เร่ือง แนวทางการส่งเสริมนวัตกรรมปัญญาประดิษฐ์เพื่อพัฒนาเศรษฐกิจไทย

นวัตกรรมปัญญาประดิษฐ์ (AI) ได้รับความนิยมอย่างแพร่หลายในโลกและมีแนวโน้ม
เติบโตต่อเนื่อง โดยเฉพาะเทคโนโลยี Generative AI อย่างไรก็ดี ผลกระทบต่อเศรษฐกิจและความ
ปลอดภัยของการใช้ข้อมูล รวมทั้งความพร้อมของภาคส่วนต่าง ๆ ในประเทศไทยยังไม่แน่ชัด งานวิจัย
นี้จึงมุ่งเน้นศึกษาผลกระทบของการใช้ AI ในส่วนของ Generative AI ต่อการพัฒนาเศรษฐกิจ ความ
ปลอดภัยของข้อมูล รวมถึงการเตรียมความพร้อมให้สอดคล้องกับปัญหาและความต้องการของภาครัฐ
และเอกชน ผ่านการวิเคราะห์ข้อมูลเชิงลึกจากการส ารวจและข้อมูลธุรกิจในประเทศไทย
ผลศึกษานี้พบว่า การน าเทคโนโลยี Generative AI มาใช้ในวงกว้างจะสร้างประโยชน์
มหาศาลต่อเศรษฐกิจและธุรกิจไทย ศักยภาพประเทศจะเพ่ิมขึ้นได้อีกมากจากการน า AI มาใช้ในภาค
ส่วนต่าง ๆ อย่างแพร่หลาย แม้ในปัจจุบันมี SMEs บางประเภทที่มองเห็นประโยชน์และเริ่มใช้งาน
Generative AI แล้ว แต่ SMEs ส่วนใหญ่มองว่ามีแนวโน้มจะลงทุนด้าน AI เพ่ิมขึ้นภายใน ๒ - ๕ ปี
ข้างหน้า โดยในปัจจุบันยังขาดความพร้อมในหลายมิติ โดยเฉพาะการสนับสนุนจากภาครัฐที่ยังไม่
เพียงพอ ทั้งด้านการเตรียมโครงสร้างพ้ืนฐานรองรับการใช้เทคโนโลยีใหม่นี้ รวมถึงการเตรียม
ความพร้อมด้านความรู้และทักษะแรงงาน
ในการน า Generative AI มาใช้งานเพ่ือให้เกิดประโยชน์สูงสุดต่อเศรษฐกิจไทย ทุกภาค
ส่วนจ าเป็นต้องเร่งพิจารณาและหารือร่วมกันเพ่ือวางแนวทางเชิงนโยบายในระยะสั้น พร้อมจัดล าดับ
ความส าคัญของการวางยุทธศาสตร์ประเทศในระยะยาวให้สอดคล้องกัน ซึ่งเริ่มได้จากภาครัฐที่ควรให้
ความส าคัญกับการเร่งพัฒนาโครงสร้างพ้ืนฐานด้านดิจิทัลและทรัพยากรบุคคล รวมถึงกฎหมายและ
นโยบายที่เกี่ยวข้องกับ AI เพ่ือสร้างความชัดเจนและความมั่นใจต่อความปลอดภัยของข้อมูล ส าหรับ
ภาคธุรกิจและแรงงานต้องปรับตัวเพ่ิมทักษะในการประยุกต์ใช้ AI ในขณะเดียวกันองค์กรภาครัฐและ
ภาคเอกชนต้องลงทุนด้านวิจัยและพัฒนา AI เพ่ิมเติม รวมถึงควรเร่งสร้างความเข้าใจร่วมกันระหว่าง
บุคลากรทุกระดับชั้น โดยเฉพาะการเพ่ิมทักษะและจริยธรรมการใช้ AI ในองค์กรอย่างเหมาะสม
ผ่านการค านึงถึงคามแตกต่างระหว่างทักษะและกระบวนการท างานของแต่ละฝ่ายงาน

Artificial Intelligence (AI) has gained widespread popularity globally,
especially Generative AI. However, its impacts on the economy, data security, and
readiness in Thailand remain unclear. This research aims to study the effects of AI
adoption, in particular, Generative AI, on economic development, data security, and
readiness to respond the problems and needs of the public and private sectors. This
study has done in-depth analysis from own survey data and business data in
Thailand.
This study found that the widespread adoption of Generative AI will bring
tremendous benefits to the Thai economy and businesses. The country's potential
can be enhanced by the AI implementation across sectors. Although SMEs in some
certain sectors recognize the benefits and have started using Generative AI, most
SMEs hold up their AI investment over the next 2-5 years. However, there is a lack of
readiness in several dimensions, particularly due to insufficient government support in
terms of infrastructure for increasing adoption of this new technology and workforce
readiness.
To maximize the benefits of Generative AI for the Thai economy, all
sectors must urgently consider collaborative approaches to formulate short-term
policy directions and to prioritize long-term national strategies to ensure alignment.
This process can start with the government prioritizing digital infrastructure and
human capital development, as well as enacting laws and policies related to AI to
ensure data security and build up confidence. The Thai businesses and workforce
must enhance AI application skills effectively. Both the public and private
organizations need to invest more in AI research and development and foster
understanding among personnel at all levels, particularly in the need to improve
skills and ethics in AI usage. This approach should consider the differences in skills
and work processes of each department.
