เรื่อง การขับเคลื่อนยุทธศาสตร์ชาติ 20 ปี ด้วยระบบส านักงานบริหารนโยบาย
ของนายกรัฐมนตรี

รัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2560 ได้ก าหนดให้รัฐจัดท ายุทธศาสตร์ชาติ
เพื่อให้มีเป้าหมายในการพัฒนาประเทศอย่างยั่งยืนตามหลักธรรมาภิบาล และใช้เป็นกรอบ
ในการจัดท าแผนต่าง ๆ ให้สอดคล้องและบูรณาการ งานวิจัยครั้งนี้จึงมุ่งเน้นศึกษาถึงแนวทางการ
ขับเคลื่อนยุทธศาสตร์ชาติด้วยระบบส านักงานบริหารนโยบายของนายกรัฐมนตรี โดยมีวัตถุประสงค์
ของการวิจัย ดังนี้ 1. เพื่อศึกษารูปแบบ โครงสร้าง บทบาท อ านาจ และหน้าที่ของหน่วยงานในการ
ขับเคลื่อนยุทธศาสตร์ชาติประเทศไทย 2. เพื่อวิเคราะห์ปัจจัย ปัญหา และอุปสรรคที่ส่งผลต่อ
การขับเคลื่อนยุทธศาสตร์ชาติ 3. เพื่อเสนอแนวทางการขับเคลื่อนยุทธศาสตร์ชาติด้วยระบบ
ส านักงานบริหารนโยบายของนายกรัฐมนตรี (PMDU) โดยมีขอบเขตการวิจัยในการศึกษารูปแบบ
โครงสร้าง บทบาท อ านาจและหน้าที่ของหน่วยงานภาครัฐที่มีส่วนในการขับเคลื่อนยุทธศาสตร์ชาติ
วิธีด าเนินการวิจัยเป็นการวิจัยเชิงคุณภาพ โดยมีการรวบรวมข้อมูลทุติยภูมิข้อมูลจากต่างประเทศ
ที่มีความเกี่ยวข้องและข้อมูลปฐมภูมิ โดยการสัมภาษณ์ผู้ทรงคุณวุฒิของหน่วยงานที่เกี่ยวข้อง
ผลการวิจัยพบว่า หน้าที่ของหน่วยงานในการขับเคลื่อนยุทธศาสตร์ชาติประเทศไทยยังคงเป็นกลไก
ในระบบราชการแบบเดิมของประเทศ โดยคณะรัฐมนตรีมีหน้าที่ก ากับดูแลและสนับสนุนให้
หน่วยงานของรัฐทุกหน่วยด าเนินการให้เป็นไปตามยุทธศาสตร์ชาติมีแผนระดับรองลงมา
ประกอบด้วยแผนนโยบายความมั่นคง แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ แผนแม่บทภายใต้
ยุทธศาสตร์ชาติ และแผนปฏิรูปแห่งชาติซึ่งกระบวนการในการถ่ายทอดยุทธศาสตร์ไปสู่แผนงาน
โครงการหรือแผนงบประมาณนั้น ไม่ได้มีเฉพาะยุทธศาสตร์ชาติเพียงอย่างเดียวแต่มีแผนต่าง ๆ
ที่เกี่ยวข้องมากมายจึงเป็นการยากในการวางแผนแบบบูรณาการ จัดล าดับความส าคัญของงาน
ลดความซ้ าซ้อน ซึ่งยังไม่ปรากฏชัดเจนว่าใครมีหน้าที่ในการด าเนินงานในเรื่องนี้รวมทั้ง มีวิธีหรือ
กระบวนการด าเนินการอย่างไรในการแปลงแผนต่าง ๆ เหล่านั้นไปสู่แผนงาน โครงการได้อย่าง
มีประสิทธิภาพ ด้วยสายงานของระบบราชการท าให้เจ้าหน้าที่ระดับปฏิบัติมีความเข้าใจในนโยบาย
ของรัฐไม่ชัดเจนเพียงพอ เกิดปัญหาคอขวดระหว่างระดับปฏิบัติการกับระดับนโยบาย ข้อเสนอแนะ
ที่ได้ คือการขับเคลื่อนยุทธศาสตร์ชาติเป็นหน้าที่ของฝ่ายบริหารเท่านั้น การจัดตั้งคณะกรรมการ
ยุทธศาสตร์ต้องไม่ท าให้เกิดความทับซ้อนระหว่างอ านาจบริหาร อ านาจนิติบัญญัติ และคณะรัฐมนตรี
การจัดตั้งส านักบริหารนโยบายฯ ควรมีขนาดเล็กคล่องตัว เจ้าหน้าที่มีความรู้ ความช านาญ
ความสามารถในการคิดวิเคราะห์ และที่ส าคัญคือ ต้องมีระบบในการท างานที่ดี การติดตามประเมินผล
การรายงานที่มีประสิทธิภาพ ส านักบริหารนโยบายฯ ต้องได้รับมอบอ านาจในการท างานข้าม
กระทรวงบนล าดับความเร่งด่วนของรัฐบาล มีอ านาจในการแทรกแซงเพื่อแก้ไขปัญหา และอุปสรรค
ให้หมดไปโดยเร็ว จึงจะท าให้สามารถขับเคลื่อนยุทธศาสตร์ได้อย่างมีประสิทธิภาพ

ABSTRACT
Title : Align the 20-year National Strategy’s operations with Prime
Minister Delivery Unit's System

Constitution of The Kingdom of Thailand B.E.2560 (2017) was written that
the state should set out a National Strategy as a goal for sustainable development of
the country under the principle of good governance and use it as a framework of the
preparation of consistent and integrated national plans. This Individual Research
paper focused on the national strategy driven process with Prime Minister Delivery Unit's
system.
The purposes of this research were : 1. To examine the organization's structure, role,
power and responsibility to drive Thailand's National Strategy 2. To analyze factors,
problems and obstacles that effect on the process of National Strategy 3. To
propose guideline of national strategy driven by Prime Minister Delivery Unit's system.
The framework of this research was to study government organizations' structure,
role and power as well as responsibility concerning National Strategy driven process.
Research Methodology : The study was a qualitative research. Secondary data were
collected from relevant international sources. Primary data were analyzed using
concerned organization professional's interview. Based on the findings of this study, it was
concluded that organization’s responsibility to drive Thailand National Strategy
process is still a gimmick of the original National Bureaucracy. The cabinet role was
to supervise and support every government organizations to operate according to
National Strategy. The secondary plan comprised of security policy plan, National
Economic and Social development plan, Master plan under National Strategy and
the National Reform Plans and Procedures. Besides National Strategy, there were
various coherent plans that used in strategy implementation process. In this regard,
preparing integrated plan, prioritizing work, decreasing the overlap of work would be
difficult. There was no evidences to clarify that who had the responsibility to do all
the mentioned work. Moreover, we are still not find methods to Implement plans
efficiency. According to bureaucracy, practitioner level officer did not understand
government policy clearly enough. Then, there was bottle neck problem between
practitioner level and policy level. Recommendations Based on the major findings, it
was recommended as follows :2
1. It was solely the administrative section’s duty to drive National Strategy. 2. The settingup
strategy committee should not incur the power overlap among the administrative and
the legislation as well as the cabinet.3.Thesetting-up Prime Minister Delivery Unit should
be small-sized and flexible. Officers should have knowledge, skills and analytical
capability. More importantly, Prime Minister Delivery Unit should have good system
to monitor, asses and report work efficiency. Government should authorize Prime
Minister Delivery Unit to work across Ministry in an urgent, and give power to Prime
Minister Delivery Unit to intervene to solve problems and obstacles quickly. In this
regard, government will be able to impel National Strategy effectively.
