การศึกษาวิจัย เรื่อง การขับเคลื่อนความปลอดภัยและอาชีวอนามัยของประเทศไทย
สู ่เป้าหมายการพัฒนาที่ยั ่งยืน (Sustainable Development Goals : SDGs) มีวัตถุประสงค์เพ่ือ
๑. ศึกษาและวิเคราะห์สถานการณ์ความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน
ของประเทศไทย ๒. ศึกษาและวิเคราะห์องค์ประกอบและปัจจัยที ่เกี ่ยวข้องในการขับเคลื ่อน
ความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน ๓. เสนอแนวทางการขับเคลื ่อน
ความปลอดภัยและอาชีวอนามัยของประเทศไทยสู่เป้าหมายการพัฒนาที่ยั่งยืน โดยรวบรวมข้อมูลปฐมภูมิ
จากการสัมภาษณ์เชิงลึกและการสนทนากลุ่มจากหน่วยงานเครือข่าย และข้อมูลทุติยภูมิจากการศึกษา
แนวคิด ทฤษฎี และการวิจัยจากเอกสาร มาทำการวิเคราะห์เนื้อหา วิเคราะห์ เปรียบเทียบและ
สังเคราะห์ข้อมูล และเสนอแนวทางการขับเคลื่อนความปลอดภัยและอาชีวอนามัยของประเทศไทย
สู่เป้าหมายการพัฒนาที่ยั่งยืนต่อไป
ผลการศึกษาวิจัย พบว่า สถานการณ์การประสบอันตรายจากการทำงานยังส่งผลกระทบ
ทั้งทางตรงและทางอ้อมต่อเศรษฐกิจและสังคมของประเทศ โครงสร้างการบริหารจัดการด้านความปลอดภัย
ของประเทศยังมีความซ้ำซ้อนและขาดประสิทธิภาพ นโยบายระดับชาติและแผนปฏิบัติการด้าน
ความปลอดภัยและอาชีวอนามัยที่ผ่านมาไม่สามารถเชื่อมโยงกับห่วงโซ่คุณค่าตามประเด็นยุทธศาสตร์ชาติระยะ
๒๐ ปี และเป้าหมายการพัฒนาที่ยั่งยืนขององค์การสหประชาชาติได้ จึงได้เสนอแนวทางการขับเคลื่อน
ความปลอดภัยและอาชีวอนามัย โดยบูรณาการแนวทางการบริหารจัดการด้านความปลอดภัยภายใต้
ยุทธศาสตร์ ๔ ด้าน คือ การพัฒนาและการป้องกัน การพัฒนาและสร้างการรับรู้ การสร้างการมีส่วนร่วม
การพัฒนากลไกการบริหารจัดการด้านความปลอดภัยและอาชีวอนามัย มีการจัดตั้งหน่วยงานระดับกรม
เป็นหน่วยงานหลักด้านความปลอดภัยและอาชีวอนามัย และเพ่ิมเติมประเด็นความปลอดภัยและอาชีวอนามัย
เป็นแผนย่อยในแผนแม่บทภายใต้ยุทธศาสตร์ชาติประเด็น ๑๗ ความเสมอภาคและหลักประกันทางสังคม
ข้อเสนอแนะ กระทรวงแรงงานควรส่งเสริมใหทุ้กภาคส่วนเข้ามามีส่วนร่วมในการวางแผนงาน
การขับเคลื่อนความปลอดภัยและอาชีวอนามัย ส่งเสริมวัฒนธรรมความปลอดภัยและอาชีวอนามัย
อย่างต่อเนื่อง และศึกษาความเชื่อมโยงอนุสัญญาองค์การแรงงานระหว่างประเทศกับยุทธศาสตร์ชาติ

Title Driving Safety and Occupational Health in Thailand towards
sustainable development goals

A research study on driving Thailand's safety and occupational health
towards sustainable development goals aims to study and analyze the situation of
occupational safety and health and the working environment in Thailand. Secondly, to
study and analyze elements and factors related to driving occupational safety, health,
and working environment. The 3rd purpose is to drive Thailand's occupational safety
and health towards sustainable development goal by collecting primary data from
in-depth interviews and group conversations with occupational safety and health
network agencies. Secondary data from the study of theoretical concepts and research
to analyze the content, analyze, compare, and synthesize data to propose a guideline for
driving occupational safety and health of Thailand to the sustainable development goals.
The results of the research study found that the situation of occupational
hazards still affect the economy and society of the country directly and indirectly.
The occupational safety and health management structure is still redundant and
ineffective. In the past, the strategies of action plans could not link the value chain to
the national strategy and the United Nations Sustainable Development Goals.
The research study has set 4 strategies to develop and prevent the development
and create awareness, participation, and development management mechanisms.
To designate a main agency at the department level for managing the strategies and
add the issues of occupational safety and health as a sub-plan in the master plan under
the National Strategy, Issue 17, Equality and Social Security.
To recommend, the Ministry of Labour should encourage all sectors to
participate in work planning to drive occupational safety and health and continuously promote
safety culture and study the connection of the International Labor Organization
Convention with the 20-year national strategy and sustainable development goals.
