เอกสารวิจัยฯ ฉบับนี้ จัดท าขึ้นโดยมีวัตถุประสงค์เพื่อศึกษาการขับเคล่ือนการส่งเสริม
การเกษตรของหน่วยบัญชาการทหารพัฒนา ตลอดจนวิเคราะห์แนวคิดการพัฒนาเศรษฐกิจชีวภาพ-
เศรษฐกิจหมุนเวียน - เศรษฐกิจสีเขียว (BCG Model) เพื่อเสนอแนะแนวทางการขับเคล่ือนการ
ส่งเสริมการเกษตรด้วย BCG Model ของหน่วยบัญชาการทหารพัฒนา โดยมุ่งเน้นการวิจัยจาก
เอกสารทางวิชาการ บทความทางวิชาการ แนวคิด ท่ีเกี่ยวข้อง และส่ือส่ิงพิมพ์ต่างๆ รวมท้ัง
ส่ืออิเล็กทรอนิกส์ ผู้วิจัยใช้การรวบรวมข้อมูลข้อมูลทุติยภูมิจากแหล่งข้อมูลท่ีเกี่ยวข้อง และข้อมูล
ปฐมภูมิจากการสัมภาษณ์เชิงลึกท่ีเกี่ยวข้อง เพื่อน าข้อมูลท่ีได้มาท าการศึกษา วิเคราะห์ เปรียบเทียบ
หาข้อดี ข้อเสีย และน าเสนอแนวทางทางการขับเคล่ือนการส่งเสริมการเกษตรด้วย BCG Model
ของหน่วยบัญชาการทหารพัฒนา ท้ังนี้ ผลการวิจัย สรุปได้ว่า แนวทางการขับเคล่ือนการส่งเสริม
การเกษตรด้วย BCG Model ของหน่วยบัญชาการทหารพัฒนา 1. ต้องมีการทบทวนการปฏิบัติตาม
ยุทธศาสตร์ท้ัง 4 ประเด็นยุทธศาสตร์อย่างสม่ าเสมอ เพื่อให้สอดคล้องกับการเปล่ียนแปลงท่ีเกิดขึ้น
ของสังคมโลก 2. มีการพัฒนาการปฏิบัติให้เป็นไปตามแผนงานท่ี 2 ของแผนงานหลัก 8 แผนงาน
3. ต้องศึกษาแผนแม่บทภายใต้ยุทธศาสตร์ชาติ (1) ประเด็นความมั่นคง (พ.ศ. 2561-2580) 4. หน่วย
บัญชาการทหารพัฒนาต้องศึกษาแผนแม่บทภายใต้ยุทธศาสตร์ชาติ (3) ประเด็นการเกษตร
(พ.ศ. 2561-2580) 5. ควรศึกษาแนวคิดการพัฒนาเศรษฐกิจชีวภาพ-เศรษฐกิจหมุนเวียน-เศรษฐกิจ
สีเขียว (Bio-Circular-Green Economy : BCG Model) ด้วยรูปแบบท่ีเหมาะสม ผู้วิจัยมีข้อเสนอแนะ
ดังนี้ 1. ควรมีนโยบายในการปรับปรุงและพัฒนาระบบการปฏิบัติในการขับเคล่ือนการส่งเสริม
การเกษตรของหน่วยบัญชาการทหารพัฒนา 2. ควรมีการน าเสนอแนวทางการพัฒนา การสร้าง และ
การต่อยอดองค์ความรู้เกี่ยวกับแนวคิดการพัฒนาเศรษฐกิจชีวภาพ-เศรษฐกิจหมุนเวียน-เศรษฐกิจ
สีเขียว (BCG Model) เพื่อสนับสนุนให้หน่วยบัญชาการทหารพัฒนาตามยุทธศาสตร์ประเด็นท่ี 4 คือ
การพัฒนาองค์กร 3. ควรมีหลักการส าคัญหรือกรอบแนวคิดในการปฏิบัติงานท่ียึดแนวคิดการพัฒนา
เศรษฐกิจชีวภาพ-เศรษฐกิจหมุนเวียน-เศรษฐกิจสีเขียว (BCG Model) เพื่อน ามาปรับใช้กับการพัฒนา
หน่วยบัญชาการทหารพัฒนาอย่างต่อเนื่องเพื่อสร้างความยั่งยืน

This research document was prepared with the objective of studying a driving
agricultural promotion with the BCG model of the Armed Forces Development
Command. As well as analyzing the concept of developing the bioeconomy, circular
economy, and green economy (BCG Model). In order, to suggest guidelines for driving
agricultural promotion with the BCG Model of the Armed Forces Development
Command. Focusing on research from academic documents Academic articles, concepts
related and various printed media including electronic media The researcher uses
secondary data collection from relevant sources and primary data from in-depth
interviews with experts related. In order, to use the information obtained to study,
analyze, compare, find advantages and disadvantages and present guidelines for driving
agricultural promotion with the BCG model of the Armed Forces Development
Command. The results of the research can be concluded that the guidelines for driving
agricultural promotion with the BCG model of the Command Military Development
1. There must be a regular review of the implementation of the strategy in all 4 strategic
to be in line with the changes occurring in the world society 2. There is development
of operations in accordance with plan 2 of the 8 main plans. 3. The master plan must
be studied under the national strategy (1) security issues (B.E. 2018-2037) 4. The Armed
Forces Development Command must study the master plan under the national strategy
(3) Agricultural issues (2018-2037) 5. Should study the concept of developing the
bioeconomy-circular economy-green economy. (Bio-Circular-Green Economy : BCG model)
with an appropriate format. The researcher has the following suggestions : 1. There
should be a policy to improve and develop the operational system for driving
agricultural promotion of the Armed Forces Development Command. 2. There should
be a presentation of guidelines for development, creation and extension of knowledge
regarding with the concept of developing the bioeconomy-circular economy-green
economy (BCG Model) to support the military command in developing according to
strategic issue number 4, which is organizational development. 3. There should be
important principles or operational concepts that adhere to the concept of Develop

development of the Armed Forces Development Command to develop continuously
to create sustainability.
