Abstract Title : A study of the Capability of the Armed Forces of Thailand, the United Kingdom and the United States of America to Deliver Domestic Disaster Relief Operations as a Distinct Military Task Field : Strategy Name : Colonel Roger Lewis, British Army. Course : NDC Class : 59 The primary reason that most nation states raise, equip and maintain an armed force is to protect and defend themselves against threats to their safety and very existence. Those threats are usually, inter alia, violent, virtual or environmental and governments will place a wide-range of requirements on their armed forces as a result. If those demands are not matched by appropriate resources then, to avoid inevitable failure at the point of greatest need, prioritisation of use will be required. When not engaged in warfighting operations, armed forces are frequently tasked to support domestic Disaster Relief Operations – this is the case in Thailand, the United Kingdom and the United States – however, there is no ‘one-size-fits-all’ solution or ‘correct answer’ to the question “what will we need, and when will we need it?” The purpose of this research paper is thus to consider if the demand signal placed upon the militaries of the three subject nations can be met, and if the logic train from the National Risk Register is valid. To achieve this, the paper considers 3 primary questions, namely: What is the nature and scale of the most likely domestic DR Operation ‘threat scenarios’ in Thailand, the United Kingdom and the United States? Against this backdrop, what have/will the armed forces of each country be asked to do? And, to what extent can they meet the requirement set? An analysis of the results, using Defence Lines of Development and the Disaster Management Cycle as a prism, leads to a graphic representation of each nation’s situation and attendant recommendations for improvement.
