บุหรี่ไฟฟ้า นวัตกรรมอุปกรณ์การสูบยาใหม่ในสังคมไทยปัจจุบัน มาตรการทางกฎหมายที่เกี่ยวข้องมีความสับสนและคลุมเครือเป็นอย่างมาก มีทั้งในส่วนที่ผิดกฎหมายและไม่ผิดกฎหมาย นำไปสู่ความสับสนในการปฏิบัติหน้าที่ เป็นที่มาของงานวิจัยเรื่อง ข้อเสนอเชิงนโยบายเพื่อสร้างแนวทางที่เหมาะสมของตำรวจในการปฏิบัติหน้าที่ต่อมาตรการทางกฎหมายในการควบคุมผู้ใช้บุหรี่ไฟฟ้าของประเทศไทยซึ่งมีผลวัตถุประสงค์ของการวิจัยเพื่อศึกษาวิวัฒนาการของบุหรี่ไฟฟ้าในประเทศไทย แนวความคิด มาตรการทางกฎหมายในการควบคุมบุหรี่ไฟฟ้า มาตรการทางกฎหมายในต่างประเทศนำไปสู่ข้อเสนอเชิงนโยบายเพื่อสร้างแนวทางที่เหมาะสมของตำรวจในการปฏิบัติหน้าที่ต่อมาตรการทางกฎหมายในการควบคุมผู้ใช้บุหรี่ไฟฟ้าของประเทศไทยโดยใช้รูปแบบการวิจัยเชิงคุณภาพ
ผลการวิจัยพบว่า วิวัฒนาการบุหรี่ไฟฟ้าในประเทศไทยเริ่มต้น เป็นนวัตกรรมเพื่อการเลิกสูบบุหรี่ ต่อมาหน่วยงานสาธารณสุขเริ่มให้ข้อมูลว่าเป็นอันตรายจึงเริ่มต้นมาตรการทางกฎหมาย การห้ามนำเข้าและจำหน่ายทำให้เกิดการเติบโตของตลาดมืดและความนิยมของกลุ่มวัยรุ่นไทย มาตรการทางกฎหมายที่เกี่ยวข้องกับบุหรี่ไฟฟ้าในต่างประเทศ พบความแตกต่างในระดับของมาตรการและการปฏิบัติตามกฎหมาย โดยข้อเสนอเชิงนโยบายควร ปรับปรุงแก้ไขและทบทวนการตีความและบังคับใช้กฎหมาย ให้ตำรวจเน้นไปทำหน้าที่และภารกิจหลักของตนเอง และให้หน่วยงานอื่น เช่น สำนักงานคณะกรรมการคุ้มครองผู้บริโภค (สคบ.) เข้ามารับหน้าที่ด้านการป้องกันและปราบปรามบุหรี่ไฟฟ้าโดยตรง แนวทางที่เหมาะสมของตำรวจในการปฏิบัติหน้าที่ต่อมาตรการทางกฎหมายในการควบคุมผู้ใช้บุหรี่ไฟฟ้าของประเทศไทย การฝึกอบรมด้านกฎหมายและระเบียบ แนวทางการสืบสวนสอบสวนและบังคับใช้กฎหมายต้องมีความรู้และความเข้าใจที่ชัดเจนเกี่ยวกับกฎหมายที่เกี่ยวข้องกับบุหรี่ไฟฟ้า การประสานงานระหว่างหน่วยงาน เพื่อแลกเปลี่ยนข้อมูลและทรัพยากรในการควบคุมการใช้บุหรี่ไฟฟ้า

Abstract
Title The Driving, developing, and recommending tourism policies for Aging Tourists
through the participation of the Thailand Tourism Industry Network: Silver Age

This action research aims to: 1) study the context, conditions, problems, obstacles,
needs, and approaches for tourism development for elderly tourists (Silver Age group), 2) explore
behavior patterns and care approaches for the elderly abroad, and 3) propose methods to drive
tourism development and policies for Silver Age tourists through collaboration with the tourism
industry network, government agencies, and private sector organizations. Four groups of
stakeholders were purposively selected, including 5 government agencies, 5 private sector
organizations, 5 groups of business operators in tourist destinations and establishments, and 5
citizens. The research involved three key actions: 1) collecting information for planning, 2) taking
action and observing results, and 3) reflecting on process outcomes. Data were gathered through
document analysis, interviews, and focus groups, using triangulation to confirm the findings, and
analyzed via content analysis.
The results indicate that Thailand is recognized for its tourism potential due to its
geography, cultural heritage, multiculturalism, renowned food culture, and its reputation for
medical and herbal treatments. The country has well-developed infrastructure, with tourist
attractions providing facilities for elderly and disabled tourists, although regular maintenance is
necessary. A wide range of accommodation options is available, and tourism activities are closely
tied to specific attractions. The government provides funding for the continuous development of
tourism activities, while existing tourism laws are generally appropriate, though some regulations
pose limitations for businesses. Stakeholders have proposed a policy framework to promote
tourism for elderly tourists through the participation of the tourism industry network, focusing on
four strategies: preparing people, developing tourist attractions, improving laws, and enhancing
image communication. The research findings should be presented to relevant government

official online channels to raise public awareness.
