ศึกษาสภาพการมีส่วนร่วมทางการเมืองและปัญหาการมีส่วนร่วมทางการเมือง ไดแ้ก่ การติดตาม
ข่าวสารทางการเมืองและทศันคติทางการเมือง และการมีส่วนร่วมทางการเมือง ดา้นประชากรใช้
วธิีการสุ่มตวัอยา่ งจากจาํนวนขา้ราชการสาํ นกังานเลขาธิการวฒุ ิสภา จาํนวน ŚšŘ คน โดยใชว้ธิีการ
สุ่มตวัอยา่ งแบบบงัเอิญ (Accidental Sampling)
ผลการศึกษาพบวา่ ผตู้อบแบบสอบถามมีทศันคติทางการเมืองในระดบั มาก โดยมี
ความเชืÉอวา่ ถา้ประชาชนไม่มีส่วนร่วมทางการเมืองจะส่งผลใหป้ ระเทศไมม่ ีการพฒั นา อีกทัÊงการ
รณรงคส์ ร้างเพÉือเสริมสร้างวฒั นธรรมการมีส่วนร่วมทางการเมืองอยา่ งยงÉัยนืเป็นวิธีการกระตุน้ ให้
ประชาชนเขา้มามีส่วนร่วมทางการเมือง ประเภทของสืÉอทีÉสามารถเขา้ถึงประชาชนไดต้ลอดเวลา
เช่น ฟรีทีวีเคเบิÊลทีวีวทิยุ หนงัสือพิมพ์ อีกทÊงัความตอ้งการในการสนทนาระหวา่ งกลุ่มยงัเป็น
ปัจจยัหนÉึงทีÉสร้างความสนใจ ความกระตือรือร้นในการรับรู้ข่าวสารทางการเมืองของขา้ราชการ
สาํ นกังานเลขาธิการวฒุ ิสภาอยา่ งต่อเนืÉองและทีÉสาํคญั เป็นการแลกเปลีÉยนความรู้เพืÉอทราบถึงความ
เคลืÉอนไหวทางการเมืองอีกดว้ย สาํ หรับผลการทดสอบสมมติฐานการวิจยัในครÊังนีÊพบวา่ ขอ้ มูล
ทัวไปที É Éแตกต่างกนัไม่มีผลต่อลกัษณะของการมีส่วนร่วมทางการเมือง
ขอ้เสนอแนะ ควรมีการพิจารณากาํหนดเป็นนโยบายและแผนงาน ใหข้า้ราชการ
สาํ นกังานเลขาธิการวฒุ ิสภาไดร้ับความรู้ความเขา้ใจในหลากหลายช่องทางเพืÉอเป็นการกระตุน้ ให้
เกิดการมีส่วนร่วมทางการเมืองผา่ นสถาบนัครอบครัวหรือสถาบนัอืÉนๆ และสร้างทศันคติทาง
การเมืองทีÉถูกตอ้ง

Abstract
Title : Political Participation of Government Officials : Case Study of the Officials of
the Secretariat of the Senate of Thailand.

The Purposes of this Research were :1) to study relative factors of the Political
Participation of the officials of the Secretariat of the Senate, 2) to study of the problem and
difficulties of the political participation of those officials, 3) to develop the way to promote
the political participation of those officials. The scopes of the study were studying the political
participation and its problem such as their following up the political news, their political
attitude and their political participation. The accidental sampling of 290 sampling random
population from the officials of the Secretariat of the Senate were applied. The results of
this study were; the sample population had high scale of political view with the believes that
without the political participation of people, it may effect to less development of the country
and also unsuitable election is a motivation to encourage people to have political
participation as well as its campaign to strengthen sustainable political participation culture.
The kind of media that always can access to the people are free T.V. , cable T.V., radio and
newspaper. The need of group discussion is a factor which attracts their interesting and
enthusiasm in politics acknowledgement of the officials of the Secretariat of the Senate. It
also is an exchange of views to learn political movement. The result of this research found
that the difference of the information does not effect to the type of political participation.
Recommendations should be considering of the policy and planning making
in order to allow those officials can understand and access to various ways of information to
encourage them political participation through the families and others institutes and to
create the right political attitude.
