หลักนิยมทางทหาร (Military Doctrine) ถือเปนการหลักพ้ืนฐานที่กําลังทางทหาร
ยึดถือเป็นแนวปฏิบัติเพ่ือสนับสนุนวัตถุประสงคทางทหาร หรือวัตถุประสงคของชาติ (National
Objectives) โดยเปนตัวแปรแหงความสําเร็จของการยุทธตั้งแตอดีตจนถึงปจจุบัน กองทัพบกไดเห็น
ความสําคัญของหลักพ้ืนฐานดังกล่าว ที่ผานมาจึงไดนําหลักนิยมทางทหารมากําหนดเปนแนวทางการ
ปฏิบัติในภาพรวม ซึ่งการดําเนินการสวนใหญ่เป็นการนําหลักนิยมทางทหารของกองทัพบกจากตาง
ประเทศ โดยเฉพาะอย่างยิ่งกองทัพบกสหรัฐฯ มาเปนตนแบบและปรับใชมาตั้งแต พ.ศ.๒๕๓๘ ดังนั้น
การพิจารณาและกำหนดแนวทางการพัฒนาหลักนิยมทางทหารของกองทัพบกที่เป็นเอกลักษณ์ และ
มีความเหมาะสมสอดคล้องกับอัตลักษณ์ และข้อจำกัดในด้านต่าง ๆ ของกองทัพบก รวมทั้งสภาพ
สังคมของประเทศไทย และภัยคุกคามด้านความมั่นคงที่อาจจะเกิดขึ้น ในศตวรรษที่ ๒๑ นับว่ามี
ความสำคัญ และจำเป็นอย่างยิ่ง
ผลการวิจัยพบว่าการเปลี่ยนแปลงอย่างรวดเร็วเนื่องจากกระแสโลกาภิวัตน์
(Globalization) ในศตวรรษที่ ๒๑ โลกเกิดสภาวะไร้พรมแดน และเชื่อมประสานกันในมิติทางสังคม
เศรษฐกิจ การเมือง การทหาร และวิทยาศาสตร์และเทคโนโลยี ส่งผลต่อภัยคุกคามที่กระทบต่อความ
มั่นคงของชาติ ทั้งชนิดตามแบบ (Traditional Threats) และชนิดไม่ตามแบบ (Non-Traditional
Threats) มีความสำคัญ สลับซับซ้อนมากยิ่งขึ้น แนวทางการพัฒนาหลักนิยมทางทหารของกองทัพบก
ในศตวรรษที่ ๒๑ ที่มีความเหมาะสมต้องประกอบด้วยการปรับปรุงพัฒนาหลักนิยมทางทหารของ
กองทัพบก พ.ศ.๒๕๔๙ มาพัฒนาต่อยอดและบูรณาการร่วมกันอย่างเป็นระบบ การเชื่อมต่อและสอ
คล้องกันในทุกระดับของนโยบายของชาติ การแสวงความร่วมมือกับหน่วยงาน สถาบันและ
สถานศึกษา การจัดทำเอกสารกำหนดแนวทางการพัฒนาหลักนิยมทางทหารที่ชัดเจน และครอบคลุม
ในทุกมิติ เหมือนเช่น TRADOC ได้ออกเอกสาร TRADOC Regulation 25-36 : The U.S. Army
Training and Doctrine Command Doctrine Publishing Program และการปรับปรุงโครงสร้าง
หน่วยงานที่รับผิดชอบในการพัฒนาหลักนิยมทางทหารของกองทัพบก รวมทั้งการศึกษาและวิเคราะห์ภัย
คุกคามด้านความมั่นคงในศตวรรษที่ ๒๑ ที่อาจจะเกิดขึ้น และส่งผลกระทบต่อกองทัพบกอย่างต่อเนื่อง
ถือเป็นปัจจัยที่สำคัญต่อการดำเนินการให้หลักนิยมทางทหารของกองทัพบกสามารถใช้สนับสนุนการ
ปฏิบัติภารกิจได้อย่างมีประสิทธิภาพต่อไป

Title Guidelines for Developing the Army's Military Doctrine in the 21 st
Century

Military Doctrine is considered the basic principle of military power adhere
to guidelines to support military objectives or National Objectives which are the
variables of success in strategy from the past until the present. The Royal Thai Army
(RTA) has seen the importance of these basic principles. In the past, military doctrine
has been used to determine overall operational guidelines. The majority of
operations have been the adoption of military principles of the Army from other
country, especially the United States Army has been used as a model since 1995.
Therefore, considering and setting guidelines for developing the RTA's unique military
doctrine and is appropriate and absolutely necessary. It is identity and limitations in
various areas of operations, including the social conditions of Thailand and security
threats that may occur in the 21st century.
Research has shown that changes are rapid due to globalization in the 21st
century. They bring the world to become borderless and link together in social,
economic, political, military, and science and technology dimensions. Threats
affecting national security both traditional types (Traditional Threats) and non-
traditional types (Non-Traditional Threats) are more important and complex. An
appropriate approach for developing the Army's military doctrine in the 21st century
must consist of improving and developing the Army's military doctrine 2006 in a
systematic way, connectivity and consistency at all levels of national policy, seeking
cooperation with agencies Institutions and educational institutions, documentation of
clear guidelines for the development of military doctrine , such as TRADOC has
issued the document TRADOC Regulation 25-36: The U.S. Army Training and Doctrine
Command Doctrine Publishing Program, improving the structure of the agencies
responsible for developing the military doctrine and the study and analysis of
security threats in the 21st century affecting the RTA that may occur and
continuously. It is considered an important factor in ensuring that the Army's military
doctrine can be used to effectively support mission and operations.
