เรื่อง รูปแบบและแนวทางการขับเคล่ือนนโยบายการจัดการศึกษาที่แตกต่าง
จากมาตรฐานการอุดมศึกษา เพื่อพัฒนาก าลังคนและความมั่นคงของประเทศ

การศึกษาวิจัย เรื่อง รูปแบบและแนวทางการขับเคล่ือนนโยบายการจัดการศึกษา
ท่ีแตกต่างจากมาตรฐานการอุดมศึกษาเพื่อพัฒนาก าลังคนและความมั่นคงของประเทศ มีวัตถุประสงค์
เพื่อศึกษาสภาพปัญหาและความต้องการของสถาบันอุดมศึกษาในการจัดการศึกษาท่ีแตกต่างจาก
มาตรฐานการอุดมศึกษา ศึกษาปัจจัยท่ีมีผลต่อการจัดการศึกษาท่ีแตกต่างจากมาตรฐานการ
อุดมศึกษา และให้ข้อเสนอแนะรูปแบบและแนวทางในการขับเคล่ือนนโยบายการจัดการศึกษาท่ี
แตกต่างจากมาตรฐานการอุดมศึกษา โดยมีขอบเขตด้านเนื้อหาตามวัตถุประสงค์ของการวิจัย และใช้
วิธีด าเนินการวิจัยโดยการวิจัยแบบผสมผสาน และใช้แบบสอบถามส าหรับการศึกษาเพื่อตอบ
วัตถุประสงค์สภาพปัญหาและความต้องการของสถาบันอุดมศึกษาในการจัดการศึกษาท่ีแตกต่างจาก
มาตรฐานการอุดมศึกษาและปัจจัยท่ีมีผลต่อการจัดการศึกษาท่ีแตกต่างจากมาตรฐานการอุดมศึกษา
และใช้แบบสัมภาษณ์ส าหรับการศึกษาเพื่อตอบวัตถุประสงค์ให้ข้อเสนอแนะรูปแบบและแนวทาง
ในการขับเคล่ือนนโยบายการจัดการศึกษา โดยผลการศึกษาช้ีให้เห็นถึงปัญหาอยู่ในระดับปานกลาง
ท้ังในภาพรวมและรายประเด็นท่ีเกี่ยวข้องกับการจัดการศึกษาภายใต้เกณฑ์มาตรฐานหลักสูตร
การศึกษาระดับอุดมศึกษาในปัจจุบัน โดยมีประเด็นเกณฑ์มาตรฐานหลักสูตรการศึกษา
ระดับอุดมศึกษาในปัจจุบัน เป็นอุปสรรคต่อการพัฒนาหลักสูตรและการจัดการเรียนการสอนของ
สถาบันอุดมศึกษามีค่าคะแนนเฉล่ีย น้อยท่ีสุด ซึ่งแสดงให้เห็นว่า เกณฑ์มาตรฐานหลักสูตรการศึกษา
ระดับอุดมศึกษาในปัจจุบันมีความเหมาะสม ในระดับหนึ่ง ส าหรับผลการศึกษาความต้องการในการ
จัดการศึกษาท่ีแตกต่างจากมาตรฐานการอุดมศึกษา พบว่า สถาบันอุดมศึกษามีความต้องการในการ
จัดการศึกษาท่ีแตกต่างจากมาตรฐานการอุดมศึกษาในภาพรวมอยู่ในระดับมาก ส่วนผลการศึกษา
ปัจจัยท่ีมีผลต่อการจัดการศึกษาท่ีแตกต่างจากมาตรฐานการอุดมศึกษา พบว่า การออกแบบหลักสูตร
การศึกษาบนพื้นฐานการมีส่วนร่วมของทุกฝ่ายท่ีเกี่ยวข้อง และผู้บริหารสถาบันอุดมศึกษาท่ีมีภาวะ
ความเป็นผู้น าเป็นปัจจัยท่ีมีผลต่อการจัดการศึกษาท่ีแตกต่างจากมาตรฐานฯ อยู่ในระดับมากท่ีสุด
ส าหรับผลการศึกษารูปแบบและแนวทางในการขับเคล่ือนนโยบายการจัดการศึกษาท่ีแตกต่างจาก
มาตรฐานการอุดมศึกษา พบว่า การพัฒนาหลักสูตรการจัดการศึกษาในรูปแบบ Co-creation
เป็นรูปแบบท่ีเหมาะสม โดยมีแนวทางในการขับเคล่ือนนโยบายด้านการสร้างระบบและกลไกการ
บริหารและกลไกการส่ือสารเพื่อสร้างการรับรู้และความเข้าใจท่ีชัดเจน โดยมีข้อเสนอแนะนโยบาย
ควรพัฒนาแพลตฟอร์มกลางเพื่อให้เกิดความร่วมมือในการศึกษาและสร้างผู้น าการเปล่ียนแปลง และ
มีข้อเสนอแนะในการศึกษาครั้งต่อไป ควรมีการวิ จัยเชิงประเมินผลและเปรียบเทียบสมรรถนะของ
บัณฑิตท่ีส าเร็จการศึกษาตามหลักสูตรปกติ และหลักสูตรตามนโยบายการจัดการศึกษาท่ีแตกต่าง
จากมาตรฐานการอุดมศึกษาดังกล่าว

Title Models and Approaches to Driving Educational Management
Policies Difference from the Higher Education Sandbox for the
Development of the Workforce and National Security

The research study focused on models and approaches for driving
educational management policies that are different from the Higher Education
Sandbox for the development of the workforce and national security. The objectives
were (1) to study the problems and needs of higher education institutions in
educational management that are different from the Higher Education Sandbox ; (2)
to study the factors affecting educational management that are different from the
Higher Education Sandbox ; and (3) to provide models and approaches for driving
educational management policies that differ from the Higher Education Sandbox. The
content scope was based on the research objectives and used mixed-methods
research. A questionnaire was used to answer the objectives of problems and needs
of higher education institutions in educational management that are different from
the Higher Education Sandbox and factors affecting educational management that
are different from the Higher Education Sandbox. An interview form was used to
answer the objectives of models and approaches for driving educational
management policies.The results indicated a moderate level of problems for both
the overall picture and specific issues related to educational management within the
current Higher Education Sandbox. The issue was that the current Higher Education
Sandbox hindered the development of the curriculum and the teaching and learning
management of higher education institutions with the lowest average score,
indicating that the sandbox was appropriate to a certain extent. The results of needs
for educational management that are different from the Higher Education Sandbox
showed that higher education institutions had overall high levels of need for
educational management that differed from the Higher Education Sandbox. For the
results of factors affecting educational management that are different from the
Higher Education Sandbox, it was found that the design of the educational
curriculum hinged on the active participation of all stakeholders and administrators
with leadership skills at higher education institutions for educational management
that differed from the Higher Education Sandbox at the highest level. For the results

of the model and approaches for driving educational management policies which are
different from the Higher Education Sandbox, it was found that developing
educational management curricula in the form of Co-creation was an appropriate
format. There were approaches to driving policy by creating management systems,
mechanisms, and communication mechanisms to foster clear awareness and
understanding. This led to the development of a recommended policy that aimed to
establish a central platform for facilitating cooperation in education and cultivating
change leaders. For the recommendation in the next study, there should be research
to evaluate and compare the competencies of graduates who have completed their
studies according to the regular curriculum and curricula according to educational
management policies that differ from the mentioned Higher Education Sandbox.
