การบูรณาการแก้ปัญหาแรงงานต่างด้าว หลบหนีเข้าเมืองผิดกฎหมาย ศึกษากรณี
พ้ืนที่ชายแดน จังหวัดกาญจนบุรี มีวัตถุประสงคศ์ึกษารูปแบบ วิธีการ สภาพปัญหาเพื่อนำมาวิเคราะห์
และการพัฒนาประสิทธิภาพ เพื่อกำหนดแนวทางการบูรณาการหน่วยงานด้านความมั่นคง การศึกษาวิจัย
ครั้งนี้ เป็นการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์แบบเจาะลึกจากผู้ให้ข้อมูลสำคัญ จำนวน ๑๘ คน ผล
การศึกษาพบว่า สาเหตุที่แรงงานต่างด้าวหลบหนีเข้าเมืองผิดกฎหมายเพิ่มมากขึ้นในบางช่วงของปี
คือ สภาพเศรษฐกิจ สภาพภูมิศาสตร์ สถานการณ์สู้รบภายในประเทศเมียนมา กลุ่มขบวนการนำพา
แรงงานต่างด้าว และการจูงใจ ปัจจัยที่ทำให้แรงงานต่างด้าวหลบหนีเข้าเมืองโดยผิดกฎหมาย เข้าสู่ประเทศ
ไทยโดยผ่านช่องทางธรรมชาติพื ้นที ่ อำเภอสังขละบุรี อำเภอไทรโยค และอำเภอเมืองกาญจนบุรี
ข้อเสนอแนะ ขับเคลื่อนศูนย์สั่งการชายแดนอย่างเป็นรูปธรรม โดยผู้ว่าราชการจังหวัด เพ่ือกำหนดแนวทาง

Title: Integration for Addressing the Issue of Illegal Alien Workers Entering the
Country: A Case Study of Border Areas in Kanchanaburi Province

The study on integrating solutions to address the issue of illegal alien workers
entering the country in the border areas of Kanchanaburi Province aims to investigate
the patterns, methods, and conditions of the problem to analyze and enhance
efficiency for developing strategies for the integration of security agencies. This
qualitative research employed in-depth interviews with 18 key informants.
The findings reveal that the increase in illegal entry of alien workers during
certain periods of the year is attributed to economic conditions, geographical factors,
internal conflict in Myanmar, human trafficking networks, and incentives. Factors
leading to illegal entry into Thailand typically involve natural border areas in Sangkhla
Buri District, Sai Yok District, and Mueang Kanchanaburi District. Recommendations for
addressing these issues include the concrete establishment of a Border Command
Center led by the provincial governor to set guidelines, supervise, and direct
improvements. Additionally, there is a suggestion to enhance the economic
development of the Ban Chedi Sam Ong Special Economic Zone to accommodate
alien workers on a daily commuting basis, with state measures to support and
encourage investment in the area, thereby mitigating the impact of illegal alien worker
migration.
