การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาปัญหา อุปสรรค และแนวทางการมีส่วนร่วม
ในกิจการต ารวจของภาคประชาชนในคณะกรรมการตรวจสอบและติดตามการบริหารงานต ารวจ
(กต.ตร.) ระดับสถานีต ารวจ ตลอดจนเสนอแนะแนวทางการปรับปรุงบทบาทและหน้าท่ีของภาค
ประชาชนในคณะกรรมการตรวจสอบและติดตามประเมินผล (กต.ตร.) ระดับสถานีต ารวจ ท่ีท าหน้าท่ี
ตรวจสอบและติดตามการบริหารงานต ารวจในกิจการต ารวจให้เหมาะสมกับลักษณะของต ารวจ
ยุคใหม่ โดยใช้กระบวนการวิธีการวิจัยเชิงคุณภาพ (Qualitative Research) โดยศึกษาค้นคว้า
จากเอกสารต ารา เอกสารวิจัย กฎหมาย ระเบียบ ข้อบังคับ และอื่น ๆ ท่ีเกี่ยวข้องกับการมีส่วนร่วม
ของประชาน รวมท้ังการสัมภาษณ์เชิงลึก
ผลการวิจัยพบว่า การมีส่วนร่วมในกิจการต ารวจของภาคประชาชนในคณะกรรมการ
ตรวจสอบและติดตามการบริหารงานต ารวจ (กต.ตร.) ระดับสถานีต ารวจ ยังคงมีปัญหา และอุปสรรค
ท้ังด้านบุคคลท่ีเป็นคณะกรรมการตรวจสอบและติดตามการบริหารงานต ารวจ (กต.ตร.) ระดับสถานี
ต ารวจ ด้านการสร้างการรับรู้และการสร้างความเข้าใจ ด้านงบประมาณสนับสนุน ด้านความไว้วางใจ
และความเท่าเทียมกัน และด้านอื่น ๆ ท้ังนี้ แนวทางการมีส่วนร่วมในกิจการต ารวจของภาคประชาชน
ในคณะกรรมการตรวจสอบและติดตามการบริหารงานต ารวจ (กต.ตร.) ระดับสถานีต ารวจ
ให้มีประสิทธิภาพ นั้น ด้านบุคคล ต้องสร้างการรับรู้เกี่ยวกับบทบาทหน้าท่ีของคณะกรรมการ
ตรวจสอบและติดตามการบริหารงานต ารวจ ระดับสถานีต ารวจ ด้านงบประมาณ ควรต้ังงบประมาณ
รายจ่ายประจ าปี เพื่อสนับสนุนการด าเนินงานหรือภารกิจของ กต.ตร.สถานีต ารวจ ตามความจ าเป็น
และเหมาะสม รวมถึงค่าเบี้ยประชุมส าหรับ กต.ตร.สถานีต ารวจ ในจ านวนท่ีเพียงพอและเหมาะสม
โดยมีข้อเสนอแนะให้มีคณะกรรมการตรวจสอบและติดตามการบริหารงานต ารวจ ระดับกองบังคับ
การต ารวจนครบาล 1-9 (กต.ตร.บก.น.1-9) และคณะกรรมการตรวจสอบและติดตามงานต ารวจ
ของภูธรภาค 1-9 เพิ่มเติม เพื่อให้สอดคล้องกับโครงสร้างของส านักงานต ารวจแห่งชาติ และเสนอ
ให้มีการปรับเปล่ียนกรรมการใน กต.ตร.สถานีต ารวจ ในส่วนของกรรมการ ภาคประชาชน
จากประชาชนท่ัวไป เป็นประชาชนท่ีมีความรู้ ความสามารถ ให้มีความเหมาะสม สอดคล้องกับ
ความจ าเป็นและความต้องการของพื้นท่ีในด้านต่าง ๆ

Title Public Participation in Monitoring and Inspecting Police Administration
at the Police Station

The objectives of this research are to study the issues, obstruction, and
to enhance the way of public participation in police activities, specifically within the
committees responsible for monitoring and inspecting police administration at the
police station. Furthermore, the study aims to suggest ways to improve the roles and
responsibilities of the public in these committees, and to ensure their work is suitable
for the modern police force. The research employs qualitative methods, such as
reviewing documents, research papers, laws, regulations, and other relevant materials
on public participation as well as conducting in-depth interviews.
The results show that public participation in the activities of the committees
responsible for monitoring and inspecting police administration at the police station
level still faces several challenges. These challenges include issues related to the
individuals who serve on these committees, the creation of awareness and understanding,
budgetary support, trust, equality, and other related factors. To enhance the effectiveness
of public participation in these committees, the study suggests the following : 1. Personnel
: Increase awareness of the roles and responsibilities of the committees responsible
for monitoring and inspecting police administration at the police station 2. Budget :
Provide an annual budget to support the operations or missions of these committees
at police stations, including providing sufficient and appropriate allowances for committee
meetings. The study also proposes the establishment of additional committees at the
Metropolitan Police Divisions 1-9 and the Provincial Police Regions 1-9 to align with
the structure of the Royal Thai Police. Also, it suggests changing the composition of
the public members in these committees from general citizens to individuals with
relevant knowledge and expertise to better meet the needs of the area.
