจัดท ายุทธศาสตร์ด้านความมั่นคงสนับสนุนโครงการ
ระเบียงเศรษฐกิจภาคตะวันออก เป็นการวิจัยเชิงคุณภาพ มีการรวบรวมข้อมูลจากแหล่งต่าง ๆ และการ
สัมภาษณ์แบบเจาะลึกกับผู้บริหาร และผู้ที่เกี่ยวข้องด้านความมั่นคงในพื้นที่ จ.ฉะเชิงเทรา จ.ชลบุรี
จ.ระยอง จ.จันทบุรี จ.สระแก้ว และ จ.ตราด ซึ่งผลการวิจัยพบว่า โครงการระเบียงเศรษฐกิจภาคตะวันออก
เป็นยุทธศาสตร์ส าคัญของรัฐบาล ในการขับเคลื่อนวิสัยทัศน์ “ประเทศไทย ๔.๐” เพื่อน าพาประเทศ
ไปสู่ประเทศที่มีรายได้สูง ที่ไม่ติดกับดักประเทศรายได้ปานกลาง และสามารถเชื่อมต่อทางด้านเศรษฐกิจ
กับประชาคมโลก โดยเป็นโครงการที่อยู่ในความสนใจของนักลงทุนจ านวนมาก และโครงการ EEC
ยังมีแนวโน้มที่จะเป็นศูนย์กลางหรือ Hub ทางด้าน Cyber ที่ส าคัญในอนาคต นอกจากนี้ ยังพบว่า
การด าเนินโครงการ EEC ซึ่งเป็นโครงการขนาดใหญ่ สามารถก่อให้เกิดความขัดแย้งภายในประเทศ
ทั้งในระดับวิธีคิดและระดับปฏิบัติการในพื้นที่ โดยเฉพาะความขัดแย้งที่เกิดกับภาคประชาสังคมและ
ส่งผลให้เกิดการโยกย้ายการลงทุน ฐานการผลิต จากพื้นที่จังหวัดที่มีที่ตั้งโดยรอบโครงการ EEC
จนท าให้ความส าคัญของเขตเศรษฐกิจพิเศษของจังหวัดโดยรอบโครงการ EEC ถูกบดบังหรือลด
ความส าคัญลง จึงมีความจ าเป็นที่จะต้องมีการจัดท ายุทธศาสตร์ความมั่นคงรองรับโครงการ EEC
ที่มีความเชื่อมโยงระหว่างบริบทด้านความมั่นคงและบริบททางด้านเศรษฐกิจ เพื่อให้เห็นภาพความ
เชื่อมโยงของยุทธศาสตร์ที่มีความสมดุล ทั้งในมิติด้านเศรษฐศาสตร์และด้านความมั่นคง ซึ่งผลของ
การวิจัยมีข้อเสนอแนะเชิงนโยบายให้มีการออกพระราชบัญญัติการบริหารจัดสรรทรัพยากรในพื้นที่
มีการจัดท าบันทึกความเข้าใจกับประเทศที่ได้รับผลประโยชน์จากโครงการ EEC นอกจากนี้ ยังมีข้อเสนอแนะ
ระดับปฏิบัติการให้มีการก าหนดโครงสร้างของงบประมาณที่รับผิดชอบด้านความมั่นคง มีการจัดเตรียม
ก าลังเผชิญเหตุที่มีการบูรณาการหน่วยงานที่เกี่ยวข้อง เพื่อรองรับสถานการณ์ที่อาจเกิดขึ้น และให้มี
การต่อยอดงานวิจัยนี้ในการจัดท ายุทธศาสตร์ด้านความมั่นคง เพื่อรองรับโครงการ EEC ต่อไป

ABSTRACT
Title Initiative on Development of Security Strategy to Support Eastern Economic Corridor

This research aims to study the background and process of the Eastern
Economic Corridor (EEC) as well as occurring security issues, and the possible impacts
on the progress of the Eastern Economic Corridor, both in the past and present,
in order to design an initiative to develop the security strategy that supports Eastern
Economic Corridor. The qualitative research collected data from different sources
and detailed interview with executives and security stakeholders in Chachoengsao, Chon
Buri, Rayong, Chanthaburi, Sa Kaeo, and Trat provinces. The result points out that the
Eastern Economic Corridor is the key strategy of the government in order to
manoeuvre the “Thailand 4.0”, the vision to elevate Thailand to the status of a highincome country and free from the middle-income trap, and enable economic
engagement with the world forum. The project receives much attention from many
investors. Also, the EEC project has the potential to become an important cyber hub
in the future.
It is also found that the EEC project, which is a mega project may cause certain
internal conflicts causing disagreement in ideas and local operations. The conflicts,
especially those emerge among the civil society have caused the relocation of
investment and production base from provinces on the rim of EEC project. The
importance of the Special Economic Zone of the provinces around the EEC was then
reduced or overshadowed. Therefore, it is crucial that a security strategy to support
the EEC project with the balance between security and economic contexts, in order
to see the harmonised integration of strategies, both in economics and security
dimensions.
The result led to the suggestion, on policy level, to launch an act on local resource
management and agreement of memorandum of understanding with countries that
benefit from the EEC project. Furthermore, on operation level, there should be a drafting
of budget structure that includes security responsibilities and establishment of the
contingency body with integration from relevant units to be ready for any situation
that may occur, as well as further development of this research for security strategy
to support the EEC project.
