การศึกษาวิจัยเรื่อง แนวทางการแก้ไขปัญหาเรื่องสิ่งปลูกสร้างของส่วนราชการเชิง
บูรณาการ มีวัตถุประสงค์เพ่ือทราบกระบวนการและข้ันตอนการด าเนินการขึ้นทะเบียนที่ราชพัสดุของ
หน่วยงานของรัฐ ตลอดทั้ง กฎ ระเบียบ ที่ เกี่ยวข้องในเรื่องดังกล่าว เพ่ือทราบผลการติดตาม
การขับเคลื่อนการแก้ไขปัญหาสิ่งปลูกสร้างของส่วนราชการในระดับจังหวัด และเพ่ือรับทราบปัญหา
อุปสรรค พร้อมทั้งแสวงหาแนวทางการแก้ไขปัญหาสิ่งปลูกสร้างของส่วนราชการเชิงบูรณาการ ผู้วิจัย
ในฐานะผู้ตรวจราชการส านักนายกรัฐมนตรีได้ด าเนินการประชุมคณะกรรมการธรรมาภิบาลจังหวัด
ชัยนาท และมีการประชุมหารือร่วมกับหน่วยงานที่เกี่ยวข้อง โดยได้รวบรวมวิเคราะห์ข้อมูลพ้ืนฐานจาก
เอกสารที่เกี่ยวข้องกับการตรวจราชการ ผลการวิจัย กระบวนการและข้ันตอนการด าเนินการขึ้นทะเบียน
ที่ราชพัสดุ ตลอดทั้ง กฎ ระเบียบ ที่เกี่ยวข้องในเรื่องดังกล่าว โดยสามารถจ าแนกทรัพย์สินออกเป็น
๒ ประเภท ได้แก่ ทรัพย์สินสิ่งปลูกสร้างที่โดยสภาพเป็นที่ราชพัสดุ หรือทรัพย์สินสิ่งปลูกสร้างที่ไม่เข้า
ข่ ายเป็นที่ ราชพัสดุจากการศึกษา วิ เคราะห์ผลการติดตามการขับเคลื่ อนการแก้ ไขปัญหา
สิ่งปลูกสร้างของส่วนราชการในระดับจังหวัด พบว่า สิ่งปลูกสร้างของส่วนราชการโดยส่วนใหญ่ หลังจาก
ได้มีการจัดซื้อจัดจ้างแล้ว ไม่สามารถใช้งานได้ตามวัตถุประสงค์ หรือสามารถใช้งานได้ตามวัตถุประสงค์
บางส่วนแต่ยังไม่สามารถโอนให้แก่องค์กรปกครองส่วนท้องถิ่น เพ่ือปกครองดูแล หรือบ ารุงรักษาได้
โดยสาเหตุเกิดจากไม่มีการด าเนินการในการส่งมอบสินทรัพย์ตามขั้นตอนอย่างครบถ้วน หน่วยงานที่จะรับ
โอนปฏิเสธการรับโอน หน่วยงานที่จะรับโอนขอเปลี่ยนแปลงวัตถุประสงค์เดิมในการใช้ประโยชน์ เป็นต้น
ในส่วนของข้อเสนอแนะ ผู้วิจัยพบว่า กรณีสิ่งปลูกสร้างทั่วไป เห็นควรให้หน่วยงาน
ที่รับผิดชอบระดับกระทรวงหรือระดับกรม เน้นย้ าให้หน่วยงานในระดับพ้ืนที่ที่มีหน้าที่รับผิดชอบ จัดท า
แผนการบริหารจัดการโครงการภายหลังจากด าเนินการก่อสร้างแล้วเสร็จ ส าหรับกรณีของสนามกีฬา
เห็นควรให้กรมพลศึกษา และการกีฬาแห่งประเทศไทยจะด าเนินการก่อสร้างสนามกีฬาในครั้งต่อไป ควรมี
การจัดท าบันทึกความเข้าใจในการรับมอบสนามกีฬากับองค์กรปกครองส่วนท้องถิ่นเป็นลายลักษณ์อักษร
เพ่ือให้มีการปกครองดูแล บ ารุงรักษาให้มีสภาพพร้อมใช้ประโยชน์ของประชาชนตามวัตถุประสงค์ต่อไป

Title The Integrated Approach for Solving Problems Related to State Property

This research study on “The Integrated Approach for Solving Problems
Related to State Property” aims to study the process and procedure of the
registration of state property, including the related laws and regulations in this
matter, to acknowledge the results of monitoring the progress of resolving the
problem of state building at the provincial level, and to be concern of the issues and
obstacles, as well as to pursuit the integrated solutions to the problems of state
building. The researcher, Mr. Suwit Vichitsopha, as a General Inspector to the Prime
Minister’s Office, hosts the Meeting of the Chai Nat Provincial Governance Committee
and the related organizations as a chairperson by collecting and analyzing basic
information from documents related to government inspections, research results,
processes, and procedures for registering state property, as well as laws and
regulations related to this matter. State property is divided into two categories: the
first category includes property that is considered state property, and the second
category includes property that is not considered state property. A study and analysis
of the results of monitoring and addressing building issues in government agencies at
the provincial level revealed that most government buildings, after procurement,
either cannot be used for their intended purposes or can only be used for some
purposes but cannot be transferred to local administrative organizations for
administration or maintenance. The reasons for this include assets not being delivered
under the proper procedures, the government agency intended to receive the transfer
refusing to accept it, or requesting a change in the original purpose of use.
In terms of recommendations, the researcher found that in the case of
general property, it is recommended that the responsible agencies at the ministry or
department level emphasize that the responsible agencies at the local level prepare
a project management plan after the construction is complete. In the case of sports
fields, it is recommended that the Department of Physical Education and the Sports
Authority of Thailand, which will construct the next sports field, create
a memorandum of understanding (MoU) on the acceptance of the sports field with
the local administrative organization in writing to have governance and maintenance
to ensure that it is ready for public use according to the intended
