เร่ือง บริบทการขับเคลื่อนอุตสาหกรรมป้องกันประเทศของไทย
ตามนโยบาย S – Curve 11

สถานการณ์โลกปัจจุบันมีการเปลี่ยนแปลงอย่างรวดเร็วมีความเป็นพลวัต ความก้าวหน้า
ของเทคโนโลยี และการแข่งขันทางยุทธศาสตร์ของประเทศมหาอำนาจ (การครอบครองอาวุธ การพัฒนา
อาวุธยุทโธปกรณ์ และการสะสมอาวุธที่มีอานุภาพทำลายล้างสูง) ส่งผลกระทบต่อสภาวะแวดล้อม
ความมั่นคงของโลกในหลากหลายมิติ ซึ่งปัจจัยด้านเทคโนโลยี เช่น การใช้หุ่นยนต์ในสงคราม การใช้
อากาศยานไร้คนขับในการสังหาร และการใช้ระบบอาวุธอัตโนมัติ (Autonomous Weapon) จะเป็น
ปัจจัยเร่งที่สำคัญในการเตรียมพร้อมรับมือ และป้องกันภัยคุกคามที่อาจส่งผลกระทบต่อความมั่นคง
ของประเทศตน รวมถึง “การใช้ห้วงอวกาศ” อาจถูกใช้เป็นสนามรบทางทหารเพ่ิมขึ้นในอนาคต จึงเป็น
ความท้าทายที่ประเทศไทยยังคงต้องเผชิญหน้ากับความหลากหลายในทุกมิติและทุกรูปแบบ โดยเฉพาะ
ในเรื่องของอุตสาหกรรมป้องกันประเทศ ที่มีความก้าวหน้าทางเทคโนโลยีอย่างก้าวกระโดด Disruptive
Technology ตลอดจนการใช้งบประมาณในการนำเข้าอาวุธจากต่างประเทศ (Imports) ที่ค่อนข้างสูง
จากการศึกษาพบว่า กิจการอุตสาหกรรมป้องกันประเทศ นอกจากจะเป็นหลักประกัน
ด้านความมั่นคงให้กับประเทศ ในสภาวะที่ประเทศไทยยังคงต้องเผชิญหน้ากับความท้าทายหลายรูปแบบ
ภายใต้ขั้วมหาอำนาจที่มีความขัดแย้งและช่วงชิงผลประโยชน์กัน ในสถานการณ์ปัจจุบันจนถึงอนาคตแล้ว
กิจการอุตสาหกรรมป้องกันประเทศ ยังสามารถสร้างโอกาสทางเศรษฐกิจให้กับประเทศไทย รวมทั้ง
สนับสนุนการเปลี่ยนแปลงความก้าวหน้าด้านเทคโนโลยีอย่างก้าวกระโดดให้กับประเทศตามยุทธศาสตร์ชาติ
ด้านความมั่นคง และยุทธศาสตร์ชาติด้านการสร้างขีดความสามารถในการแข่งขัน ปัจจัยความสำเร็จของ
ประเทศไทยคือ การที่รัฐบาลสร้างระบบนิเวศอุตสาหกรรมป้องกันประเทศ (Defence Eco System) ที่เอ้ือ
ต่อการประกอบกิจการอุตสาหกรรมป้องกันประเทศของไทย และการสร้างสภาวะแวดล้อมที่สนับสนุน
ให้อุตสาหกรรมทุกประเภทในประเทศไทย เป็นพ้ืนฐานของอุตสาหกรรมป้องกันประเทศ ซึ่งจะทำให้
ผู้ประกอบการเดิม รวมทั้งประชาชนที่อยู่ในภาคส่วนต่าง ๆ ได้ประโยชน์ สร้างรายได้ และมีส่วนร่วมในการ
ใช้เทคโนโลยีและผลผลิตที่เกิดจากอุตสาหกรรมป้องกันประเทศ ทั้งนี้ กระทรวงกลาโหมจะมีบทบาทสำคัญ
๕ บทบาทในการเชื่อมโยงกับภาครัฐ ภาคเอกชน และภาคประชาชน ที่จะทำให้เข้าใจถึงทิศทาง (Trend)
ของอุตสาหกรรมป้องกันประเทศ และการเข้าใจเทคโนโลยีในมิติด้านการทหาร ที่ทำให้ ระบบนิเวศ
อุตสาหกรรมป้องกันประเทศเติบโต สอดคล้องกับยุทธศาสตร์ชาติที่กำหนด
กระทรวงกลาโหมในฐานะผู้เชื่อมโยง สามารถให้การสนับสนุนรัฐบาล ในการสร้างการรับรู้ถึง
องค์ประกอบ และกลไก “บริบทการขับเคลื่อนอุตสาหกรรมป้องกันประเทศของไทย ภายใต้นโยบาย
S – Curve 11” ที่มีประเด็นหลักที่สำคัญ ได้แก่ ส่วนแรก การทำหน้าที่ตามบทบาทของกระทรวงกลาโหม
(๕ บทบาท) ส่วนที่สอง การจัดกลุ่มประเภทกิจการด้านอุตสาหกรรมป้องกันประเทศของไทย (กลุ่มพ้ืนฐาน
ทั่วไป General/Basic ที่เป็นอุตสาหกรรมป้องกันประเทศพ้ืนฐาน กลุ่ม Advance technology หรือต่อยอด
การพัฒนาของเทคโนโลยี และกลุ่มนวัตกรรมใหม่ Innovation technology) และส่วนที่สาม ระบบนิเวศ
อุตสาหกรรมป้องกันประเทศ (Eco System) ที่เอ้ือต่อการประกอบกิจการอุตสาหกรรมป้องกันประเทศของไทย

Title Context of Driving Thailand's Defense Industry
According to S – Curve 11 Policy

The current world situation is changing rapidly. Advances in technology and
strategic competition among great powers, stemmed from possession of weapons, development
of weapons and equipment, and the accumulation of weapons of mass destruction, affect
the global security environment in many dimensions. This is because of technological factors,
such as the use of robots in war, the use of unmanned aerial vehicles for assassination, the use
of automatic weapons systems (Autonomous Weapon). It will be an important accelerating
factors for preparing and defending against threats which might affect a country’s security.
Furthermore, there might be an increase of " the use of space" as a military battlefield
in the future. Therefore, it is a challenge for Thailand which still has to face with diversity
in every dimension and in every form, especially in the defense industry, which has huge
technological advancements and used a considerable amount of budget for weapons import.
From the study, it was found that National defense industry is not only a security
guarantee for a country In the situation where Thailand still has to face many types of challenges
under the scenarios superpowers which have conflicts and competing for interests. The trend
might continue from now to the future. National defense industry can create economic
opportunities for Thailand, including supporting rapid changes in technological progress
for Thailand, according to the national security strategy and the national strategy for creating
competitive ability. The factors that will being success to Thailand is “Defense Eco System”
that facilitates the operation of Thailand's defense industry and create an environment
that supports all types of industries in Thailand. The basis of the national defense industry
will benefit the original entrepreneurs, including people in various sectors, generatic income,
and have a chance to utilize technology and product made by defense industry. The Ministry
of Defense will have five important roles linking with the government, private sector, and
public sector, for example, making relevant parties understand the direction of the national
defense industry and technology in the military dimension, which allows the defense industry
ecosystem to grow in line with the national strategy.
The Ministry of Defence, as a connector, can provide the government support.
To create awareness of components and mechanisms of “the context of driving Thailand's
defense industry under the S – Curve 11 policy”, this work includes three part. The first part
is performing duties according to the role of the Ministry of Defense (5 roles). The second part
is the classification of Thailand's defense industrial activities. (General group and basic group,
which are the basic defense industry, advance technology group or further development
of technology, and new innovation group innovation technology) and the final part is Defense
Industry Ecosystem (Eco System) which facilitates defense industry operations in Thailand.
