การวิจัยครั้งนี้มีวัตถุประสงค์ในการวิจัย เพื่อศึกษา ปัญหาและอุปสรรคของหลักนิยม การวางแผนร่วมกองทัพไทย และเพื่อศึกษาแนวทางการพัฒนาคู่มือการปฏิบัติการร่วมกองทัพไทย ด้านการวางแผนร่วม โดยใช้กระบวนการวิจัยเชิงคุณภาพ ประกอบไปด้วย กระบวนการศึกษาและ วิเคราะห์ข้อมูลจากการวิจัยเชิงเอกสาร และกระบวนการสัมภาษณ์เชิงลึก
ผลการวิจัย พบว่า แนวทางในการพัฒนาคู่มือการปฏิบัติการร่วมกองทัพไทย ด้านการวางแผนร่วม ควรต้องมีการจัดตั้งคณะกรรมการทำหน้าที่พัฒนาคู่มือหลักนิยมการวางแผนร่วม กองทัพไทย ด้านการวางแผนร่วม อย่างน้อย ๓ คณะ ประกอบด้วย ๑) คณะกรรมการพัฒนา ขีดความสามารถในการปฏิบัติภารกิจของกองทัพไทย ๒) คณะกรรมการพัฒนาหลักนิยมและ ยุทธศาสตร์กองทัพไทย ๓) คณะเจ้าหน้าที่ทำงานจัดทำหลักนิยมการวางแผนร่วมกองทัพไทย โดยมีกระบวนการพัฒนาหลักนิยมการวางแผนร่วมกองทัพไทย ประกอบด้วย ๑) การรวบรวมและ วิเคราะห์ข้อมูลข่าวสาร ๒) การพัฒนาแนวความคิดและตั้งสมมุติฐาน ๓) การทดสอบแนวความคิด ๔) การประเมินผลการทดสอบแนวความคิด ๕) การพัฒนาหลักนิยม ๖) การให้การศึกษากับกำลังพล ๗) การนำหลักนิยมการวางแผนร่วมกองทัพไทยไปประยุกต์ใช้ นอกจากนี้ยังพบปัญหาการพัฒนา หลักนิยมการวางแผนร่วมกองทัพไทยหลายด้าน คือ ๑) ปัญหาด้านปัจจัยนำเข้ารวบรวมและวิเคราะห์ ข้อมูลข่าวสาร ๒) ปัญหาด้านกระบวนการพัฒนาหลักนิยมการวางแผนร่วมกองทัพไทย ๓) ปัญหาด้านผลที่ได้ของหลักนิยมการวางแผนร่วมกองทัพไทย ๔) ปัญหาด้านข้อมูลป้อนกลับของ กระบวนการพัฒนาหลักนิยมการวางแผนร่วมกองทัพไทย ทั้งนี้ ได้เสนอกระบวนการพัฒนาหลักนิยม การวางแผนร่วมกองทัพไทย เป็นวงรอบประกอบด้วย 4 ขั้นตอน ๑) การทบทวนหลักนิยมการวางแผนร่วม กองทัพไทย ๒) การวางแผนการพัฒนาหลักนิยมการวางแผนร่วมกองทัพไทย ๓) การพัฒนา ร่างหลักนิยมการวางแผนร่วมกองทัพไทย ๔) การตรวจสอบคุณภาพร่างหลักนิยมการวางแผนร่วม กองทัพไทย ๕) การอนุมัติใช้หลักนิยมการวางแผนร่วมกองทัพไทย 5) การผลิตและเผยแพร่หลักนิยม การวางแผนร่วมกองทัพไทย ๗) การใช้หลักนิยมการวางแผนร่วมกองทัพไทย และ๘) การประเมินการใช้ หลักนิยมการวางแผนร่วมกองทัพไทย

The Objectives of this research were to study the problems and obstacles of the principles of joint planning in the Royal Thai Armed Forces, and to study guidelines for developing a joint operations manual for the Royal Thai Armed Forces Joint planning Using the qualitative research process, consisting of the process of studying and analyzing data from documentary research, and in-depth interview process.
The results of the research found that the guidelines for developing the joint operations manual for the Royal Thai Armed Forces Joint planning A committee should be established to develop a manual for joint planning principles for the Royal Thai Armed Forces. In terms of joint planning, at least 3 groups include: 1) Committee for developing the mission capability of the Royal Thai Armed Forces. 2) Committee for developing principles and strategies of the Royal Thai Armed Forces. 3) Staff working group to develop joint planning principles for the Royal Thai Armed Forces. The process of developing joint planning principles for the Royal Thai Armed Forces consists of 1) collecting and analyzing information, 2) developing concepts and setting hypotheses, 3) testing concepts, 4) evaluating the results of testing concepts, 5) Developing principles 6) Providing education to personnel 7) Applying principles of joint planning in the Royal Thai Armed Forces. In addition, many problems were found in the development of the principles of joint planning of the Royal Thai Armed Forces, namely 1) problems with inputs to collecting and analyzing information, 2) problems with the process of developing the principles of joint planning with the Royal Thai Armed Forces, 3) problems with the results of Royal Thai Armed Forces Joint Planning Principles 4) Problems with feedback from the Royal Thai Armed Forces Joint Planning Principles Development Process. In this regard, a process for developing principles of joint planning for the Royal Thai Armed Forces has been proposed. The cycle consists of 8 steps: 1) reviewing the Royal Thai Armed Forces Joint Planning Principles, 2) plarining the development of the Royal Thai Armed Forces Joint Planning Principles, 3) developing the draft Royal Thai Armed Forces Joint Planning Principles, 4) checking the quality of the draft. Royal Thai Armed Forces Joint Planning Principles; 5) approval of the use of the Royal Thai Armed Forces Joint Planning Principles; 6) production and dissemination of the Royal Thai Armed Forces Joint Planning Principles; 7) use of the Royal Thai Armed Forces Joint Planning Principles; and 8) evaluation of their use.
