ปัจจุบันจํานวนประชากรผู้สูงอายุเพิมขึนอย่างต่อเนืองและกําลังเข้าสู่สังคมผู้สูงอายุ
(Aging Society)โดยการเข้าสู่สังคมผู้สูงอายุจะส่งผลกระทบกับสภาพเศรษฐกิจสังคม ดังนันผู้วิจัยจึง
ให้ความสนใจทีจะศึกษาเรือง แนวทางการพัฒนาคุณภาพการดูแลผู้สูงอายุของกรุงเทพมหานครเพือรองรับ
สังคมผู้สูงอายุ เพือนําข้อมูลดังกล่าวมาวิเคราะห์และนําเสนอแนวทางพัฒนาคุณภาพการดูแลผู้สูงอายุของ
กรุงเทพมหานครในอนาคตต่อไป การวิจัยครังนีผู้วิจัยใช้ระเบียบวิธีในการศึกษาเชิงคุณภาพ (Qualitative
Research)โดยมีพืนทีกรณีศึกษาจํานวน 3 เขต ซึงได้แก่ เขตลาดกระบัง เขตบางแค และเขตวัฒนา ซึงทํา
การสุ่มตัวอย่างแบบบังเอิญพบ จํานวน 30 คน และ ทําการเก็บข้อมูลด้วยการใช้แบบสํารวจ
(Questionnaires)และการสัมภาษณ์(Interview) ซึงผลการเก็บข้อมูลสามารถสรุปว่า ปัญหาสําคัญที
ผู้สูงอายุของกรุงเทพมหานครต้องเผชิญ คือ ปัญหาด้านรายได้ และ ขาดผู้ดูแลในการทํากิจวัตร
ประจําวัน จากผลการศึกษาดังกล่าว ผู้วิจัยจึงได้กําหนดยุทธศาสตร์ในการพัฒนาคุณภาพ การดูแล
ผู้สูงอายุของกรุงเทพมหานคร คือ ยุทธศาสตร์“สร้างความมันคงทางรายได้และการดูแลผู้สูงอายุ โดยใช้
ชุมชนเป็ นฐาน”โดยมีมาตรการและโครงการนําร่องดังนีมาตรการที1 มาตรการสร้างคุณค่าให้ผู้สูงอายุ
ได้แก่“โครงการจัดตังศูนย์ทรัพยากรมนุษย์ผู้สูงวัย” มาตรการที2 มาตรการสร้างรายได้ให้
ผู้สูงอายุได้แก่“ โครงการวิสาหกิจสูงวัยในชุมชน” มาตรการ ที3 การสร้างเครือข่ายการดูแล ได้แก่ “โครงการเครือข่ายการดูแลผู้สูงวัย” ทังนี เพือให้บรรลุผลสําเร็จตามยุทธศาสตร์ มาตรการดังกล่าว
ข้างต้น ต้องดําเนินการควบคู่ไปกับการพัฒนาบุคลากรในด้านผู้สูงอายุไปพร้อม ๆ กันด้วย
โดยเฉพาะการให้ความรู้ด้านการประกอบอาชีพ และความรู้เรืองการประกอบวิสาหกิจ และ
การตลาด ทังนี เพือสามารถให้การสนับสนุนและให้ความช่วยเหลือผู้สูงอายุในการสร้างงานและสร้าง
รายได้ให้ผู้สูงอายุได้อย่างเป็ นระบบต่อเนือง และมีประสิทธิภาพ

ABSTRACT
Title Guideline for the Quality Development of the Elderly of Bangkok for
Supporting the Aging Society

Nowadays, the number of elderly people is increasing continuously and getting closer
to constitute an aging society. This will lead to the socio-economic impact to the society.
The researcher is therefore interested in studying the guideline for the quality development for
elderly care in Bangkok to prepare for the aging society. This research is a qualitative research
studying case studies in three districts in Bangkok namely Lat Krabang District, Bang Khae
District, and Vadhana District with a sample size of 30 persons selected through accidental
sampling method. The data is collected through questionnaires and interviews. The key findings
of the study show that the elderly in Bangkok is facing the challenges of income and the lack of
care takers. From these findings, the researcher has developed a strategy to improve the quality of
care for the elderly in Bangkok “The development of stable income and care for the elderly
through community involvement”. The strategy comprises of three set of measures and pilot
projects as follow: the first measure is to enhance the values of the elderly with an establishment
of “A Center for Elderly Wisdom”; the second measure is to generate income for the elderly with
a project “Community Elderly Enterprise”; and the third measure is to establish a network of
elderly care with a project “Elderly Care Network”. In order to achieve the aim of the strategy,
these measures and projects must be implemented along with the development of the personnel
for elderly care, particularly in improving the knowledge on income generation, job promotion,
related marketing strategies and entrepreneurship so that these personnel can consistently and
efficiently provide support to the elderly in income generation.
