เอกสารวิชาการ เรื่อง รูปแบบในการสร้างเครือข่ายการป้องกันปัญหาบัญชีม้าในชุมชน (กรณีศึกษากลุ่ม เยาวชน อำเภอท่ามะกา จังหวัดกาญจนบุรี) มีวัตถุประสงค์ เพื่อศึกษาความรู้ ความเข้าใจ และทัศนคติ และ เสนอแนะรูปแบบการสร้างเครือข่ายของเยาวชนเพื่อพัฒนาการป้องกันปัญหาบัญชีม้าในชุมชน อำเภอท่ามะกา จังหวัด กาญจนบุรี โดยกลุ่มเป้าหมายที่ศึกษาคือ กลุ่มเยาวชนที่มีอายุระหว่าง ๑๓๗๒ ๒๐ ปี ตามคำนิยาม “เยาวชน” ของ องค์การสหประชาชาติ (United Nations) และกลุ่มผู้แทนจากหน่วยงานที่เกี่ยวข้องกับเยาวชน วิธีการดำเนินการวิจัยได้ ใช้รูปแบบการวิจัยเชิงปริมาณและเชิงคุณภาพ จากการศึกษาปัญหาการวิจัย ค้นคว้าทบทวนวรรณกรรมและงานวิจัยที่ เกี่ยวข้อง มีการวางแผนสำรวจพื้นที่ คัดเลือกผู้ให้ข้อมูลแบบวิธีการสุ่มตัวเองแบบเจาะจง (Purposive sampling) รวบรวมข้อมูลจากแบบสอบถาม และจากการลงพื้นที่สำหรับการสร้างความตระหนักรู้ (Awareness), การมีส่วนร่วม (Collaboration) และการสร้างเครือข่าย (Cooperation network) ในการพัฒนาอย่างยั่งยืน โดยมุ่งประเด็นศึกษา ๓ มิติ คือ (๑) มิติทางกฎหมาย กรณีศึกษาเยาวชนกับความรู้ ความเข้าใจ ทัศนคติต่อบัญชีม้า (๒) มิติคครอบครัว กรณีศึกษาการมีส่วนร่วมของครอบครัวต่อการป้องกันบัญชีม้าในกลุ่มเยาวชน และ (๓) มิติสังคม กรณีศึกษาการสร้าง เครือข่ายในการพัฒนาแนวทางของกลุ่มเยาวชนต่อการป้องกันปัญหาบัญชีม้าในชุมชน
จากผลการศึกษาทั้ง ๓ มิติ พบว่า ข้อค้นพบที่สำคัญและมีลักษณะร่วมกันทั้ง ๓ ประการ คือ ๑) การ สร้างความความตระหนักให้เกิดขึ้นกับเยาวชน (Awareness) โดยส่งเสริมการสร้างความรู้ ความ เข้าใจอย่างต่อเนื่อง เกี่ยวกับการศึกษาตลอดชีวิตต่อภัยคุกคามรูปแบบใหม่ เช่น ปัญหาบัญชีม้า ที่จะส่งผลกระทบต่อตนเอง ต่อครอบครัว ชุมชน และปัญหาต่อความมั่นคงของประเทศชาติ ผ่านกิจกรรมที่น่าสนใจ เพื่อให้เกิดความตระหนักรู้ การแลกเปลี่ยน ความรู้ และนำไปสู่การปรับเปลี่ยนพฤติกรรม (๒) การมีส่วนร่วม ทั้งกระบวนการ (Collaboration) โดยทุกภาคส่วนต้อง เปิดโอกาสให้เยาวชนได้มีส่วนร่วม ในการ กำหนดแนวทางในระดับครอบครัวซึ่งเป็นฐานรากของความมั่นคงที่สำคัญ และในระดับภาครัฐ เช่น กระทรวงศึกษาควรเปิดโอกาสให้เกิดการสร้างกระบวนการที่หลากหลายที่ส่งเสริมความ เข็มแข็ง การสังเคราะห์ การตกผลึกความคิดได้อย่างสร้างสรรค์ (คิดเป็น ทำเป็นแก้ปัญหาเป็น) รวมไปถึงแหล่งทุนใน ชุมชนควรส่งเสริมสนับสนุนให้เยาวชนรวม มีพลังร่วมกันทำกิจกรรมแก้ไขปัญหาด้วยประสบการณ์ตรง ๓) การสร้าง เครือข่ายเยาวชน (Cooperative Network) โดยเริ่มจากกลุ่มเครือข่ายเยาวชนเล็กๆ ระดับชุมชนท้องถิ่นแล้วขยายไปสู่ ระดับจังหวัด รวมทั้งเครือข่ายความมือจากองค์กรภาคีทั้งภาครัฐ ภาคเอกชน และประชาสังคมที่เกี่ยวข้อง ซึ่งการสร้าง ความตระหนักรู้ (Awareness), การมีส่วนร่วม (Collaboration) และการสร้างเครือข่าย (Cooperation network) ถือว่าเป็นกระบวนหลักที่สำคัญในการบ่มเพาะต้นกล้า “เยาวชน” สู่การเติบโตอย่างงดงามในโลกอนาคตต่อไปอย่างยั่งยืน มั่นคง ตลอดไป เพื่อให้เกิดพลังในการขับเคลื่อนนโยบายสู่การปฏิบัติอย่างเป็นรูปะรรม

The Academic paper represents the Prevention model of Money Mule accounts in the community (Case study of The Children and Youth group, Tha Maka District, Kanchanaburi Province). The purpose of this paper serves as studying, understanding and attitude leaning over the Children and Youth group in order to the prevention of deceiving of the mule account in the community, Tha Maka District, Kanchanaburi Province. The target group studied was youth aged between 12 to 20 years according to the definition of "youth" by the United Nations and representatives from youth-related agencies.
The research methodology used quantitative and qualitative research methods from the study of the research problem, review of literature and related research, and the filed area survey. Selection of information providers is conducted by the Purposive Sampling. The Data were collected from questionnaires together with the field visits to enhance the awareness of Collaboration, Cooperation networking toward the awareness of mule accounts fraudulent. In this Academic paper, we have focused on the sustainable development of 3 dimensions: (1) Legal dimension: Case study of youth and their knowledge, understanding and attitudes towards mule accounts (2) Family dimension: Case study of family participation in preventing mule accounts (3) Social dimension: Case study of Youth networking to develop guidelines to combat with fraudulent mule accounts Facts finding from the study in all three dimensions, we found the important of three common characteristics as follows: (1) Awareness creating among the youth by promoting the creation of knowledge and understanding continuously about lifelong leaming against new threats such as mule accounts that will affect themselves, their families, their communities and national security. This awareness is driven through interesting activities to create awareness, exchange knowledge and lead to behavioral changes. (2) The collaboration of whole process, where all relevant sectors encourage youth an opportunity to participate in setting guidelines at the family level, which is the foundation of vital stability. In regard of the government level, for example, the Ministry of Education should give opportunities for youth to create variety of method that could promote strength, synthesis, and crystallization of creative thought (ability of thinking-doing-solving problems), this is including availability of funding sources in the community that should support youth group in collaboration to do problem-solving activities. (3) Cooperative Networking, by starting from small youth networks at the local community level and expanding to the provincial level, including networks of cooperation from relevant government, private, and civil society organizations. Creating awareness, Collaboration, and Cooperation networking are considered important processes in cultivating "youth" seedlings to grow beautifully and sustainably in the future world. This is to create the driving force from the policies oriented into substantial implementation.
