เอกสารวิจัยฉบับนีได้ทําการศึกษาค้นคว้าในเรืองความสําคัญของสถาบัน
พระมหากษัตริ ย์ของไทย และของชาติต่างๆ ทียังคงไว้ซึงสถาบันพระมหากษัตริย์โดยมีอยู่
ในขณะนี๔๓ ประเทศ เพือจะชีให้เห็นถึงความสําคัญทีสถาบันพระมหากษัตริย์มีผลต่อความ
มันคงของรัฐ และอีกประการหนึงได้ทําการศึกษาหลักการปฏิบัติการข่าวสาร เพือประยุกต์ใช้ให้
เหมาะสมแก่สถานการณ์ ในการปกป้ องสถาบันพระมหากษัตริย์ เพือความมันคงของรัฐ ภายใต้
สมมติฐานว่า ทุกภาคส่วนมีระบบการปฏิบัติการข่าวสาร แต่ยังขาดการบูรณาการร่วมกัน และการ
ปฏิบัติการข่าวสารในการปกป้ องสถาบันพระมหากษัตริย์ยังไม่มีการมอบหมายให้หน่วยงานใด
รับผิดชอบโดยชัดเจน การวิจัยครังนีเป็ นการวิจัยเชิงคุณภาพ โดยใช้วิธีวิจัยเชิงพรรณา รวบรวม และ
ประมวลผล วิเคราะห์ข้อมูลจากเอกสารวิจัย เอกสารทางราชการ เว็บไซท์ทีเกียวข้อง และจากการ
สัมภาษณ์ผู้ทรงคุณวุฒิทีปฏิบัติหน้าทีในการถวายความปลอดภัยต่อสถาบันพระมหากษัตริ ย์
ทังโดยตรง และส่วนสนับสนุนการปฏิบัติ จากผลของการวิจัย ก่อให้เกิดความรู้ได้รับทราบถึง
ความสําคัญของสถาบันพระมหากษัตริย์ทีมีคุณูปการอย่างใหญ่หลวงต่อความมันคงแห่งรัฐ แต่เมือ
สถาบันพระมหากษัตริย์ถูกปองร้าย ตัวสถาบันเองมิอาจปกป้ องตัวเองได้ สําหรับในระบบปฏิบัติการ
ข่าวสารมีความจําเป็ นทีจะต้องบูรณาการทุกภาคส่วนในทุกมิติ ทังบุคลากร และเครืองมือในการ
ปฏิบัติการข่าวสาร เพือปกป้ องสถาบันพระมหากษัตริย์
ทังนีอาจจะต้องมอบหมาย หรื อจัดตังให้หน่วยงานใดหน่วยงานหนึงมีความ
รับผิดชอบเฉพาะและเป็ นผู้ประสานการบูรณาการกับภาคส่วนต่างๆ เพือก่อให้เกิดประสิทธิภาพที
แท้จริ ง และจะต้องมีการดําเนินการให้เกิดการรับรู้ และเห็นถึงความสําคัญของสถาบัน
พระมหากษัตริย์อย่างกว้างขวางในสือต่างๆ รวมถึง วางรากฐานองค์ความรู้ในสถานศึกษา เพือให้
ทุกภาคส่วนเข้าใจ และรับรู้ถึงความสําคัญของสถาบันพระมหากษัตริย์อันจะส่งผลถึงความร่วมมือ
ในการปกป้ องสถาบันพระมหากษัตริย์ต่อไป นอกจากนีหน่วยงานภาครัฐทีเกียวข้องจะต้องสร้าง
ช่องทางในหลายลักษณะทีสามารถรับแจ้งจากประชาชน และนําไปสู่กระบวนการแก้ไขปัญหา
ในทุกมิติ โดยรวดเร็วทีสุด เพือให้เกิดผลเป็ นรูปธรรม สร้างความมันใจให้กับประชาชนให้ได้รู้ว่า
สิงทีประชาชนร่วมมือแจ้งเหตุการณ์ทังหลายได้รับการตอบสนองอย่างแท้จริงจะก่อให้เกิดความ
มันใจของทุกภาคส่วนถึงเรืองการบูรณาการร่วมกันอย่างเป็ นรูปธรรมในการปกป้ องสถาบัน
พระมหากษัตริย์ เพือความมันคงของรัฐอย่างยังยืนต่อไป
abstract:
ABSTRACT
Title The information operation to protect the monarchy for security of
the state

This research aims firstly to study the importance of the monarchy of Thailand and
that of the other 43 countries in order to point out the importance of the monarchy affecting the
security of the state. Secondly, it studies the principles of information operation in order to be
applied in the appropriate circumstances to protect the monarchy for the state security based on
the assumption that every sector has its own system of information operation but lack integration.
Moreover, regarding to information operation to protect the monarchy, up to the present there is
no assigned primary agency who has the responsibility for the security of the monarchy. This
research is a qualitative study using descriptive research method by collecting and processing data
from research articles, official documents, related websites, and interviews from experts who
either work directly or practically support for the security of the monarchy. Based on the research
findings, the results contribute to the knowledge gained of the importance of the monarchy which
has enormous contributions for the state security. However, when there is malice towards the
monarchy, the monarchy is unable to defend itself. According to the information operation
system, it is essential to integrate all sectors in all dimensions including personnel and equipment
for the information operation to protect the monarchy.
Regarding this, there should officially be one responsible sector and coordinator
integrating well with various sectors into the information operation efficiency. In addition, it
needs to be implemented to achieve recognition of the importance of the monarchy widely in the
media together with the foundation of knowledge in schools in order for all sectors to understand
and recognize the importance of the monarchy which will lead to further cooperation in protecting
the monarchy. Furthermore, the relevant government agencies need to provide different kinds of
channels available for the public to inform them, which thus contribute to solve the problems in
all dimensions as quickly and effectively as possible. This also gives rise to the concrete results
ensuring the public to know that their cooperation in informing the incident is truly responded,
causing all sectors’ confidence in integrating to produce concrete results to protect the monarchy
for the sustainability of the state security.
