สถานการณ์โลก ในปัจจุบันมีการเปลี่ยนแปลงและผันผวนอย่างรวดเร็วซึ่งการเปลี่ยนแปลง
ที่เกิดขึ้นเป็นสิ่งที่ยากต่อการควบคุมไม่อาจหลีกเลี่ยงได้และไม่อาจคาดการณ์เหตุการณ์ที่เกิดขึ้นในอนาคต
การเปลี่ยนแปลงอย่างรวดเร็วนั้นได้ส่งผลกระทบต่อความมั่นคงในหลายมิติ ปัจจัยหนึ่งที่ส่งผลให้เกิด
การเปลี่ยนแปลงอย่างก้าวกระโดดคือ “ความก้าวหน้าทางเทคโนโลยี” เทคโนโลยีที่เกิดใหม่ (Emerging
Technology) ได้กลายเป็นองค์ประกอบที่ส าคัญส าหรับสงครามในอนาคต เทคโนโลยีแห่งอนาคต เช่น
ปัญญาประดิษฐ์ (Artificial Intelligence : AI) ฐานข้อมูลขนาดใหญ่ (Big Data) บล็อกเชน (Blockchain)
และจักรวาลนฤมิต (Metaverse) มีการน าไปประยุกต์ใช้งานหลากหลายรูปแบบและทุกภาคส่วน
ผู้วิจัย จึงมุ่งศึกษาการบริหารข้อมูลให้ข้อมูลพร้อมใช้ และน าข้อมูลมาเป็นส่วนหนึ่งใน
การตัดสินใจในทุก ๆ กิจกรรมของภารกิจ โดยการวิจัยครั้งนี้มีวัตถุประสงค์เพ่ือ ๑) ศึกษา กรอบ
แนวความคิด ทฤษฎี เทคโนโลยี กระบวนการ มาตรฐาน และความต้องการใช้ประโยชน์ข้อมูล ส าหรับ
การตกลงใจที่มีประสิทธิภาพ ๒) วิเคราะห์สภาวะแวดล้อม ปัญหาและอุปสรรคในการด าเนินงาน
เกี่ยวกับการบริหารจัดการข้อมูลให้พร้อมใช้ ของกองบัญชาการกองทัพไทย ๓) เสนอแนะแนวทางการ
บริหารจัดการข้อมูล ส าหรับเพ่ิมประสิทธิภาพการปฏิบัติงานของกองบัญชาการกองทัพไทย โดยใช้
วิธีการด าเนินการวิจัยเชิงคุณภาพ ผลการวิจัยพบว่า การบริหารจัดการข้อมูลของกองบัญชาการ
กองทัพไทย ภายใต้แนวความคิด “กองบัญชาการกองทัพไทยมีระบบนิเวศข้อมูลที่สนับสนุน
กระบวนการตัดสินใจ ด้วยข้อมูลที่มีประโยชน์ ถูกต้อง และรวดเร็ว เพ่ือเพ่ิมประสิทธิภาพในการ
บริหารงานและสร้างความได้เปรียบต่อการเผชิญต่อภัยคุกคามทุกรูปแบบ ทุกมิติ ” ได้มีการน า
ประเด็นการพัฒนาซึ่งเกิดจากการวิเคราะห์และเปรียบเทียบกับ หลักการ ปัญหาและอุปสรรค จัดท าเป็น
กรอบการพัฒนา ๔ ด้าน ได้แก่ ด้านนโยบายข้อมูลและการก ากับดูแล ด้านกระบวนการ ด้านเทคโนโลยี
และด้านทักษะของบุคลากรและสภาวะแวดล้อมที่เกื้อกูลในทุกมิติ อันน าไปสู่การพัฒนาและใช้ข้อมูล
เป็นศูนย์กลาง ในการปฏิบัติงานภารกิจตามที่กฎหมายก าหนด และตามท่ีรัฐบาลมอบหมาย ซึ่งข้อมูล
ดังกล่าวจะต้องเป็นข้อมูลเชิงลึก (Insight) ที่มีคุณภาพ เพ่ือเพ่ิมความสามารถในการปฏิบัติงานที่เป็นเลิศ
พร้อมเผชิญภัยคุกคามทุกรูปแบบ ทุกมิติ ทั้งนี้ การก ากับดูแลและการติดตามประเมินผลที่ดี โดยกลไก
เชิงระบบ จากผู้ที่ได้รับมอบหมายให้ท าหน้าที่อย่างเข้มแข็งกับหน่วยที่เกี่ยวข้องอย่างใกล้ชิด
เพ่ือให้เกิดการพัฒนา ในด้านนโยบาย ควรก าหนดให้ข้อมูลที่เกิดขึ้นในกองบัญชาการ
กองทัพไทย เป็นทรัพย์สินของกองบัญชาการกองทัพไทย ต้องมีการบริหารจัดการข้อมูลแบบรวมการ
และ ควรมีนโยบายขับเคลื่อนแบบบูรณาการ มีการวิเคราะห์และใช้ข้อมูลแบบข้ามกลุ่มงาน (Cross
Function Analysis) เพ่ือให้ข้อมูลมีคุณค่าและเกิดประโยชน์สูงสุด อันจะน าไปสู่การเห็นความส าคัญ

ของข้อมูลในการปฏิบัติงานในทุกระดับ และต้องด าเนินการอย่างต่อเนื่อง เพ่ือให้เกิดวัฒนธรรมและ
ทักษะในการใช้ข้อมูลส าหรับก าลังพลในทุกระดับ โดยผู้บังคับบัญชาจะมีบทบาทน า ในการใช้ประโยชน์
จากข้อมูลในทุก ๆ การตัดสินใจ และพัฒนาคุณค่าของข้อมูลไปสู่ข้อมูลเชิงลึก ในการปฏิบัติ ก าหนด
นโยบายและแผนงานเร่งด่วน เพ่ือให้เกิดการขับเคลื่อนกองบัญชาการกองทัพไทย จัดจ้างที่ปรึกษา เพ่ือการ
จัดเตรียมบุคลากรในสายวิทยาการ จัดท ามาตรฐานการท างาน และเสริมสร้างวัฒนธรรมการท างานใหม่
ให้กับก าลังพลทั้งหมดของกองบัญชาการกองทัพไทย จัดหาเทคโนโลยีในการปรับปรุงกระบวนงานให้
ฉลาดและเป็นอัตโนมัติ เพ่ือลดข้อจ ากัดด้านก าลังพล อ านวยความสะดวก ในการเปลี่ยนผ่านไปสู่
SMART HQ ได้เร็วขึ้น รวมทั้งสร้างกรอบความร่วมมือด้านข้อมูลส าหรับขับเคลื่อนการปฏิบัติงานด้วย
ข้อมูลเชิงลึกในระยะแรกกับหน่วยงานที่มีประสบการณ์ ท าให้เกิดนวัตกรรมก้าวกระโดด

Abstract
Title Guidelines for information management of security agencies,
a case study of the Royal Thai Armed Forces Headquarters

The world situation is currently changing and fluctuating rapidly. Changes
that occur are difficult to control, unavoidable, and unpredictable in the future. Rapid
changes have impacted security in many dimensions. One factor that has led to such
a dramatic change is “Technological advancement.” "Emerging technologies have become
an important component for future warfare. Future technologies such as Artificial
Intelligence (AI), Big Data, Blockchain, and Metaverse are being applied in various forms
and sectors.
The researcher therefore aims to study the data management to make the
data ready for use and to use the data as part of decision making in every activity of
the mission. The objectives of this research are as follows: 1) Study the conceptual
framework, theory, technology, process, standards and data utilization requirements
for effective decision making. 2) Analyze the environment, problems and obstacles in
the operations of the Royal Thai Armed Forces Headquarters regarding data management
for readiness to use. 3) Provide guidelines for data management to increase the efficiency
of the operations of the Royal Thai Armed Forces Headquarters. Using qualitative research
methods. The research results found that the data management of the Royal Thai
Armed Forces Headquarters under the concept of "Royal Thai Armed Forces Headquarters
has an information ecosystem that supports the decision-making process with useful,
accurate and fast data to increase management efficiency and create an advantage in
facing all forms of threats in all dimensions." Development issues resulting from analysis
and comparison with principles, problems and obstacles have been developed into
a development framework in 4 areas: information policy and supervision, process,
technology, and personnel skills and a supportive environment in all dimensions,
leading to the development and use of information as the center for performing
missions as required by law and as assigned by the government. Such information
must be in-depth information with quality to enhance the ability to perform excellent
work and be ready to face threats in all forms and dimensions. In addition, good
supervision and monitoring and evaluation by systematic mechanisms from those
assigned to perform strong duties closely with related units.
In order to develop, in terms of policy, the data generated in the Royal Thai
Armed Forces Headquarters should be designated as the property of the Royal Thai

Armed Forces Headquarters. There must be integrated data management and an integrated
policy should be in place, with cross-functional analysis and data usage to maximize
data value and benefit. This will lead to the recognition of the importance of data in
operations at all levels and must be continuously implemented to create a culture
and skills in data usage for personnel at all levels. Commanders will play a leading
role in using data in every decision-making and developing the value of data into in-
depth data in operations. Set urgent policies and plans to drive the Royal Thai Armed
Forces Headquarters. Hire consultants to prepare personnel in the field of science,
develop work standards, and create a new work culture for all personnel of the Royal
Thai Armed Forces Headquarters. Provide technology to improve work processes to
be smart and automatic to reduce personnel limitations, facilitate the transition to
SMART HQ faster, and create a data cooperation framework to drive operations with
in-depth data in the early stages with experienced agencies, resulting in a leap forward
of innovation.
