เรื่อง การสร้างความร่วมมือ เพื่อชุมชนที่ปลอดยาเสพติดอย่างยั่งยืน

การศึกษาเรื่อง “การสร้างความร่วมมือ เพื่อชุมชนท่ีปลอดยาเสพติดอย่างยั่งยืน”
มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหายาเสพติดในพื้นท่ีจังหวัดสงขลาในปัจจุบันและในอดีตท่ีผ่านมา
ท่ีมีการแพร่ระบาด ระดับความร่วมมือของชุมชน ภาคเอกชน ภาครัฐ และหน่วยงานท่ีเกี่ยวข้อง
ในแต่ละพื้นท่ี ท่ีมีอิทธิพลต่อการสร้างชุมชนเข้มแข็ง เพื่อเอาชนะยาเสพติด ตลอดจนค้นหาแนวทาง
ในการสร้างชุมชนเข้มแข็งเพื่อเอาชนะยาเสพติดอย่างยั่งยืนพื้นท่ีจังหวัดสงขลา เพื่อคืนความสุข
ให้สังคมต่อไป การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยการเก็บรวบรวมข้อมูล
จากเอกสารเป็นหลัก เอกสารท่ีส าคัญและเกี่ยวข้องกับงานวิจัยในครั้งนี้ ได้แก่ ระเบียบ ข้อบังคับ
ค าส่ัง ผลงานวิจัย หนังสือ ต าราบทความ และการสัมภาษณ์แบบเจาะลึกกับผู้ให้ข้อมูลหลักเป็นส าคัญ
ผลการศึกษาสามารถสรุปได้ท้ังหมด 4 ประเด็น ดังต่อไปนี้
1. จ านวนผู้ปฏิบัติงานปราบปรามยาเสพติดมีน้อยไม่เพียงพอ เนื่องจากไม่มีผู้อยาก
มาปฏิบัติงาน เป็นงานท่ีเส่ียงอันตราย ขาดก าลังพลมาท าการสับเปล่ียนหมุนเวียน และยังขาดแคลน
เครื่องมือ อุปกรณ์ในการปราบปรามยาเสพติด ผู้ปฏิบัติงานมีความส าคัญต่อความส าเร็จของนโยบาย
ควรส่งเสริมให้ผู้ปฏิบัติงานปราบปรามยาเสพติดมีความเข้าใจในวัตถุประสงค์ของนโยบาย รับรู้
นโยบายโดยท่ัวถึง และนโยบายต้องมีความชัดเจน จนเกิดการยอมรับในตัวนโยบาย ก็จะส่งผลให้
การด าเนินการต่อนโยบายเป็นไปอย่างมีประสิทธิภาพ และควรสนับสนุนวัสดุเครื่องมือในการ
ปราบปราม เพิ่มจ านวนผู้ปฏิบัติงานด้านการปราบปรามยาเสพติดให้มีจ านวนมากขึ้น ซึ่งอาจจะใช้
วิธีการท าความเข้าใจกับหน่วยงานอื่นในส่วนของชุดปฏิบัติการให้เข้าใจสภาพและพฤติการณ์
ในการกระท าความผิดของผู้กระท าความผิดเกี่ยวกับยาเสพติด เพื่อปรับทิศทางของการท างานไป
ในแนวทางเดียวกัน
2. การจัดสรรงบประมาณในการปราบปรามยาเสพติด กระจัดกระจายอยู่หลาย
หน่วยงาน เกิดการแย่งชิงงบประมาณเพื่อท่ีจะน าไปด าเนินการในส่วนอ านาจหน้าท่ีของหน่วยงาน
การด าเนินงานยังไม่เกิดการบูรณาการโดยแท้จริง ร่วมท้ังงบประมาณท่ีได้รับการจัดสรรมีจ า นวน
จ ากัด และจัดสรรล่าช้า ส่งผลต่อการปราบปรามยาเสพติด
3. ควรมีการสร้างกระบวนการและพัฒนาศักยภาพการมีส่วนร่วมของประชาชน
ด้านการป้องกันและแก้ไขปัญหายาเสพติด โดยประชาชนในหมู่บ้าน/ชุมชน องค์กรปกครองส่วน
ท้องถิ่น และองค์กรภาคีในพื้นท่ีกลุ่มเป้าหมาย และขยายเป็นองค์กรเครือข่ายภาคประชาชนท่ีเข้มแข็ง
เอาชนะยาเสพติดอย่างยั่งยืน
4. การท่ียาเสพติดเข้ามาแพร่ระบาดในชุมชน มีสาเหตุมาจากชุมชนมีแหล่ง
มัวสุมแหล่งบันเทิงในชุมชนจ านวนมาก ในชุมชนมีแหล่งผลิตและจ าหน่ายยาเสพติดและชุมชน
มีสภาพแวดล้อม เต็มไปด้วยผู้เสพและผู้ค้า พฤติกรรมการเสพยาเสพติดนั้น มาจากสมาชิกในครอบครัว

ติดยาเสพติด มาจากปัญหาทางเศรษฐกิจและความยากจน มาจากการขาดความอบอุ่นในครอบครัว
มีพฤติกรรมร่วมกันปกปิด ช่วยเหลือกันในกลุ่มของผู้เสพและผู้ค้าเพื่อให้รอดพ้นจากการจับกุม
ของเจ้าหน้าท่ีต ารวจ ซึ่งทรรศนะคติของสมาชิกในชุมชนเหล่านั้นสร้างความยากล าบากต่อการท างาน
ของเจ้าหน้าท่ีต ารวจชุดปราบปรามยาเสพติดเป็นอย่างมาก หลายฝ่ายควรร่วมมือกันรณรงค์ให้ชุมชน
ท่ีเป็นแหล่งแพร่ระบาดของยาเสพติด ตระหนักถึงผลร้ายของยาเสพติด มองยาเสพติดเป็นปัญหา
สังคม และอยากเข้ามามีส่วนร่วมในการแก้ไขปัญหา ซึ่งจะท า ให้เจ้าหน้าท่ีต ารวจชุดปราบปราม
ยาเสพติดปฏิบัติงานในพื้นท่ีดังกล่าวได้ดียิ่งขึ้น

aims to study the drug problem conditions in Songkhla Province at present and in
the past where there has been an epidemic. The level of cooperation of the
community, private sector, government sector, and related agencies in each area.
that influences building a strong community to overcome drugs As well as finding
ways to build a strong community to overcome drugs sustainably in Songkhla
Province. To return happiness to society. This research is qualitative research
(Qualitative Research) by collecting data mainly from documents. Important
documents related to this research include: rules, regulations, orders, research
results, books, textbooks, articles, and in-depth interviews with key informants are
important. The results of the study can be summarized in 4 areas as follows:
1. The number of drug suppression workers is insufficient. Because
there is no one who wants to come and work. It is a dangerous job. Lack of
personnel to perform rotations And there is still a lack of tools and equipment to
suppress drugs. Operators are essential to policy success. Drug suppression
practitioners should be encouraged to understand the objectives of the policy and be
aware of the policy in general. and the policy must be clear until acceptance of
the policy It will result in effective implementation of the policy. and should support
materials and tools for suppression. Increase the number of drug suppression
workers. This may be used to understand other agencies in the operational unit to
understand the conditions and circumstances of drug offenders' crimes. To adjust

2. Budget allocation for drug suppression Scattered across many agencies
There was a struggle for the budget to carry out the duties and responsibilities
of the agency. Operations have not yet truly been integrated. In addition, the
allocated budget is limited. and delayed allocation Affecting the suppression of drugs
3. A process should be created and the potential for public participation
in preventing and solving drug problems should be developed. By people in the
village/community local government organization and partner organizations in the

4. The spread of drugs in the community It is caused by the community
having many sources. Lots of community entertainment In the community there
are places where drugs are produced and sold and the community has an
environment. It is full of addicts and dealers. That drug-taking behavior coming
from a family member addicted to drugs comes from economic problems and
poverty It comes from a lack of warmth in the family. There is a common behavior of
concealment. Help each other in groups of addicts and dealers to escape the
arrest of the police. The views of those community members create great
difficulty for the work of the Narcotics Suppression Police officers. Many parties
should join together to campaign for communities that are the source of the
spread of drugs. Be aware of the harmful effects of drugs. View drugs as a social
problem and want to participate in solving problems This will allow the Narcotics
Suppression Police officers to work better in those areas.
