เรื่อง การรักษาความสงบเรียบรอยภายในประเทศ ในกรณีศึกษาปจจัยความสําเร็จ
ในการปฏิบัติงานภายใตกฎอัยการศึกในพื้นที่รับผิดชอบมณฑลทหารบกที่ ๑๒

การวิจัยครั้งนี้มีจุดมุงหมายเพื่อใหทราบถึงปจจัยความสําเร็จในการปฏิบัติงานภายใต
กฎอัยการศึกในการที่จะกอใหเกิดความสงบเรียบรอยภายในประเทศ โดยศึกษาจากแนวทาง
การปฏิบัติงานในพื้นที่รับผิดชอบของมณฑลทหารบกที่ ๑๒
มูลเหตุของการกอความไมสงบในครั้งนี้ เกิดจากความแตกแยกในหมูประชาชนซึ่งมี
ความคิดเห็นทางการเมืองที่แตกตางกัน และการมีผูเขามาชักจูงชี้นําใหการสนับสนุนการกอความไมสงบ
ประกอบกับปญหาการทุจริตของเจาหนาที่รัฐ และการใชอํานาจหนาที่ในทางมิชอบของนักการเมือง
ทองถิ่นผูมีอิทธิพล ทําใหเกิดปญหาความขัดแยงในวงกวาง ซึ่งอาจลุกลามเปนการกอความไมสงบ
และการใชความรุนแรงไดเพื่อรับมือกับปญหาขางตนภายใตกฎอัยการศึก พื้นที่รับผิดชอบของ
มณฑลทหารบกที่ ๑๒ ไดแบงการดําเนินการออกเปน ๗ กลุม ไดแกการดําเนินการตอบุคคลเปาหมาย
การดําเนินการเฝาระวังสื่อ การควบคุมระบบคมนาคม การบังคับใชกฎหมายและการควบคุมพื้นที่
การปฏิบัติภารกิจกิจการพลเรือน การดําเนินการตามคําสั่ง คสช. และการดําเนินการตามนโยบาย
กองอํานวยการรักษาความสงบเรียบรอย (กอ.รส.)
กลยุทธสําคัญที่นําไปสูความสําเร็จในการควบคุมสถานการณความไมสงบเรียบรอย
ภายในประเทศคือ เจาหนาที่ทหารจะตองสรางความเชื่อมั่นใหกับประชาชนในพื้นที่โดยการ
เขาชวยเหลือแกไขปญหาอยางจริงจัง เพื่อใหไดรับการสนับสนุนจากประชาชน เจาหนาที่รักษา
ความสงบจะตองปฏิบัติหนาที่และใชกําลังตามกฎหมาย กระทําดวยเจตนาบริสุทธิ์และมีมนุษยธรรม
ไมยึดถือการปฏิบัติที่ตายตัว และในการปฏิบัติจะตองพิจารณาตามสถานการณที่เปลี่ยนแปลงไป
และเมื่อสถานการณคลี่คลาย การสงมอบความรับผิดชอบใหฝายพลเรือนและฝายตํารวจในการรักษา
กฎหมายความสงบเรียบรอย จะตองพิจารณาสถานการณและหวงเวลาที่เหมาะสม ประกอบกับการขาว
และแหลงขาวประชาชน จะตองกระทําอยางตอเนื่อง

ABSTRACT
Title: Internal Peace and Order Maintaining: A Case Study on the
Success Factors of the Operation under Martial Law within
the Area ofResponsibility of12th Military Circle
Field: Military and politics

The objective of this study is to understand the success factors of the
internal peace and order maintaining operation under martial law by studying the
operational guidelines within the area of responsibility of 12th Military Circle.
This civil unrest is caused by a rift among people of different political
opinions and manipulation of influential figures as well as corruption of public officers
and the abuse of authority by local politicians. All these result in the widespread
conflict which may evolve into insurgence and violence. In order to effectively cope
with the aforementioned conflict under martial law, 12th military circle divides its
operation into 7 missions consisting of action against the target person, media
monitoring, communication system control, law enforcement and space control, civil
affairs operation, the implementation of the order of National Council for Peace and
Order (NCPO) and the implementation of the order of Peace and Order Maintaining
Command (POMC).
The important strategies that will lead to the success in controlling the
internal unrest are that military officers will need to build confidence among people
in the area of responsibility by earnestly resolving their conflict to gain public support
and peace officers may exercise their duty and legal forces if needed, on the
condition that every action has to be taken in good faith, humane and flexible. Any
change of conditions must be considered so the action will be adjusted accordingly. Military officers also decide when and in what situation the responsibility of
maintaining law and order should be passed back to civilians and polices.Information obtaining from both intelligences and public sources should be
continually pursued.
