อย่างยั่งยืน ระดับยอดเยี่ยม ประจ าปี พ.ศ. ๒๕๖๖

ในปัจจุบันได้มีการกล่าวถึงการพัฒนาแบบบูรณาการอย่างยั่งยืนกันอย่างกว้างขวาง
ท้ังในกฎหมายหลักของประเทศ ยุทธศาสตร์ชาติ ๒๐ ปี แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ
วาระขององค์การสหประชาชาติว่าด้วยการพัฒนาท่ียั่งยืน และหลักปรัชญาของเศรษฐกิจพอเพียง เป็นต้น
โดยงานวิจัยครั้งนี้ศึกษา แนวทางการบริหารงานเชิงพื้นท่ีแบบบูรณาการ โดยใช้รูปแบบการมีส่วนร่วม
ของประชาชน กรณีศึกษา : อ าเภอวังเจ้า อ าเภอบ าบัดทุกข์ บ ารุงสุข แบบบูรณาการอย่างยั่งยืน
ระดับยอดเยี่ยม ประจ าปี ๒๕๖๖ โดยมีวัตถุประสงค์ ๑. เพื่อศึกษาและวิเคราะห์สภาพปัญหาและ
อุปสรรค ในการขับเคล่ือนการบริหารงานเชิงพื้นท่ีแบบบูรณาการในระดับพื้นท่ี ๒. เพื่อวิเคราะห์
แนวทางการบริหารงานเชิงพื้นท่ีแบบบูรณาการ โดยใช้รูปแบบการมีส่วนร่วมของประชาชน
กรณีศึกษา : อ าเภอวังเจ้า อ าเภอบ าบัดทุกข์ บ ารุงสุข แบบบูรณาการอย่างยั่งยืน ระดับยอดเยี่ยม
ประจ าปี พ.ศ. ๒๕๖๖ เพื่อน ามาเป็นแนวทางการศึกษาและถอดบทเรียนการด าเนินงานท่ีบังเกิดผล
อย่างเป็นรูปธรรม เพื่อขยายผลและเป็นต้นแบบการพัฒนาพื้นท่ีของอ าเภออื่นๆ ในจังหวัด ๓. เพื่อเสนอ
แนวทางการบริหารงานเชิงพื้นท่ีแบบบูรณาการ โดยใช้รูปแบบการมีส่วนร่วมของประชาชนสู่การพัฒนา
ในเชิงพื้นท่ี
วิธีด าเนินการวิจัย ผู้วิจัยเลือกใช้ระเบียบแบบกรณีศึกษา (Case Study) โดยเลือก
อ าเภอวังเจ้า อ าเภอบ าบัดทุกข์ บ ารุงสุขแบบบูรณาการอย่างยั่งยืน ระดับยอดเยี่ยม ประจ าปี ๒๕๖๖
ส าหรับการวิ จัยโดยผู้วิ จัยศึกษาแนวคิด ระเบียบกฎหมายท่ีเกี่ยวข้อง และวิจัยเชิง คุณภาพ
โดยสัมภาษณ์เจาะลึกภาคีเครือข่ายท่ีเกี่ยวข้อง ประกอบข้อมูลวิจัยเชิงปริมาณ จากแบบสอบถาม
(Questionaries) ความคิดเห็นประชาชนชน ๓๐๐ ตัวอย่าง
ผลการวิจัย พบว่า ๑. สภาพปัญหาและอุปสรรคในการขับเคล่ือนการบริหารงาน
เชิงพื้นท่ี แบบบูรณาการ พบว่า มีปัญหาเชิงโครงสร้าง อ านาจหน้าท่ี กฎระเบียบท่ีมีลักษณะรวมศูนย์
แม้ว่าได้วางหลักการบริหารงานในลักษณะท่ียึดพื้นท่ีเป็นหลัก โดยใช้จังหวัดเป็นจุดเช่ือมโยง
ยังขาดความสมดุล ๒ มิติ คือ การบริหารงานตามยุทธศาสตร์ (Agenda) และการท างานตามปกติ
(Function) ๒. แนวทางการบริหารงานเชิงพื้นท่ี พบว่า ผู้น าองค์กรมีส่วนส าคัญ มีการสร้างทีมงาน
ท่ีเข้มแข็ง สร้างองค์ความรู้ร่วมกันบนพื้นฐานปรัชญาของเศรษฐกิจพอเพียง โดยก าหนดเป้าหมาย
ร่วมกัน TPMAP และ ThaiQM ๓. แนวทางการบริหารงานเชิงพื้นท่ีแบบบูรณาการ พบว่า ศักยภาพ
ของผู้น าท่ีบูรณาการความร่วมมือจาก ๗ ภาคีเครือข่าย โดยก าหนดเป้าหมาย One Plan แผนเพื่อ
บ าบัดทุกข์ บ ารุงสุข โดยใช้กลยุทธในการท างาน โดยมองข้ามข้อจ ากัดเรื่องงบประมาณ “ปลุก Passion”
จนสามารถแก้ไขปัญหาต่างๆ ได้ตรงตามเป้าหมาย เพื่อการพัฒนาท่ียั่งยืน

At present, sustainable integrated development has been widely discussed
both in the main laws of the country, 20-years national strategy, national economic
and social development plan, United Nations agenda for sustainable development
and the philosophy of sufficiency economy, etc. This research studies Integrated
spatial management approach using the public participation model. Case study:
Wang Chao District, a district that treats suffering and promotes happiness in a
sustainable integrated way, excellent level for the year 2023. The objectives 1. to
study and analyze problems and obstacles in driving Integrated spatial management
at the local level 2. To analyze the integrated spatial management approach using
the public participation model. Case study : Wang Chao District, integrated model.
Sustainable Excellent level for the year 2023 to be used as an educational guideline
and extract lessons learned from operations that have produced concrete results to
expand the results and serve as a model for development areas of other districts in
the province 3) to propose guidelines for integrated spatial management using the
model of public participation in spatial development.
How to conduct research, I chose to use a case study method by
choosing Wang Chao District, Which is a sustainable way Excellent level 2023 for
research. The researcher studied the concept, related legal regulations and
qualitative research using in-depth interviews, related network partners Compiled
with quantitative research data from questionnaires (Questionaries) opinions of 300
people.
The results of the research found that : 1. The of problems and
obstacles in driving integrated spatial management. It was found that there were
structural problems, authority, duties, and regulations which centralized. Even
though the management principles had been laid down in a way that was based on
area, by using the province as a linkage point. There is still a lack of balance in 2

dimensions, management according to strategy (Agenda) and normal work (Function).
2. Guidelines for spatial management. It was found that organizational leaders play
an important role. There is a strong team building, create knowledge together based on
the philosophy of Sufficiency Economy by setting joint goals of TPMAP and ThaiQM 3.
Integrated spatial management approach, it was found that the potential of leaders
who integrated cooperation from 7 network partners By setting the goal of One Plan,
a plan to cure suffering and promote happiness by using strategies for working,
overlooking budget constraints, and "Awaken Passion". Finally various problems can
be solved, meets the target for sustainable development.
