เรื่อง การพัฒนาระบบบริการดานสุขภาพตามพื้นที่เศรษฐกิจพิเศษ

วัตถุประสงค: เพื่อศึกษาระบบบริการสุขภาพตามพื้นที่เศรษฐกิจพิเศษ เขตสุขภาพที่ 6
และเสนอแนวทางการพัฒนาระบบบริการดานสุขภาพตามแผนยุทธศาสตรชาติตามพื้นที่เศรษฐกิจ
พิเศษ เขตสุขภาพที่ 6
วิธีการ : (1) การเก็บรวบรวมขอมูลโดยการวิเคราะหเอกสารขอมูลทุติยภูมิจากการ
รวบรวมรายงานการวิจัยและเอกสารวิชาการที่เกี่ยวของ (2) การสัมภาษณบุคคลสําคัญโดยเลือกกลุม
ตัวอยางแบบเจาะจง ไดแก บุคลากรสาธารณสุขในพื้นที่เศรษฐกิจพิเศษ เขตสุขภาพที่ 6 และผูแทน
จากหนวยงานอื่นๆ (3) การสนทนากลุม (4) การสัมภาษณกลุม และนําขอมูลมาวิเคราะหเชิงเนื้อหา
ผลการศึกษา : การวิจัยการพัฒนาระบบบริการดานสุขภาพตามพื้นที่เศรษฐกิจพิเศษ
เขตสุขภาพที่ 6 จากประเด็นตางๆ ไดสรุปดังนี้ (1) วิธีการสรางระบบสุขภาพในทุกระดับของจังหวัดที่
เขมแข็ง (2) การพัฒนาจังหวัดใหมีความพรอมอยางสูงสุด ในการเปนพื้นที่ที่เปนแนวปฏิบัติที่ดีของ
ประเทศดานการดูแลสุขภาพผูสูงอายุทุกมิติ (3) การระดมทรัพยากรและสรรพกําลังจากเครือขายทุก
ภาคสวนเพื่อแกปญหาสุขภาพในเด็ก วัยเรียน วัยรุน (4) การมุงยกระดับบริการทางการแพทยสูความ
เปนเลิศตามแผนพัฒนาระบบบริการสุขภาพตามความตองการทางสุขภาพและลักษณะเฉพาะของ
พื้นที่เขตเศรษฐกิจพิเศษ (5) การพัฒนาหนวยบริการระดับปฐมภูมิทุกแหงใหมีขีดความสามารถในการ
บริหารจัดการระบบบริการสุขภาพเชิงพื้นที่ที่เขมแข็ง การบริการสุขภาพมีคุณภาพมาตรฐานมีความ
ปลอดภัย (6) การเพิ่มประสิทธิภาพในการปองกัน การตอบโต การบริหารจัดการโรคและภัยคุกคาม
ทางสุขภาพแกประชาชน และการเสริมสรางความมั่นคงของจังหวัดดานสุขภาพรองรับการเติบโต
ของเมือง (7) การเสริมสรางบรรยากาศสภาพแวดลอมในการปฏิบัติงานและการบริการใหเอื้อตอการ
มีความสุขของบุคลากรและผูใหบริการและมีการจัดการสวัสดิการประโยชนเกื้อกูลที่สูงกวาเกณฑ
มาตรฐานแหงรัฐ (8) การเสริมสรางและพัฒนาใหทุกหนวยงานสาธารณสุขเปนองคกรธรรมาภิบาล
อยางแทจริง การพัฒนาระบบขอมูลสารสนเทศดานสุขภาพใหมีประสิทธิภาพทันสมัย
อภิปรายผล : การวิจัยนี้ทราบถึงการพัฒนาระบบบริการดานสุขภาพพื้นที่เศรษฐกิจพิเศษ
เขตสุขภาพที่ 6 และมีการเสนอแนวทางการพัฒนาระบบบริการสุขภาพตามแผนยุทธศาสตรชาติ
ครบทั้ง 8 ประเด็น

ABSTRACT
Title Healthcare service systems in the 6th Area Health (AH) in the
Special Economic Zone. Field Social-Psychology

Objectives:
This research aims to study healthcare service systems in the 6th Area
Health (AH) in the Special Economic Zone (SEZs) and to present guidelines for the
development of healthcare systems pursuant to Thailand’s national strategy for the
AH. Methodology:
The research is conducted by (1) gathering relevant information from the
analysis of secondary data documents such as research papers and all related
academic journals, (2) studying a specific sample group by conducting the interview
of key people , i.e. public health officers working and representatives from other
organizations, in the 6th AH in the Special Economic Zone, (3) holding a group
discussion, and (4) using content analysis from information obtained from group
interview.
Conclusions:
The study of healthcare systems in the 6th AH in the Special Economic
Zone can be concluded as the following guidelines for the development of national
healthcare service systems.
1. Efficient healthcare system structure should be established for any
hierarchy levels;
2. All provincial healthcare officers should be prepared and ready for
being the Area Health model with Good Practices in all dimension regarding elderly
care services;
3. Resources and cooperation from any networks should be mobilized to
address healthcare problems in children and teenagers;
4. Medical care services should be developed to the highest standard
pursuant to healthcare service systems driven by the demands and attributes in
healthcare services in the Special Economic Zone;
5. All primary healthcare services should be improved with the high
efficiency in administrating healthcare service systems in provincial levels and in
providing standard and secure healthcare services;- 2 - 6. Preventive measures and preventive healthcare should be enhanced
for the health of all citizens and the stability of the province;
7. Friendly working environment among healthcare officers and welfare
should be improved to the extent that they exceed the government standard; and
8. All bodies of healthcare services should be encouraged to be
organizations with good governance with highly efficiency and updated healthcare
information technology systems.
Discussion and Conclusions:
This research provides understandings in the development of healthcare
service systems in the 6t Area Health in the Special Economic Zone and 8 guidelines
for the development of healthcare systems in accordance with Thailand’s national
strategy.
