เรื่อง การพัฒนากําลังพลของกองทัพไทยตามหลักปรัชญาเศรษฐกิจพอเพียง

การศึกษาวิจัยเรื่อง “การพัฒนากําลังพลของกองทัพไทยตามหลักปรัชญาเศรษฐกิจ
พอเพียง” มีวัตถุประสงค ๑. เพื่อศึกษาปญหาและอุปสรรคในการพัฒนากําลังพลของกองทัพไทย
ไปสูการปฏิบัติของหนวยงาน ๒. วิเคราะหเปรียบเทียบแนวทางการพัฒนากําลังพลของกองทัพไทย
ตามหลักปรัชญาเศรษฐกิจพอเพียง ๓. เพื่อเสนอแนวทางการพัฒนาบุคลากรของกองทัพไทยตามหลัก
ปรัชญาเศรษฐกิจพอเพียง โดยผูศึกษาใชวิธีการวิจัยเชิงคุณภาพ (Qualitative Research) นําเสนอ
โดยการพรรณนาและวิเคราะหควบคูกันไป (Descriptive and Analytical Method) ในเชิงของการเปน
เหตุเปนผล
ผลการศึกษาวิจัยพบวาระบบบริหารจัดการการพัฒนากําลังพลตามสายวิทยาการมี
ความสําคัญเปนอยางยิ่งในการนําพาองคกรไปสูความสําเร็จ เปนเรื่องสําคัญที่คนพบจากการ
ศึกษาวิจัยการพัฒนากําลังพลของกองทัพไทยตามหลักปรัชญาเศรษฐกิจพอเพียง และกระบวนการที่
สําคัญในการนํานโยบายสูการปฏิบัติในการพัฒนากําลังพล ประกอบดวยกระบวนการที่สําคัญอยู ๔
กระบวนการ ไดแก๑. กระบวนการจัดทําแผน ๒. กระบวนการจัดสรรทรัพยากร ๓. กระบวนการ
ปฏิบัติงาน ผลผลิต/ผลลัพธ๔. กระบวนการตรวจสอบและประเมินผล
ขอเสนอแนะที่ไดจากผลการวิจัยในครั้งนี้๑. เสริมสรางความรูความเขาใจ และแนวการ
ปฏิบัติเกี่ยวกับนโยบาย วิสัยทัศนแนวทาง ยุทธศาสตรการพัฒนากําลังพลตามที่กําหนดของกองทัพ
ไทยใหกับกําลังพลทุกนาย โดยผานการฝกอบรม การทํากิจกรรม การสอดแทรกความรูดานการ
พัฒนากําลังพลในการฝกอบรม ๒. วางแผนกําลังพลที่เกิดจากการวิเคราะหงาน ทั้งเชิงปริมาณ
รวมทั้งจํานวนกําลังพลที่ตองมีไวในอนาคต และคุณลักษณะของกําลังพลใหสอดคลองกับลักษณะงาน
ของกองทัพ ๓. การอํานวยการรวมเปนภารกิจหลัก (Core Function) ของกองทัพไทยควรจะมี
หลักสูตรอบรมดานการอํานวยการรวมของกองทัพไทยและของเหลาทัพเพื่อประสิทธิภาพในการ
ปฏิบัติงานรวมกันของเหลาทัพ ๔. ควรดําเนินการจัดทําสายวิทยาการใหเกิดเปนรูปธรรม เพื่อให
กําลังพลไดรับการพัฒนาใหตรงกับเหลาสายวิทยาการที่ปฏิบัติงาน ๕. กําหนดเสนทางความกาวหนา
ในตําแหนงอยางชัดเจน เพื่อใหกําลังพลมีการพัฒนาตนเองในดานองคความรูตรงสายวิทยาการ

ABSTRACT
Topic : Development of Royal Thai Army personnel in accordance
with Sufficiency Economy Philosophy
Field : Social - Psychology

The research objective of “Development of Royal Thai Army personnel in
accordance with Sufficiency Economy Philosophy” are as follow; purpose 1.) To
study the problems and obstacles in the development of Thai army personnel to
the practice of the agency. 2.) Comparative analysis of the Thai Army's development
strategies under Sufficiency Economy Philosophy. 3.) To propose the development
strategy for the personnel of the Royal Thai Army according to the Sufficiency
Economy Philosophy. The study used qualitative research methods presented by
descriptive analysis and concurrently in terms of rationality. The results of the research show that the developmental management
system based on science is very important in bringing the organization to success. It
is important to find out from research, development, military personnel of the Royal
Thai Army under the philosophy of sufficiency economy. And the important process
in implementing the policy for action in the development of personnel. It consists of
four important processes. Include 1.) Planning Process 2.)Resource allocation process
3.) Operational process Output / outcomes 4.)The monitoring and evaluation. Suggestions from the finding are as follows; 1.) Strengthen knowledge
And the visionary's vision, strategy, strategy, and development strategy for all troops.
Through training, activities, inclusion, knowledge, skills development, training. 2.)Plan
personnel based on job analysis. Both quantitativeIncluding the number of troops
required in the future. And the attributes of the troops in accordance with the nature
of the army. 3.) The Core Function of the Royal Thai Army should include joint
military training programs of the Thai Armed Forces and of the Army for joint
operational efficiency. 4.) Should conduct the science of concrete. In order for the
troops to be developed in line with those in operation. 5.)Set the path to progress in
a clear position. In order for the troops to develop themselves in the field of
cognitive science.
