บทคัดย่อ
เรื่อง การเสริมสร้างความสัมพันธ์ทางทหารระหว่างกัมพูชาและไทย
ลักษณะวิชา การเมือง

การวิจัยฉบับนี้ มีวัตถุประสงค์ของการวิจัย 3 ประการ คือ คือ 1) เพื่อศึกษาข้อมูล
เกี่ยวกับความร่วมมือและข้อตกลงในด้านความร่วมมือทางทหารระหว่างกัมพูชาและไทย 2) เพื่อ
วิเคราะห์ปัญหาและปัจจัยที่ส่งผลกระทบต่อความสัมพันธ์อันดีทางทหารระหว่างกัมพูชาและไทย และ
3) เพื่อเสนอแนะแนวทางในการเสริมสร้างความสัมพันธ์ทางทหารระหว่างกัมพูชาและไทย วิธีการวิจัย
เป็นการวิจัยเชิงคุณภาพ โดยการเก็บข้อมูลจากผู้ให้ข้อมูลหลัก ประกอบด้วย ผู้ปฏิบัติงานด้าน
นโยบายของกองทัพกัมพูชา ผู้ปฏิบัติงานด้านนโยบายของกองทัพไทย นักวิชาการด้านความร่วมมือ
หรือความสัมพันธ์ระหว่างประเทศของไทยและกัมพูชา รวมจานวน 15 คน เครื่องมือในการวิจัยเป็น
การสัมภาษณ์เชิงลึก การวิเคราะห์ข้อมูลใช้การพรรณนาความตามวัตถุประสงค์การวิจัย
ผลการวิจัย ผลการศึกษาข้อมูลเกี่ยวกับความร่วมมือและข้อตกลงในด้านความร่วมมือ
ทางทหารระหว่างกัมพูชาและไทย ความร่วมมือและข้อตกลงในด้านความร่วมมือทางทหารระหว่าง
กัมพูชาและไทย พบว่ามีประเด็นสาคัญ 3 ประเด็น ได้แก่ 1) ความร่วมมือทางทหาร มี 5 ด้าน ได้แก่
(1) ความร่วมมือด้านความมั่นคงและการรักษาความสงบเรียบร้อยในพื้นที่ชายแดน (2) ความร่วมมือ
ในการเก็บกู้ทุ่นระเบิด (3) การส่งเสริมความปลอดภัยทางทะเล (4) การสร้างเสริมความร่วมมือ
ระหว่างหน่วยงานด้านความมั่นคงของหน่วยงานทหารและตารวจกัมพูชาและไทยในพื้นที่ชายแดน
และ (5) ความร่วมมือด้านการบรรเทาสาธารณภัย 2) ข้อตกลงในด้านความร่วมมือทางทหาร มี 3 ด้าน
ได้แก่ (1) ความตกลงว่าด้วยการจัดตั้งคณะกรรมาธิการร่วมว่าด้วยความร่วมมือทวิภาคี (2) ความตกลง
ว่าด้วยการจัดตั้งคณะกรรมการชายแดน (3) บันทึกความเข้าใจว่าด้วยการสารวจและจัดทาหลักเขต
แดนทางบก 3) ความร่วมมือด้านการฝึก การศึกษาอบรม และการแลกเปลี่ยนประสบการณ์ทางทหาร
ทั้งนี้ กองทัพทั้งสองประเทศได้ให้การสนับสนุนซึ่งกันและกันมาโดยตลอด ผลการวิเคราะห์ปัญหาและ
ปัจจัยที่ส่งผลกระทบต่อความสัมพันธ์อันดีทางทหารของกัมพูชาและไทย พบว่า มีปัญหาและ
ผลกระทบหลักอยู่ 3 ประเด็น ได้แก่ 1) ปัญหาและผลกระทบจากเส้นเขตแดน 2) ปัญหาและ
ผลกระทบจากการเมืองภายในประเทศ 3) ปัญหาและผลกระทบจากการพัฒนาขีดความสามารถ
ในการควบคุมสภาพการณ์ทางทหารร่วมกัน ข้อเสนอแนะ แบ่งเป็น เชิงนโยบาย และ เชิงปฏิบัติการ
ดังนี้ ข้อเสนอแนะเชิงนโยบาย มี4 ประเด็น คือ 1) การดาเนินยุทธศาสตร์ที่มุ่งดารงความอยู่รอด
ร่วมกัน 2) การกาหนดนโยบายที่ชัดเจนและมุ่งพัฒนาความร่วมมือตามแนวชายแดนของทั้งสอง
ประเทศ 3) การขยายขีดความสามารถทางทหารร่วมกัน 4) การปรับเปลี่ยนพื้นที่ขัดแย้งเป็นพื้นที่ทาง
เศรษฐกิจร่วมกัน ข้อเสนอแนะเชิงปฏิบัติการมี 3 กรณี คือ 1) การพัฒนาสัมพันธภาพของผู้นาทาง
ทหารให้เกิดขึ้นในทุกระดับ 2) การพัฒนากลไกความร่วมมือ และ 3) การแต่งตั้งเจ้าหน้าที่ในระดับ
พื้นที่เข้าร่วมเป็นคณะกรรมการชายแดนส่วนภูมิภาค

Abstract
Title Strengthening military ties between Cambodia and Thailand

The three objectives of this research were 1) to study information about
cooperation and agreements in the field of military cooperation between Cambodia
and Thailand; 2) to analyze problems and factors affecting good military relations
between Cambodia and Thailand; and 3) to make recommendations on ways to
strengthen military ties between Cambodia and Thailand. The research method is
qualitative research by collecting data from key informants consisting of policy
practitioners of the Cambodian Armed Forces, policy practitioners of the Royal Thai
Armed Forces, and academics on cooperation or international relations between
Thailand and Cambodia, a total of 15 people. The research tool used was in-depth
interviews. The data were analyzed using a description of the research objectives.
Research results The result of the study of information about cooperation
and agreements in the military cooperation between Cambodia and Thailand found
that there were 3 important issues: 1) Military cooperation, which has 5 areas: (1) cooperation
in security and maintaining peace and order in border areas, (2) cooperation in
clearing landmines, (3) promotion on maritime safety, (4) strengthening cooperation
between security agencies of the Cambodian and Thai military and police agencies in
border areas, and (5) cooperation in disaster relief; 2) agreements on military
cooperation comprising 3 aspects: (1) Agreement on the Establishment of the Joint
Commission on Bilateral Cooperation, (2) Agreement on the Establishment of the
Border Committee, (3) Memorandum of Understanding on the Survey and
Establishment of Land Boundary Markers; 3) Cooperation in training, education, and
exchange of military experiences. As such, the militaries of the two countries have
always supported each other. The result of the problems and factors affecting good
military relations between Cambodia and Thailand found that there were 3 main
problems and impacts : 1) problems and impacts from border lines, 2) problems and
impacts from domestic politics, 3) problems and impacts from developing the ability
to control military situations together. Recommendations on ways to strengthen
military ties between Cambodia and Thailand are divided into policy and operational
aspects as follows: There are four policy recommendations: 1) implementing
strategies aimed at maintaining mutual survival; 2) setting clear policies aimed at

developing cooperation along the border of the two countries; 3) expanding military
capabilities together; 4) Changing conflict areas into common economic areas. There
are 3 operational recommendations: 1) developing relationships among military
leaders at all levels, 2) developing cooperation mechanisms, and 3) appointing area
officials to join the regional border committee.
