เรื่อง แนวทางการสร้างเครือข่ายทางสังคม
กรณีศึกษา ระบบทวิภาคี เพื่อยกระดับคุณภาพแรงงานไทย

งานวิจัยเรื่อง แนวทางการสร้างเครือข่ายทางสังคม กรณีศึกษา ระบบทวิภาคี
เพื่อยกระดับคุณภาพแรงงานไทย มีวัตถุประสงค์ ๑) เพื่อศึกษาและค้นหาประเด็นในแนวทางการ
สร้างเครือข่ายทางสังคม กรณีศึกษา ระบบทวิภาคี เพื่อยกระดับคุณภาพแรงงานไทย ๒) เพื่อศึกษา
กระบวนการสร้างเครือข่ายทางสังคม กรณีศึกษา ระบบทวิภาคี เพื่อยกระดับคุณภาพแรงงานไทย
และ ๓) เพื่อเสนอแนวทางการสร้างเครือข่ายทางสังคม กรณีศึกษา ระบบทวิภาคี เพื่อยกระดับ
คุณภาพแรงงานไทย โดยท าการสัมภาษณ์ข้าราชการหรือเจ้าหน้าที่รัฐ ผู้น าแรงงานนอกระบบ
และนักการเมือง จ านวน ๘ คน
ผลการศึกษาพบว่า การสร้างเครือข่ายทางสังคมของแรงงานไทย เป็นการสร้าง
เพื่อการแลกเปลี่ยนความรู้ในการพัฒนาอาชีพซึ่งกันและกัน เพื่อการมีรายได้ที่แน่นอนในการเลี้ยงชีพ
และเป็นการรวมกลุ่มของคนที่มีอาชีพเดียวกัน สภาพปัญหาเดียวกันที่รวมตัวเพื่อแก้ปัญหาร่วมกัน
โดยกระบวนการสร้างเครือข่ายทางสังคมนั้นควรเริ่มด้วยการพูดคุย เพื่อสร้างความเข้าใจว่าให้แก่
สมาชิก ว่าสมาชิกจะได้ผลประโยชน์อย่างไรบ้าง บอกถึงข้อดี ข้อเสียในการสร้างเครือข่ายทาง
สังคม หลังจากนั้นต้องวางแผนระบบการท างานอย่างชัดเจน ก าหนดวิสัยทัศน์ในการด าเนิน
กิจกรรมร่วมกัน แบ่งหน้าที่งาน กระจายอ านาจแก่สมาชิก และมีนักการเมืองเข้ามาช่วยประสานงาน
ระหว่างภาครัฐ ภาคเอกชน ให้มาช่วยเพิ่มพูนความรู้ให้แก่แรงงานไทยและในการสร้างเครือข่าย
ทางสังคม ร่วมกันแก้ปัญหาและขับเคลื่อนเครือข่ายทางสังคมไปด้วยกัน

This research subject is the Guidelines for creating a social network a case study
of the bilateral to enhance the quality of Thai labors with the objective 1) to study and find
the issue in the guidelines for creation a social networks a case study of the bilateral to enhance
the quality of Thai labors 2) to study the process of creating social networks a case study
of the bilateral to enhance the quality of Thai labors and 3) to propose the creation of social
networks a case study of the bilateral to enhance the quality of Thai labors by interviewing
the officials or state officials, the labor leaders outside the system and politicians of 8 people.
The study found thatthe creation of social network of Thai labors. It was created
for exchanging knowledge in the career development of each other to a certain income to survive
and the integration of people with the same occupation. The same problems were gathered
together to solve the problems by process creating the social network that should start by talking.
In order to make understanding to the members what they will get for the benefits, the pros
and cons of creating a social network. After that, there must be working plan clearly,
determination the vision to carry out activities together, allocated the work, power distribution
to members and there were politicians to help coordination between the public and private sectors
to help increase the knowledge of Thai labors and the creation of social networks, solved
problems and drove social networks together.
