วัตถุประสงค เพื่อศึกษาและวิเคราะห บทบาทของกระทรวงการตางประเทศ ในการเสริมสร างความรวมมือกับ
ตางประเทศ (กรณีศึกษาสหราชอาณาจักร เนเธอร แลนด และเยอรมนี) ในการนําองค ความรู ด าน
วิทยาศาสตร เทคโนโลยีและนวัตกรรมมาพัฒนาตอยอดกับการพัฒนาในประเทศไทยตามยุทธศาสตร ชาติ
๒๐ ป? และแผนการพัฒนาเศรษฐกิจตาง ๆ ตามนโยบายประเทศไทย ๔.๐ เพื่อเพิ่มขีดความสามารถในการ
แขงขัน การพัฒนาทุนมนุษย และการพัฒนาอยางเป1นมิตรตอสิ่งแวดล อม เพื่อวิเคราะห วา การดําเนินการที่

Title Guidelines to the Repositioning of the Roles of the Ministry of Foreign
Affairs to Apply Science Diplomacy in Strengthening International

Under the new glolbal environments which are affected by climate change,
rise of popuplation, insecurity of food, water and energy, digital technology and etc.,
the Royal Thai Government has introduced the 20-year National Strategy and Thailand 4.0
developlment policy, aiming at transforming the country’s production structure to
a value-based and innovation driven economy, in order to bring the country out of
the middle income trap in the next 20 years. The Ministry of Foreign Affairs which has
97 offices worldwide, can be a part to drive the delevelopment of Thailand towards
that direction, by applying the science diplomacy in securing cooperation with developped
countries in science, technology, innovation and best practices, to increase Thailand’s
competitiveness as indicated in the economic development strategy. This paper is to study
the roles of the Ministry of Foreign Affairs in its science diplomacy with United Kingdom,
the Netherlands and Germany, and to suggest the repositioning of its role in this regard.
Most importantly, recommendations are made to have the national science diplomacy
strategy formulated to boost the efficiency of the implementation of the science diplomacy.
