เรื่อง การเพิ่มประสิทธิภาพการเพิ่มประสิทธิภาพในการสร้างการรับรู้ที่ถูกต้อง
และทัศนคติที่ดีทางสังคมให้กับเยาวชนในสถานศึกษาระดับอุดมศึกษา
จังหวัดชายแดนภาคใต้

การวิจัยเชิงคุณภาพนี้มีวัตถุประสงค์หลักเพื่อศึกษาสถานการณ์ปัญหาการใช้เยาวชนใน
การก่อเหตุรุนแรงและสร้างสถานการณ์ในจังหวัดชายแดนภาคใต้ (จชต.) และค้นหาแนวทางการเพิ่ม
ประสิทธิภาพในการสร้างการรับรู้ท่ีถูกต้องและทัศนคติท่ีดีทางสังคมให้กับเยาวชนในสถานศึกษา
ระดับอุดมศึกษาพื้นท่ีดังกล่าว การเก็บรวบรวมข้อมูลวิจัยใช้วิธีการศึกษาเอกสารและการสัมภาษณ์
เชิงลึกในกลุ่มผู้ให้ข้อมูลส าคัญ การวิเคราะห์ข้อมูลใช้เทคนิคการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า
ปัญหาการก่อเหตุรุนแรงและสร้างสถานการณ์ใน จชต. ปัจจุบันมีหลากหลายรูปแบบ โดยกลุ่มผู้ก่อ
เหตุรุนแรง (ผกร.) ใช้ก าลังชุดปฏิบัติการท้ังจากแนวร่วมรุ่นเก่าท่ีมีความช านาญในการก่อเหตุและมี
หมายจับหลายคดี และแนวร่วมรุ่นใหม่ท่ีเป็นเยาวชนในการขัดขวางหรือก่อกวนการท างานของ
เจ้าหน้าท่ี ซึ่งภาครัฐยังไม่มีข้อมูลคนกลุ่มนี้ แนวร่วมรุ่นใหม่ท่ีมีความสามารถในการใช้ส่ือออนไลน์หรือ
การพูดชักจูงในท่ีชุมชนจะเข้าท างานในปีกการเมือง เพื่อบิดเบือนข้อมูลข่าวสาร ท าลายความ
น่าเช่ือถือของเจ้าหน้าท่ี สร้างความเกลียดชังให้กับเยาวชนในสถานศึกษาและประชาชนท่ัวไป รวมท้ัง
ท าลายภาพลักษณ์ของประเทศไทยต่อเวทีโลกว่ามีการละเมิดสิทธิมนุษยชนเพื่อน าไปสู่การกดดันทาง
การเมืองต่อไป การแก้ไขปัญหาดังกล่าวท่ีผ่านมาซึ่งได้ด าเนินการในมิติด้านความมั่นคงควบคู่ไปกับ
ด้านการพัฒนามีท้ังจุดแข็งและจุดอ่อน การเพิ่มประสิทธิภาพในการสร้างการรับรู้ ท่ีถูกต้องและ
ทัศนคติท่ีดีทางสังคมให้กับเยาวชนในสถานศึกษาระดับอุดมศึกษาในพื้นท่ี จชต. จึงมีความส าคัญ ซึ่ง
แนวทางท่ีเหมาะสมได้แก่ 1) ด้านนโยบายและมาตรการ : ควรมีคณะกรรมการระดับประเทศและ
ระดับพื้นท่ีเพื่อการก าหนดนโยบายในแก้ไขปัญหา และก าหนดมาตรการทางกฎหมายในการลงโทษ
ผู้กระท าความผิดอยางจริงจัง 2) ด้านก าลังคนและเครื่องมือ : ควรมอบอ านาจหน้าท่ีให้ผู้รับผิดชอบ
สมารถส่ังการ ประสานงาน ระดมความร่วมมือหน่วยงานต่าง ๆ ได้ และ 3) ด้านวิธีการด าเนินงาน :
ควรมีการประชุมและประสานงานระหว่างหน่วยงานกันอย่างใกล้ชิดท้ังภาคการศึกษาและภาคความ
มั่นคงในการสร้างการรับรู้ ท่ีถูกต้องและทัศนคติท่ีดีทางสังคมให้กับเยาวชนในสถานศึกษา
ระดับอุดมศึกษาในพื้นท่ี จชต. การวิจัยนี้ ช้ีให้เห็นถึงความจ าเป็นในการบูรณาการท้ังหน่วยงาน
ทรัพยากร และกระบวนการ/มาตรการ โดยค านึงถึงผลประโยชน์ด้านความมั่นคงของประเทศ และ
ความสงบสุขของประชาชนในพื้นท่ี จชต. เป็นส าคัญ ซึ่งจะก่อให้เกิดประโยชน์ต่อการขับเคล่ือนการ
พัฒนาประเทศตามยุทธศาสตร์ชาติ 20 ปี โดยเฉพาะอย่างยิ่ง ยุทธศาสตร์ชาติด้านความมั่นคง ให้
บรรลุเป้าหมายท่ีก าหนดต่อไป

Title Guidelines for Increasing Efficiency in Promoting Correct
Perceptions and Positive Social Attitudes among Youth in Higher
Education Institutes in Southern Border Provinces

This qualitative research aimed to investigate the situation of youth
involvement in violence and unrest making in southern border provinces and to
explore ways to enhance the efficiency in promoting correct perceptions and positive
social attitudes among youth in higher education institutions in the region. The
research collected data through documentary review and in-depth interviews with
key informants. The data was analyzed using content analysis techniques. The
findings revealed that the problem of violence and unrest in the region manifested in
various forms. The perpetrators utilized both the exiting alliance group with
experience in violence and being issued for several arrest warrants and the new
youth group recruited to obstruct or disrupt the work of officials. The government
lacked data on this latter group. New recruits with the ability to use online media or
persuasive speaking in communities joined the political movement to distort
information, discredit officials and government, create hatred for young generation in
educational institutions and the public, and accuse Thailand of violating human rights
to push further political pressure. Previous efforts to address this issue, which
involved security and development measures, had both strengths and weaknesses.
Enhancing the efficiency in promoting correct perceptions and positive social
attitudes among youth in higher education institutions in the south is therefore
crucial. Appropriate approaches include: 1) Policy and measures: there should be a
national and local committee to set policies for addressing the problem and enact
strict legal measures to punish offenders. 2) Manpower and tools: those responsible
should be empowered to command, coordinate, and mobilize the cooperation of
various agencies. 3) Operational methods: meetings and close coordination between
educational and security agencies are required This research highlights the need for
the integration of agencies, resources, and processes/measures to be beneficial to

drive the development in accordance with the 20-year national strategy, especially
the national security strategy, to achieve the specified goals.
